1. CALL TO ORDER
The Traffic Engineering Committee meeting was called to order by Chairperson Eriksen at
1:30 pm in the Council Chambers, Ukiah Civic Center, 300 Seminary Avenue, Ukiah,
California.
2. APPROVAL OF MINUTES— August 9, 2016
Motion/Second: Kageyama/Malugani to approve August 9, 2016 minutes as written.
Motion carried by an all AYE voice vote of the members present.
3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS
none
4. OLD BUSINESS
a. Discussion and Possible Action regarding Revisions to City Code Section 7154 to
allow Tow Trucks and Commercial Recovery Vehicles to park in Residential
Neighborhoods.
Presenter: Tim Eriksen, TEC Chairman/Director of Public Works
Public Comment: Kathryn Hoffar, Keith Hewett, Maureen Mulheren
Motion/Second: Dewey/Malugani to update the City Ordinance to reflect the 26,000 gvw
limit for tow trucks to park in residential areas and make it clear it is only for 2 axle tow trucks
and not for commercial vehicles. The tow truck must be legally parked. The updated City
Ordinance will then be taken back to City Council.

Motion carried as follows: AYES: Eriksen, Dewey, Malugani, Davis; NOES: Kageyama,
Thompson; ABSENT: Lampi, Meyer; RECUSED: Hewett.
5. NEW BUSINESS
a. Discussion and Possible Action regarding Crosswalk on East Gobbi Street at
Leslie Street.
Presenter: Tim Eriksen, TEC Chairman/Director of Public Works
Public Comment: Lloyd Francis
Motion/Second: Dewey/Malugani to move this item to the next agenda and ask
engineering to report back with an examination of the area. The crosswalk will be painted
right away. The long term Capital Improvement Project will be considered.
Motion carried as follows: AYES: Eriksen, Kageyama, Dewey, Malugani, Thompson,
Hewett; NOES: None; ABSENT: Lampi, Meyer; ABSTAIN: None.
b. Discussion and Possible Action regarding Pathway connecting Orchard Avenue
with Oak Manor Trail, Identifying items for TEC agenda, and speed bumps along
shared NWP Rail Trail/driveway at east end of Clay Street.
Presenter: Member Neil Davis asked what issues come to the TEC committee and what
doesn't.
Chairman Eriksen stated the TEC can advise on anything and pass on recommendations to
the City Council.
Member Neil Davis asked for the removal of speed bumps on the Rail Trail on the end of
East Clay Street.
Chairman Eriksen replied that this section of the bike path is not owned by the City of
Ukiah. The property is owned by the railroad. The owner of the adjoining property has an
agreement with the railroad to provide access to a house on the property. The property
owner paved the driveway and the speed bumps. The owner stated there is an ongoing
problem with motor bikes riding the trail in front of this house. The renter has young children.
Chairman Eriksen suggested having 2 City staff members and Neil Davis meet with the
property owner to resolve this issue.
Member Neil Davis asked if the City maintains the path to the Cal Trans Pedestrian/Bike
101 overpass. The trail from Orchard Avenue to the overpass is in bad condition.
Chairman Eriksen stated the engineers will check out what improvements the path on both
sides of Highway 101 need and report back to the TEC.
Chairman Eriksen stated Jarod Thiele will arrange an appointment with Neil Davis and Tim
Eriksen to discuss these issues.
