The Traffic Engineering Committee meeting was called to order by Chairman Eriksen at 3:00
pm in Conference Room No. 3, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California.

a. Discussion and Possible Action regarding request for relocation of the Rectangular
Rapid Flashing Beacon (RRFB) crosswalk assemblies to the school crosswalk at N.
State Street and Magnolia Street.
Chairman Eriksen introduced this item. Staff received a letter from Ms. Selah
Sawyer, Charter Academy of the Redwoods, requesting relocation of the Rectangular
Rapid Flashing Beacon (RRFB) crosswalk assemblies to the school crosswalk at N.
State Street and Magnolia Street. The RRFB assemblies are not available because
they are scheduled to be put at the Perkins Street Rail Trail crossing. These lights
were temporarily located on a pole in front of fairgrounds. It is necessary to push a
button to start the flashing of the lights.
Member Kaeser observed that the crosswalk at Magnolia Street and N. State Street

is currently painted white and needs to be painted yellow.
Chairman Eriksen stated that Staff recommends installation of standard school
crossing assembly signs, removal of non-standard school signs and painting of the
"SLOW SCHOOL XING" pavement markings. He added that the crosswalk could
also be painted yellow.
Council Member Mulheren stated that the Luce Street crosswalk poses more of a
safety issue with crossing the street especially at night than the Rail Trail Perkins
Street crosswalk. She thinks the flashing lights are needed there more than at
Perkins Street.
3:11 pm Member Keith Hewett entered meeting.
Pinky Kushner observed that when Healdsburg added a new stop sign at University
Avenue at the ball park, they put up bright, fluorescent, plastic, crossed flags that
were fixed to a pole to help drivers notice the new stop sign. These simple flags
might help drivers notice the pedestrian crossing at the Perkins Street Rail Trail.
Chairman Eriksen explained the object is to try to make pedestrians responsible for
themselves when crossing streets. One action to promote this responsibility would be
to have flags at the intersection for the pedestrians to carry across the intersection.
Another action would be to have the pedestrian push a button to initiate flashing lights
that indicate a pedestrian is in the intersection.
The shark teeth that were added 2 years ago to the Luce intersection will be
reevaluated and a decision will be made as to what is needed to make that area
safer.
Motion/Second: Eriksen/Thompson to remove the non-standard school signs,
install standard school crossing assembly signs and paint "SLOW SCHOOL XING"
pavement markings for the school crosswalk at N. State Street and Magnolia Street.
In addition, yellow ladder pavement markings will also be added.
Motion carried by an all AYE voice vote of the members present.
3:20 Neil Davis entered the TEC meeting.
6. COMMITTEE MEMBER REPORTS
At last City Council meeting, the City Council members directed that the tow truck issue will
be taken back to TEC for new ideas on how to make this item more palatable with a
permitting process.

SUBJECT: Discussion and Possible Action Regarding Revisions to City Code Section
7154 to allow Tow Trucks and Commercial Recovery Vehicles to park in
Residential Neighborhoods
Agenda Item 4a.
REQUEST: At the August 3, 2016, City Council referred the draft tow truck ordinance back to
the Traffic Engineering Committee for further evaluation. In requesting continued discussion of
this item, the City Council stated several concerns regarding the draft ordinance.
DISCUSSION: For reference, please find attached a copy, Attachment "A" of the August 3,
2016 Agenda Summary Report #13d regarding tow truck and commercial recovery vehicle
parking. A copy of the City Council minutes for this meeting is provided as Attachment "B"
(please see page 2 of 5 of these minutes).
Staff has summarized the City Council comments and concerns from the August 3, 2016
meeting below.
Vice Mayor Jim Brown:
Will tow trucks be parked in front of residence or in the driveway?
How many tow trucks will be allowed to park in front of a residence?
What is the width of the tow trucks?
How many tow trucks, in total, are parked overnight on Ukiah's streets?
Council Member Doug Crane:
With tow truck parking in residential neighborhoods what is happening to individual rights or
implied rights?
How would tow truck parking in residential neighborhoods affect property values in those
neighborhoods?
Council Member Kevin Doble:
Council Member Doble stated his interest in allowing tow truck parking in residential
neighborhoods through a public hearing process which would address site specific issues for
specific neighborhoods. He also suggested a cost recovery process for impacts related to tow
truck parking.

Why can't tow truck drivers park their vehicles in driveways?
Attached for the TEC's reference are photographs of tow trucks and commercial recovery
vehicles with a 26,000 GVW rating. Please refer to Attachment "C". Since the City Council
meeting, the Law Enforcement Administrators Association of Mendocino County(LEAA) met to
discuss this issue. The LEAA provided the attached letter, Attachment "D", in support of the
request to revise the City's ordinance to allow tow truck and commercial recovery vehicle
parking. Attached also please find correspondence from Brian D. Kornegay, Attachment "E",
providing additional information on the matter and citing his reasons for leaving City Code
section 7154 unchanged.
POSSIBLE ACTION: Discuss and provide responses to City Council's questions. Discuss and
provide recommendations regarding the draft ordinance.

SUBJECT: DISCUSSION AND POSSIBLE INTRODUCTION BY TITLE ONLY OF AN ORDINANCE
AMENDING SECTION 7154 IN DIVISION 8, CHAPTER 1, ARTICLE 10 OF THE UKIAH
CITY CODE TO ALLOW TOW TRUCKS AND COMMERCIAL RECOVERY VEHICLES TO
PARK IN RESIDENTIAL NEIGHBORHOODS
Summary: This report recommends amending the City Code to allow tow trucks and commercial recovery
vehicles to park in residential neighborhoods.
Background: The Traffic Engineering Committee (TEC) received a request from Ukiah Valley tow truck
companies to revise the City Code to allow tow trucks and commercial recovery vehicles to park in
residential neighborhoods. In order to provide rapid response in emergency situations, 24-7, the tow truck
companies requested to be allowed to park tow trucks and commercial recovery vehicles at employee
residences.
Discussion: Section 7154 of the Ukiah City Code(UCC)addresses parking of certain commercial vehicles
in neighborhoods.The City adopted Section 7154, Division 8,Chapter 1,Article 10 of the UCC by Ordinance
638, §1 in 1973. Subsequently in Section 7154 the City adopted Ordinance 749, §1 in 1980 and Ordinance
939, §1 in 1993. Staff has prepared a redline revision to the City Code section 7154 as shown on the
Attachment#1. This draft Ordinance adds an exemption to the City Code to allow tow service vehicles and
commercial recovery vehicles to park in residential districts. The proposed Ordinance for introduction is
included as Attachment#2. Staff reviewed the proposed change to City Code with the Planning Department
to determine if the "project" triggered the California Environmental Quality Act (CEQA). Upon review, the
Planning Department issued a Notice of CEQA Exemption which was subsequently recorded at the
Mendocino County Clerk-Recorder's office. A conformed copy of the CEQA Notice of Exemption can be
found as Attachment#3. The TEC reviewed this request for amendment of the UCC at its meeting of June
14, 2016. The TEC recommends approval to the City Council. Please refer to the draft TEC minutes,
Attachment#4.

ESTABLISHES NO PARKING OF VEHICLES WITH GROSS WEIGHT OF ELEVEN
THOUSAND POUNDS IN RESIDENTIAL DISTRICTS
SECTION ONE: It is ordained that the City Council of the City of Ukiah hereby amends §7154
to read as follows:
§7154 NO PARKING OF VEHICLES WITH GROSS WEIGHT OF ELEVEN THOUSAND
POUNDS IN RESIDENTIAL DISTRICTS
A. It shall be unlawful and constitute a violation of this Code to park or allow to stand a
commercial vehicle having a manufacturer's gross vehicle weight rating of eleven
thousand (11,000) pounds or more on any street in any R-1, R-2 or R-3 Zoning District
in the City. This prohibition shall not apply to any commercial vehicle:
1. Making pickups or deliveries of goods, wares, and merchandise from or to any
building or structure located on the restricted streets;
2. Delivering materials to be used in the actual and bona fide repair, alteration,
remodeling, or construction of any building or structure located on or within the
restricted street for which a building permit has been previously obtained, if a
building permit is legally required for such repair, alteration, remodeling or
construction; or
3. Delivering equipment to be used in grading or construction activity within the
street or on property abutting such restricted street for which a building permit
has been previously obtained, if a building permit is legally required for such
grading or construction activity.
4. Providing tow service or commercial recovery service when properly licensed
and permitted by tow companies. Tow service or commercial recovery service
vehicles shall not exceed 26,000 pounds gross vehicle weight. These vehicles
shall not park closer than 6 feet to any adjacent driveway.
B. It shall be unlawful and constitute a violation of this code to park or allow to stand a
commercial vehicle having a manufacturer's gross vehicle weight rating of eleven
thousand (11,000) pounds or more on any lot, plot or parcel of land in any R-1, R-2, or R-
3 zoning district within the city, where parking is prohibited on a public street under
subsection A of this section unless the parcel is one acre or more in size or the commercial
vehicle is not visible from any public street, and it is not operated between the hours of
ten o'clock(10:00) P.M. and seven o'clock(7:00)A.M. (Ord. 638, §1, adopted 1973; Ord.
749, §1, adopted 1980; Ord. 939, §1, adopted 1993)
SECTION TWO. This Ordinance shall be published as required by law in a newspaper of general
circulation published in the City of Ukiah.
SECTION THREE. This Ordinance shall become effective thirty(30)days after adoption.

Member Ben Kageyama pointed out to the new member, Keith Hewett that he
cannot vote on this item since he is a tow truck company owner. This item was
brought back from the April 12, 2016 meeting at which time the TEC Committee
reviewed a request to modify City Code section 7154 to allow tow trucks and
commercial recovery vehicles the opportunity to park in residential zoned districts.
The TEC Committee requested staff to revise the City Code and return it to the
committee for review and discussion. Staff prepared a revision to the City Code
section 7154 as shown on Attachment"A"which is a draft ordinance with a redline
section that adds an exemption to the City Code to allow tow service vehicles and
commercial recovery vehicles to park in residential districts. Adoption of ordinances

ATTACHMENT"4"
is a two part process. At the first City Council meeting the ordinance is introduced by
title only. At the second meeting, the City Council would adopt the ordinance. The
changes then become effective 30 days after adoption of the ordinance.
Motion/Second: Lampi/Thompson to approve the redline version of City Code
section 7154 and recommend adoption of the ordinance to the Ukiah City Council.
Motion carried by an AYE voice vote of two members. Member Kageyama opposed
this item. Carla Meyer and Jarod Thiele abstained. Member Hewett did not vote.
b. Discussion and Possible Action Regarding Proposed MTA Bus Stop at 671
South Orchard Avenue.
Member Ben Kageyama introduced this item which was continued from the previous
meeting of May 10, 2016. Staff received a request from MTA to establish a bus stop
adjacent to the US Post Office at 671 South Orchard Avenue. A bus stop/no parking
zone at this proposed location would occupy approximately 5 on-street parking
spaces. Staff has not observed this location to be in high demand for on-street
parking.
Member Carla Meyer reported that the request for a bus stop in front of the Post
office came from a senior who lives in this area. Many seniors have limited mobility
and need access to the Post Office. MTA is not requesting a shelter for this area,
only the painted bus stop/no parking zone. In the future, if it is found that this bus
stop in not used, the area could easily be converted back to on-street parking. Carla
has visited this area many times and has not observed a great demand for on-street
parking in front of the Post Office.
Member Kevin Thompson asked if there is a set standard for the distance between
bus stops.
Member Carla Meyer responded that the ADA sets the standard at '/of a mile
between bus stops. She added that 5 parking spaces are the minimum needed at the
bus stop for a 40 foot bus.
Council Member Maureen Mulheren stated that the TEC Committee should
consider this entire section of Orchard Avenue instead of piecemealing it all together.
There should be a plan for the entire section of street instead of just meeting the
needs of the moment.
Member Ben Kageyama stated bike lanes are planned for Orchard Avenue.
Orchard Avenue is wide enough to accommodate both the bike lane and the bus
stop.
Member Carla Meyer restated that MTA is not asking for a shelter so the bus stop
could be easily removed if it is determined that there is not enough use of this one.
She explained that visibility is always limited when a bus is stopped in an area but
this is not an issue in this area.
Member Ben Kageyama stated that a Post Office is the type of facility that warrants
a transit stop and he is in favor of this bus stop. MTA should study the bus stops in
the city and remove locations that are not needed.

Member Carla Meyer stated she will be working on a grant to fund a consultant to
study the trends in ridership on MTA and the location of bus stops could be a part of
that study.
Motion/Second: Thiele/Thompson to recommend the bus stop/no parking zone at
671 South Orchard Avenue for approval by the City Council.
Motion carried by an AYE voice vote of five members. Carla Meyer abstained.
5. NEW BUSINESS
a. Discussion and Possible Action Regarding Removal of Existing Crosswalk on
North State Street at Fairgrounds Driveway.
Member Ben Kageyama introduced this item. Due to concerns regarding the
crosswalk at the intersection of North State Street with the fairgrounds driveway, the
City Council authorized the construction of a new safety enhanced crosswalk at the
intersection of Garrett Drive and North State Street to replace the existing crosswalk
at the fairgrounds drivewaPnor to removal of any marked crosswalk, California
Vehicle Code Section 21950y..5 requires a 30-day notice to allow for public comment.
The 30-day notice for removal of the existing crosswalk has been posted on both
sides of the existing crosswalk since May 18t and the end of the 30-day notice period
will occur on June 17th.
Selah Sawyer, Charter Academy of the Redwoods thanked the TEC Committee
and the City of Ukiah for taking action to improve the safety of the crosswalk in the
area of North State Street and the fairgrounds. The schools she represents are very
happy with the new Garrett crosswalk and she is In favor of removing the old
crosswalk. She asked if a barrier would be constructed when the existing crosswalk
is removed to prevent pedestrians from crossing State Street in that area.
Jarod Thiele responded that a barrier will be constructed in the area of the existing
crosswalk when that crosswalk is removed.
Motion/Second: Hewett/Thiele to approve the removal of the existing crosswalk
provided no substantive comments are receivedprior to the end of the 30-day notice
period on June 17th...
Motion carried by an all AYE voice vote of the members present.

public member to the TEC Committee to represent alternative transportation is on City
Council Agenda for June 15, 2016.

The Law Enforcement Administrators Association of Mendocino County(LEAA)
comprised of the Sheriff, District Attorney, Ukiah Area CHP Commander and the Chiefs
of Police for the three incorporated Cities support the request of the regions Tow
Operators to modify City of Ukiah Ordinance Section 7154 to allow Tow Trucks and
Commercial Recovery Vehicles operated by properly licensed and permitted tow
companies to park tow trucks and commercial recovery vehicles in any Zoning District
in the City of Ukiah and be exempt from the penalties prescribed by this section.
Tow operators should be exempt from the ordinance and allowed to park in currently
prohibited areas of the City of Ukiah as some professional tow drivers live in
residential areas of the City of Ukiah and are on-call and are required to respond to
emergency calls as requested by the general public and the Public Safety agencies at
all hours of the day and night. It would be impractical to have our professional tow
and recovery truck drivers leave their tow truck at another location that would delay
their required timely response to Public Safety. It would also jeopardize these Tow
Operators public safety rotation tow agreements which mandate an expedient
response time from drivers at all hours of the day and night, 365 days a year.

Request for change to Ukiah City Code 7154 to exempt Tow Trucks and Commercial Recovery Vehicles
from the provisions of this code. Specifically to allow Tow Trucks to park in Residential areas within
Ukiah City Limits.
History:
I just finished watching the video of the August 3rd Ukiah City Council meeting and it was questioned as
to why this topic even came up. I am the reason this matter has been brought to the City Council and
the Traffic Engineering Committee. Please allow me to provide some history on this matter.
Currently the City of Ukiah has an adequate parking ordinance making it unlawful for commercial
vehicles having a Gross Vehicle Weight(GVW) rating of 11,000 pounds or more from parking in
residential areas.Although this code is sufficient for being able to control large vehicle parking in
residential areas, it has for the most part gone unchallenged and unenforced. Ukiah City Code#7154.
On April 30, 2015 I brought to the attention of the Ukiah Police Department that All In One Towing was
parking a large tow truck in front of a residence on Washo Dr. in violation of City Code 7154.The reason
for the complaint was that this tow truck not only parked in front of their residence but also parked in
front of other residences as well. I for one would not like to have a tow truck parked in front of my
house or adjacent to it and felt strongly enough about this to make the complaints.
Due to the length of this vehicle it also blocked the fire hydrant on numerous occasions which required
additional complaints from me to have it moved.
The complaint was never dealt with and the parking continued for well over a year in spite of more
complaints from me and requesting the status on the complaint. I was told several times by Captain
Trent Taylor that they were working on the problem. Nothing was done and the parking continued. I
was told at one time by a Community Service Officer that the owner of one of the tow companies stated
to him that if they enforced this code that he would bring every piece of equipment he had that was
under 11,000 pounds and park them on the streets of Oak manor
I felt that this complaint was being swept under the rug and not given the attention as outlined in Ukiah
City's Code Compliance Program as I had been making complaints for well over a year to no avail. (See

Eventually I heard that the owners of the local Tow Companies were going to make a formal request for
a change to Ukiah City Code 7154 to the Traffic Engineering Committee. I felt this was appropriate start
to resolving this problem.
I attended the Traffic Engineering Committee meeting and stated that there was no problem with Code
7154 other than it is not enforced. I researched many cities in California and found that all of the cities
basically had the same code as Ukiah. I found only one city that allowed parking of tow trucks in
residential areas and that is the City of Norco in Riverside County. Reference City of Norco Municipal
Code Chapter 10.16 Commercial Vehicle/Trucks, Paragraph 10.16.050 Resident Exemption Permit. In
Norco by code, parking is allowed but is done through a Permit process and has stipulations attached
that must be met.
My intention at the Traffic Engineering Committee meeting was to voice opposition to the Tow Truck
owners request to change Code 7154. I feel this code that has been in place many years(although not
enforced regarding Tow Truck) is sufficient and only needs to be enforced as is. In my opinion allowing
Tow Trucks to park indiscriminately on residential streets is a safety hazard,takes away from property
values,and causes a nuisance in the neighborhoods. Parking is already at a premium in many areas of
Ukiah.All one needs to do is travel around Ukiah to see that. Parking Tow Trucks on already congested
streets would only become a hazard.Tow trucks would be started and would be coming and going at all
hours of the day and night taking away the benefits and atmosphere of living in a peaceful small town
neighborhood.
All the members of the Traffic Engineering Committee with the exception of one disagreed with me. I
then asked if they were planning on allowing this Code change that they would at least consider looking
at a Permit Process much like the City of Norco.This was denied also. Chairman Tim Eriksen stated that
Ukiah already had too many permits. It was then voted and approved by all but one to allow parking of
any Tow Truck or Recovery Vehicle in any residential area within Ukiah City Limits without restrictions,
with the exception that vehicles would be limited to no more than 26,000 pounds GVW(Gross Vehicle
Weight). Basically the tow companies were given a "Carte Blanche" in regards to tow truck parking
anywhere in Ukiah with any type of vehicle.
Discussion:
In my previous letter to the Traffic Engineering Committee dated April 16, 2016 I outlined the reasons I
think that Code 7154 should remain as is.After easily researching on the internet, I was able to find that
most all cities I researched had basically the same type of ordinance as Ukiah has.Whether these codes
are enforced I don't know,yet they do exist.
After watching the City Council meeting video I would like to add a few points. I would have liked to
attend that meeting however I was not available due to vacation.
Having served in the Fire Service for 40 years, I am quite familiar with the use of Tow Trucks on
Emergency Incidents. I have seen on a very few occasions where there was a call for an immediate need
for a Tow Truck for a rescue situation. More than likely there is a request by CHP for an expedited tow
truck to clear the highway.Tow Trucks are not"First Responders" and do not have red lights and a siren.
The fire service in our area are the"First Responders" and are very adequately trained and ready for any
type of rescue call they encounter.
I have never seen a large recovery type Tow Truck(Flat Bed) used for anything other than dragging or
pulling a vehicle onto its bed.This type of large Tow Truck can only drag or pull a vehicle off the road
and to my knowledge does not have the capabilities to lift anything for any kind of rescue.What can the
argument be for having this large type of vehicle parked at a residence in order to make a quick get-
away?
I do feel that these tow truck operators deserve to be able to make a quick response for the calls they
receive but this needs to be done without the residents having to pay the price of having a tow truck
parked in front of their house. I for one do not want one parked in front of my house, nor on our street.
It would take up valuable parking space and cause my property value to fall in my opinion.
One tow truck operator stated that he is a good neighbor when it comes to his vehicle and has helped
each one of his neighbors by jumping vehicles, locked cars, etc. I don't need a Tow Truck parked in front
of my house in case I have a dead battery or have locked my keys in the car. I would attempt to take
care of it myself first.At last resort would I need a tow truck.
One tow truck Owner/Operator stated that there is never more than one tow truck parked in front of
the driver's residence.This is not true.Two tow trucks were occasionally parked Washo Dr. In fact if one
looks at this Owner/Operators house on Google Maps Street view there are two trucks parked at his
house. Not giving up an address but it is near the intersection of Alice and Cochrane Avenues (1 Tow
Truck and 1 Recovery Vehicle.See attached picture).
Here are a few points I would like to make regarding my opinion.
1.Tow Trucks are different from Large Recovery Vehicles. Recovery Vehicles have little significance
when it comes to the capabilities of a Tow Truck.They are large and take up a lot of valuable parking
space on our congested streets.
2.When this first request first went to the Traffic Engineering Committee I don't believe that enough
thought was put into the effects the change to this existing ordinance would make or give much thought
to the impacts it would have on our neighborhoods and property values. Our neighborhoods should be
protected from large trucks that will be driving these streets at all hours of the day and night.
3.Allowing a change to this ordinance as the Traffic Engineering Committee recommended would allow
these large trucks to park on any residential street in the City of Ukiah.There are too many streets in
Ukiah that simply cannot handle large trucks,yet the TEC wanted to approve trucks up to 26,000 LBS
GVW to use these streets.
4. Many cities throughout California and the nation have this same ordinance for a good reason.Why do
we need to change an ordinance that is common practice nationwide?
5. I think a committee to work on this subject would be warranted prior to making any change that
would have such an impact on our neighborhoods.
It is my opinion that Code 7154 be enforced as is but if there is to be a compromise I ask the city council
to consider the residents of the city prior to giving final approval.The impact of this decision will affect
our streets and neighborhoods for years to come.Any compromise at all should be given fair notice to
the residents of Ukiah and in my opinion be done completely by permit process.
Conclusion:
In conclusion I feel that our current Code 7154 is sufficient but only needs to be enforced and not
ignored. Ukiah's Code Compliance should be adhered to.The current practice of just allowing this
parking to occur is not acceptable and causes resentment among other residents where these Tow
Trucks are parked.Tow Trucks and other Commercial Vehicles should not be allowed to park on our
residential streets.

10.16.050 Resident exemption permit.
In addition to the vehicles excepted in Section 10.16.040, the Planning Director or assignee may issue a
maximum of 90 exemption permits per year, on a first-serve basis, to commercial vehicle owner/operators
residing within the City for the purpose of traveling on restricted streets to and from their residence, if the
following conditions are met:
(1) The granting of such permit will not result in damage to City streets or cause a pedestrian or traffic
hazard or adversely affect adjacent properties.
(2) The permit shall be limited to one commercial vehicle truck and trailer or tractor and trailer
combination per legal lot.
(3) Such vehicle shall be parked on private property adjacent to the residence of the applicant. Said
vehicle shall be parked to the side or rear of the residence in such a manner so as to minimize visibility
from the street.
(4) The parking area for such vehicle shall not be less than 25 feet from any residential structure on
adjoining property; however, if not practical, this condition may be waived upon written consent from the
occupant of the adjoining residence.
(5) The applicant shall warrant that there will be no continuous operation of commercial vehicle engines
or accessory generators or compressors prior to 6:00 a.m. or after 9:00 p.m. "Continuous operation" shall
be defined as operating in excess of five minutes. Violation of this section shall be grounds for revocation
of this permit at the discretion of the City Code Enforcement Officer.
(6) Repair activity shall not commence before 6:30 a.m., except on Sunday and any national holiday
when it shall not commence before 8:00 a.m., and after 10:00 p.m., unless repair work is done in an
enclosed structure.
(7) Vehicles used for the transportation of hazardous materials shall not be left unattended or parked
overnight in a residential district(per Section 31303(d) of State of California Vehicle Code).

(8) Applicant shall be the property owner or renter with written consent of property owner. The permit
shall be issued to applicant,with the permit tied to subject property and vehicle.The permit is not
transferable, with the exception of the vehicle itself.
(9) A permit fee as established by City Council resolution is paid.The renewal of an exemption permit
required by the provisions of this chapter shall occur on a year-to-year basis, due on the first day of July
each year.
(10) Vehicles in excess of 11,000 pounds gross weight,for which a permit has been issued, shall not be
loaded or off-loaded for purposes of storing or transferring materials at the residence to which the permit

Ukiah City Code Compliance Program
The City of Ukiah has established a code compliance program to ensure compliance with the City's laws
and regulations for building, housing, land use, zoning, and environmental health.A high priority is
placed on code compliance as a means of accomplishing adopted community goals,such as maintaining
the quality of neighborhoods,avoiding nuisances, and protecting the environment.
The code compliance process is conducted on a city-wide basis, and all complaints are treated equally
and processed according to the same administrative process.The code compliance process is not
intended to be selective or discriminatory against any one individual,group, area, or business.The City is
legally required to resolve code violations that are confirmed through investigations and cannot simply
dismiss them at the request of the property owner.
The code compliance team responds to all complaints associated with Zoning and Building Code
violations.Alleged code violations are investigated by the Police Department and the Planning and
Community Development Department as they are reported or discovered and steps are taken to resolve
confirmed violations prior to initiation of abatement procedures.The team develops abatement
techniques, strategies,time lines for resolution of code violations, and works with the property owner to
ensure voluntary compliance with local codes.
The program emphasizes education by providing information to the public about the City's rules and
regulations.This proactive approach helps to avoid inadvertent code violations and to reduce the
number of cases.

SUBJECT: Discussion and Possible Action Regarding Crosswalk on East Gobbi Street
at Leslie Street
Agenda Item 5a.
REQUEST: Mr. Ray Berthiaume submitted his request, Attachment "A", to the Traffic
Engineering Committee (TEC) regarding the crosswalk on East Gobbi Street at Leslie Street. Mr.
Berthiaume uses a wheel chair and has reported some near misses with cars when crossing the
street.
DISCUSSION: On East Gobbi Street at Leslie Street there is a diagonally hatched white
crosswalk located on the east side of the intersection. Curb ramps are located at both ends of
the crosswalk. Gobbi Street at this location has three lanes: an eastbound lane, a westbound
lane and a center turn lane. Traffic on Gobbi Street is required to stop at the intersection of
Gobbi Street and Waugh Lane. To the east of the subject intersection there is a traffic signal at
Gobbi Street and Orchard Avenue. A utility trench was constructed through this intersection
leaving a short gap in the crosswalk. Please refer to the photograph, Attachment "B".
POSSIBLE ACTION: Discuss and provide recommendations regarding the crosswalk. Staff
recommends repainting the crosswalk.

My friends, I would like to introduce the two following topics for discussion at the Nov 8th TEC meeting:
1) Confirmational signage for the Bike Path and Pedestrian Bicycle overpass over 101
a. http://nacto.org/publication/urban-bikeway-design-guide/bikeway-signing-
markin_'bike-route-wa findin:-si:na:e-and-markin:s-s stem"-There is a bike/ped
path that connects Orchard to Oak Manor Drive via a Ped/Bike overpass over 101.There
is no signage to alert people to its presence. "Confirmational" signage would simply
identify the path exists. It could be partnered with Destination signage that informs that
it is a route to Oak Manor School/neighborhood. I wonder what kind of signage is
currently available to mark something like this and what it might take to have it
installed?
2) Maintenance of above path from Orchard to Cal Trans Overpass—The city has made a number
of improvements to this path in the last year or two. Is there a plan to resurface the path from
Orchard to the overpass?Can we take steps to see it resurfaced?
3) Discussion re What Does,and Does Not, Come to TEC for Review—The City Council approved
plans to go out to bid for the Brush/State Street Intersection.Apparently,these plans were not
discussed at the TEC. I would like to better understand what projects do, and what projects do
not, come to the TEC.
4) Removal of speed bumps on the Rail Trail on the end of East Clay Street—There are two speed
bumps along the rail trail at the end of East Clay street.There is only one house/destination for
cars past these two speed bumps.The Speed bumps are unnecessarily high and steep.There
have been reports of bicyclists crashing from running into them. I question whether they are
necessary and would like to see them removed.
Let me know if this is too much at once. I understand if you would prefer to table#4 for a future
meeting.
