The Traffic Engineering Committee meeting was called to order by Chairperson Eriksen at
1:30 pm in the Council Chambers, Ukiah Civic Center, 300 Seminary Avenue, Ukiah,
California.
2. APPROVAL OF MINUTES — August 9, 2016
Motion/Second: Kageyama/Malugani to approve August 9, 2016 minutes as written.
Motion carried by an all AYE voice vote of the members present.
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS

4. OLD BUSINESS
a. Discussion and Possible Action regarding Revisions to City Code Section 7154 to
allow Tow Trucks and Commercial Recovery Vehicles to park in Residential
Neighborhoods.

Public Comment: Kathryn Hoffar, Keith Hewett, Maureen Mulheren
Motion/Second: Dewey/Malugani to update the City Ordinance to reflect the 26,000 gvw
limit for tow trucks to park in residential areas and make it clear it is only for 2 axle tow trucks
and not for commercial vehicles. The tow truck must be legally parked. The updated City
Ordinance will then be taken back to City Council.

5. NEW BUSINESS
a. Discussion and Possible Action regarding Crosswalk on East Gobbi Street at
Leslie Street.
Presenter: Tim Eriksen, TEC Chairman/Director of Public Works
Public Comment: Lloyd Francis
Motion/Second: Dewey/Malugani to move this item to the next agenda and ask
engineering to report back with an examination of the area. The crosswalk will be painted
right away. The long term Capital Improvement Project will be considered.
Motion carried as follows: AYES: Eriksen, Kageyama, Dewey, Malugani, Thompson,
Hewett; NOES: None; ABSENT: Lampi, Meyer; ABSTAIN: None.
b. Discussion and Possible Action regarding Pathway connecting Orchard Avenue
with Oak Manor Trail, Identifying items for TEC agenda, and speed bumps along
shared NWP Rail Trail/driveway at east end of Clay Street.
Presenter: Member Neil Davis asked what issues come to the TEC committee and what
doesn't.
Chairman Eriksen stated the TEC can advise on anything and pass on recommendations to
the City Council.
Member Neil Davis asked for the removal of speed bumps on the Rail Trail on the end of
East Clay Street.
Chairman Eriksen replied that this section of the bike path is not owned by the City of
Ukiah. The property is owned by the railroad. The owner of the adjoining property has an
agreement with the railroad to provide access to a house on the property. The property
owner paved the driveway and the speed bumps. The owner stated there is an ongoing
problem with motor bikes riding the trail in front of this house. The renter has young children.
Chairman Eriksen suggested having 2 City staff members and Neil Davis meet with the
property owner to resolve this issue.
Member Neil Davis asked if the City maintains the path to the Cal Trans Pedestrian/Bike
101 overpass. The trail from Orchard Avenue to the overpass is in bad condition.
Chairman Eriksen stated the engineers will check out what improvements the path on both
sides of Highway 101 need and report back to the TEC.
Chairman Eriksen stated Jarod Thiele will arrange an appointment with Neil Davis and Tim
Eriksen to discuss these issues.

SUBJECT: Discussion and Possible Action Regarding Crosswalk on East Gobbi Street
at Leslie Street
Agenda Item 4a
REQUEST: Mr. Ray Berthiaume had brought this request to the November 8, 2016 Traffic
Engineering Committee (TEC) concerning the crosswalk on East Gobbi Street at Leslie Street.
Mr. Berthiaume uses a wheel chair and has reported some near misses with cars when crossing
the street. After some discussion, Tim Eriksen indicated the crosswalk would be re-painted
immediately. The TEC requested Engineering to report back with an examination of future plans
for the area.
DISCUSSION: The Gobbi Street Gateway Master Plan (Attachment "A") is included for further
information and discussion.
POSSIBLE ACTION: Discuss and provide recommendations regarding the crosswalk.

2. PROJECT SETTING
The 2010 census lists Ukiah as a thriving city of
16,075,coveting an approximate area of 5 square
miles. Petkins and Gobbi Stteets ate the two major
thotoughfates into the City,btinging vehicular traffic
from Highway 101 into downtown Ukiah.
Gobbi Stteet is a primary vehicular entrance into
Ukiah. It is also designated as a Class II bikeway
that moves bicyclists in the east-west d sect on over
Highway 101.

SUBJECT: Discussion and Possible Action Regarding Crosswalks on South Dora
Street at Luce Avenue
Agenda Item 5a.
REQUEST: Ms. Pamela Jensen, Ukiah Valley Association for Habilitation, submitted her
request, Attachment "A", to the Traffic Engineering Committee (TEC) regarding the crosswalks
on S. Dora St. at Luce Avenue. Ms. Jensen reported some near misses with cars when
employees were crossing the street. Ms. Jensen requests that flashing lights be installed at the
two crosswalks.
DISCUSSION: S. Dora St. has two lanes for traffic with bicycle lanes and curbside parking
provided on both sides of the street. On S. Dora St. at the southernmost intersection with Luce
Avenue there is a diagonally hatched yellow crosswalk. School Crossing Assembly signs are
posted on both approaches to this crosswalk. In addition, a flexible pedestrian crossing sign is
posted at this crosswalk. ADA curb ramps are located at both ends of the crosswalk. At the
northernmost intersection of S. Dora St. and Luce Avenue (adjacent to St. Mary's School),there
is also a yellow school crosswalk with School Crossing Assembly signs posted on both
approaches to this crosswalk. Please refer to the photographs, Attachment "B".
In Ukiah, pedestrians and drivers need further education regarding crosswalks. Drivers must
yield to pedestrians in crosswalks. Pedestrians must make sure they are seen by the drivers and
that the drivers stop before proceeding through the crosswalk. At both locations, the curbside
parking and bicycle lane provide extra width for the pedestrian to be recognized by the driver
when crossing the street.
POSSIBLE ACTION: Discuss and consider the request for flashing lights at the crosswalk.

Dear Mr. Seanor,
I am writing to request that consideration be given to put in flashing lights at the two
crosswalks at Dora and Luce Ave. We have had at least three incidents of our employees almost
being hit by drivers who did not see them in the crosswalk during daylight hours.
My company, Ukiah Valley Association for Habilitation (U.V.A.H.) serves adults with
developmental disabilities at buildings we own located at 990 South Dora St. and 915 South
Dora St.To help ensure the safety of those we serve,we have staff accompany our clients when
they cross the street to catch the bus in the afternoon but that does include street crossings by
staff and unaccompanied clients other times during the day.
Both crosswalks have orange stripes and bright pedestrian crossing signs on both sides
of the street.The southern Luce Ave. crosswalk even has a yield sign in the middle of the street.
When I asked staff recently"what would make your job safer?" having lighted crosswalks at
these two crosswalks was one of several suggestions relating to the safe travel of pedestrians in
our town. They also requested more crosswalks at Redwood Business Center, repairing
sidewalks that are dangerous and making all curbs wheelchair accessible. I realize all these do
not fall into the purview of the traffic committee but I request that the committee address the
items that are in the committee's scope.
The cross walks on Dora and Luce Ave. are used throughout the school year by St.
Mary's students and families and several times daily Monday through Friday from 8:00 am.to
4:00 p.m. by approximately 15 U.V.A.H. staff and clients.
Any action or recommendations by the committee to make these particular crosswalks
safer would be greatly appreciated.
