RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH MAKING APPLICATION TO THE MENDOCINO
COUNTY LOCAL AGENCY FORMATION COMMISSION FOR
THE NORTH FIRE STATION - OLD TREATMENT PLANT
REORGANIZATION
WHEREAS, Government Code Section 56198 requires a resolution of
application to the Local Agency Formation Commission (LAFCO) for proposed
annexation to an existing City and detachment of area from a district, and
WHEREAS, Government Code Section 56140 specifies the contents of such
resolution, and
WHEREAS, Detached annexations of up to 300 acres are allowed, and
WHEREAS, The subject properties are owned by the City and serve as City
functions,
NOW THEREFORE BE IT RESOLVED:
1. The City of Ukiah applies for annexation of the areas known as
"North Fire Station" and "Old Treatment Plant", and
2. This proposal is made pursuant to Part 2 of Division 1 of Title 6
of the Government Code titled "District Reorganization Act of
1965", and
3. The proposed "North Fire Station - Old Treatment Plant"
Reorganization encompasses 40 acres not adjacent to the City of
Ukiah with the North Fire Station area bounded on the north and
south by commercial development, on the east by North State Street
and on the west by U.S. 101 Freeway, specifically Mendocino County
Assessor Parcel Number 170-050-13~and the Old Treatment Plant area
bounded on the north by Levaggi Lane, on the east by the Russian
River, on the south by pear orchards and on the west by commercial,
specifically Mendocino County Assessor Parcel Numbers 180-010-08

and 10; as illustrated by Exhibit A (map) and Exhibit B (legal
descriptions), and
4. The City of UKiah proposes to provide the appropriate urban
services to the subject areas as specified in Exhibit C (Plan for
Services) which has been prepared pursuant to Government Code
Section 35102, and
5. This proposal is made because, 1) the properties are owned by the
City of Ukiah, 2) the properties are within close proximity of
current City boundaries, and 3) the properties include City service
functions, and
6. The subject properties have been prezoned (City Council Ordinance
No. 758) from Mendocino County "A-i", and "C-3:SP" to City of Ukiah
"PF", and
7. The ares are proposed to be detached from the Ukiah Valley Fire
Protection District as fire service will be provided by the City of
Ukiah upon annexation, and
8. The area is uninhabited as there are no registered voters within
the annexation boundaries, and
9. Pursuant to CEQA Guidelines (Section 15319) the annexation of
existing facilities is categorically exempt from environmental
evaluation, and
10. The City of Ukiah requests that proceedings be initiated by the
Mendocino County Local Agency Formation Commission pursuant to
Government Code Section 56000 et seq. for reorganization of the
area including annexation to the City of Ukiah and detachment from
the Ukiah Valley Fire Protection District, and
11. The LAFCO is requested to conduct the proceedings without notice
and hearing pursuant to Section 56261 since the City is the sole

property owner of all properties being considered, and
12. The City Clerk is hereby directed to forward a certified copy of
this Resolution of Application, including Exhibits A, B and C and
all other application documents required by said Commission to the
Executive Officer of the Local Agency Formation Commission.

NORTH FIRE STATION REORGANIZATION
DESCRIPTION
Beginning at the point of intersection of the Easterly line of
U.S. Highway 101 with the Northerly line of that tract of land,
Mayfield to the City of Ukiah, as recorded June 29, 1977 in Official
Records of Mendocino County in Book 1096, Page 167; thence leaving said
point of beginning along the Northerly line of said tract,
S 76°08'14'' E 257.50 feet to the intersection of the Northerly line of
said tract with the Westerly line of State Street; thence leaving the
Northerly line of said tract along the Westerly line of State Street
with the following courses; thence curving to the left with a radius of
1,547 feet, from a tangent which bears S 11°00'15'' W, through an arc of
05~36'06'', for a distance of 151.24 feet; thence S 13°51'46'' W 8.65
feet to the intersection of the Westerly line of State Street with the
Southerly line of said tract; thence leaving the Westerly line of State
Street along the Southerly line of said tract, S 79~56'46'' W 211.07
feet to the intersection of the Southerly line of said tract with the
Easterly line of U.S. Highway 101; thence leaving the Southerly line of
said tract along the Easterly line of U.S. Highway 101 with the follow-
ing courses; thence curving to the. right with a radius of 1,385 feet,
from a tangent which bears N 10~16'59'' W, through an arc of 09°26'12'',
for a distance of 228.11 feet; thence N 06~49'08'' E 30.00 feet to the
point of beginning and containing 1 acre of land more or less.

OLD TREATMENT PLANT REORGANIZATION
DESCRIPTION
Being a portion of Lot 30, Yokayo Rancho as shown on Healey's Survey
and Map of Yokayo Rancho filed in the office of the County Recorder of
Mendocino County and more particularly described as follows:
Beginning at a point on the Northerly line of Lot 30 of Healey's Survey
and Map of Yokayo Rancho, from which point the Northeasterly corner of
that tract of land conveyed by W.K. Dillingham to Louise Stedham,
recorded September 2, 1893 in Book 62 of Deeds, Page 7, Mendocino
County Records, bears S 81°15'00'' W 5.98 chains (394.68 feet) distant;
thence leaving the point of beginning S 09°00'00'' E 10.06 chains
(663.96 feet) to a point on the Northerly line of the lands formerly
owned by Robert McKindley; thence N 81°15'00'' E 4 chains (264.00 feet);
thence S 05°15'00'' W 3.67 chains (242.22 feet); thence S 32°15'00' W
3.05 chains (201.30 feet); thence S 42°00'00'' W 2.74 chains (180.84)
feet); thence S 50°30'00'' W 77 links (50.82 feet); thence S 12°45'00'' W
2.70 chains (178.20 feet); thence S 65°25'00'' E 14.10 chains (930.60
feet) more or less, to a point in the center of the channel of the
Russian River, said center of channel also being the Easterly line of
said Lot 30 of Healey's Survey and Map of Yokayo Rancho; thence
Northerly up the center of said channel and along said Easterly line of
Lot 30 to the Northeasterly corner of said Lot 30; thence S 18°15'00'' W
16.40 chains (1,082.40 feet) more or less along the Northerly line of
said Lot 30 to the point of beginning and containing 39 acres of land
more or less.
Ail according to that certain Decree Quieting Title, No. 18731, Dept.
No. 2, Superior Court of the State of California in and for the County
of Mendocino, as filed in the Mendocino County Clerk's Office in
Judgments Book 28, Page 293, entered June 15, 1954. Said Decree is
also of record in Book 372 of Mendocino County Official Records at Page
557 et seq, filed June 16, 1954.
EXHIBIT C
PROVISIONS OF URBAN SERVICES WITHIN THE
NORTH FIRE STATION - OLD TREATMENT PLANT
REORGANIZATION AREA
Pursuant to Section 35102 of the State of California Government Code, a plan for
the provision of urban services to a newly annexed area must accompany an
application for annexation. This plan is prepared in conjunction with the
annexation application to the Mendocino County Local Agency Formation Commission
for the acreage encompassed in the North Fire Station - Old Treatment Plant
Reorganization to the City of Ukiah.
The areas to be annexed are north and east of the City of Ukiah, approximately
one-third of a mile north on North State Street and 1,000 feet east on Levaggi
Lane. Existing land uses within the areas are public, recreation and vacant.
There are no commercial enterprises nor residences. The total area to be annexed
is 40 acres.
Existing services to the areas are provided by the County of Mendocino in the
functions of General Government, Administration, Public Works and Sheriff.
Electricity is provided by Pacific Gas & Electric Company and sewerage services by
Ukiah Valley Sanitation District; water is provided by the City of Ukiah except
for the North Fire Station parcel which is served by Millview County Water
District. Fire prevention and protection is provided through the Ukiah Valley
Fire Protection District (a special district on contract with the City of Ukiah).
Telephone, gas and cable television are currently supplied and would continue to
be provided by Pacific Telesis, P.G.& E. and Group W Cable respectively. Solid
waste is on an individual property owner basis.
The proposal is annexation to the City of Ukiah which is a full service
municipality. In addition to general administrative activities, the City of Ukiah
provides police and fire services, its own water production and distribution
system, its own electric distribution system, a sewage treatment plant in
conjunction with the Sanitation District and Public Works services including
street maintenance and capital improvements. Solid waste disposal is through City
franchise with a private hauling company.
In general, the proposed services to be provided to the annexation area would be
those currently existing in the City of Ukiah which are enumerated in detail
below. The level and range of these services will be the same as currently
provided within City boundaries for similar properties. Increased demand would
not cause a decrease in the levels of service to either existing City residents or
the new area. The services can feasibly be provided to the affected territory, as
the City owns both properties.
No specific improvements 'to structures, roads, sewer or water facilities are
proposed. Ail services would be provided by City forces.
Presented here is documentation related to the specific services which would be
provided to the annexed area.

has its own electric distribution system with a line located across
North State Street from the north property. Abandonment of the north
property's facilities is proposed with negotiations and/or abandonment
of P.G.& E. facilities for the Old Treatment Plant property to occur.
Currently the City has the capacity to accommodate additional loads in
this area. The City provides the same levels and range of services as
provided by P.G.& E., meeting demands ranging from minimum voltage and
amperage in residential units to large loads in high density residential
and heavy commercial uses.
The capacity of the distribution system can easily accommodate the
mininal increased load.

How financed: Through current electric revenues.

Level and range of service: The area is currently within the Ukiah
Valley Sanitation District and property taxes have been paid to that
district for utilization of the existing treatment plant. There would
be no change in the status of the responsible agency upon annexation as
the district will retain its jurisdiction with current tax and user fee
charges. No extension of service is necessary as facilities are in.
When available: Immediately
Improvements required: None
Conditions to be imposed by the City: None
How financed: City General Fund
Service to be extended: Water for domestic and fire prevention uses.
Level and range of service: The City of UKiah provides water to the old
treatment plant property while Millview County Water District serves the
North Fire Station. Continuation of this situation is proposed.

ANALYSIS:
Annual savings exceed one time costs. Precise estimates of savings because of
lower electric rates are not readily available. Also, specific cost estimates for
the change over to City electric have not been made. Funds to complete these
projects would be provided by Electric Department capital accounts.
SUMMARY:
As a full service municipality, the City of Ukiah will be providing most urban
services for this area. Level of service will be as now exists, financing would
be through general governmental revenues as currently exist. The availability of
services is immediate.
