RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF UKIAH CALLING SPECIAL ELECTION
TO FILL POSITIONS OF CITY CLERK AND CITY
TREASURER, CONSOLIDATING ELECTION WITH
STATEWIDE GENERAL ELECTION AND AUTHORI-
ZING COUNTY ELECTIONS CLERK TO CONDUCT
ELECTION PURSUANT TO AGREEMENT.
WHEREAS, in the June 5, 1984, general municipal
election the voters determined to retain the elective
positions of City Clerk and City Treasurer for the City of
Ukiah, and
WHEREAS, no candidates were elected and qualified
in that election to fill the positions, and
WHEREAS, the City Council of the City of Ukiah has
determined that in accordance with the results of the June
5, 1984, election the positions must be filled by election
at the earliest opportunity;
NOW, THEREFORE, BE IT RESOLVED that:
1. In accordance with Elections Code sections
2653 and 23302.3, a special election shall be called to fill
the positions of City Clerk and City Treasurer;
2. The special election shall be consolidated
with the November 6, 1984, General Election;
3. The County Clerk is authorized to provide the
election services as set forth on the proposed agreement
attached hereto as Exhibit "A" and that said agreement be
entered into by the City of Ukiah and the Board of
Supervisors of the County of Mendocino; and
4. Pursuant to Elections Code section 23306 the
Board of Supervisors of Mendocino County is authorized to
canvass the returns of the election; and
5. The City Council of the City of Ukiah does
authorize its Mayor and Clerk to execute the same on behalf
of the City.
PASSED AND ADOPTED this 5th day of July
1984, by the following roll call vote:
AYES: Councilmembers Henderson, Hickey, Kelley and Mayor Myers.
NOES: None

AGREEMENT BETWEEN THE CITY OF UKIAH
AND MENDOCINO COUNTY FOR ELECTION
SERVICES
WHEREAS, the special municipal election for City
Clerk and City Treasurer has been set for November 6, 1984,
the same day as the General Election, and
WHEREAS, the City of Ukiah has authorized the
Mendocino County Clerk to provide election services under an
agreement between the City of Ukiah and the County of
Mendocino,
NOW, THEREFORE, these parties agree as follows:
1. The County Clerk shall conduct the Election of
November 6, 1984 for the positions of City Treasurer and
City Clerk by providing the following services:
a. Publication of the Notice of Election.
b. Publication of candidates as required by law.
c. Establish precinct boundaries to coincide with
Statewide Election.
d. Designate polling places and appoint election
officers.
e. Notify election officers of their appointment
and instruct inspectors concerning their
duties.
f. Hire and pay election officers subject only to
City Council approval as required by law.
g. Arrange for the availability of polling
places, all supplies necessary for casting
ballots, and setting up of voting booths.
h. Publish lists of precincts, election officers,
polling places and hours polls will be open.
i. Verify signatures appering on candidates
nomination papers and supply precinct on
nomination papers.
j. Provide sample ballots to each voter.
k. Receive absent voter applications; supply
absent voter ballots to applicants; accept
voter ballot returns; retain custody of absent
voter vallots; count absent voter ballots.
EXHIBIT "A"
1. Canvass the returns as provided in Elections
Code sections 17000 and following.
2. The City shall be responsible for:
a. Distribution and receipt of nomination papers.
b. Receipt of Candidate's Statement.
c. Receive campaign statements and disclosure
statements as required by law.
3. In consideration of the services rendered by the
County Clerk and described herein the City of Ukiah agrees
to pay its proportional share of the actual costs for:
a. Polling place rental
b. Legal Notices
c. Postage
d. Precinct Kits
e. Sample, Offical and Spanish Facsimile Ballots,
if needed
f. Polling place labels and affixing
g. Index listing
h. Miscellaneous forms
i. Delivery and return of election supplies
j. Election Officers Payroll
k. Extra help (verification of signatures,
absentee board, processing applications,
preparation and mailing election materials)
4. The payment for services due under Article 3
of this agreement shall be paid after billing is submitted
by the County of Mendocino.
