RESOLUTION NO. 86-33
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAHMAKING APPLICATION TO THE MENDOCINO
COUNTY LOCAL AGENCY FORMATION COMMISSION FOR THE
CALDWELL FRONTAGE ROAD REORGANIZATION
WHEREAS, Government Code Section 56800 requires a resolution of applica-
tion to the Local Agency Formation Commission (LAFCO) for proposed annexation
to an existing City and detachment of area from a District, and
WHEREAS, Government Code Section 56700 specifies the contents of such
resolution, and
WHEREAS, the City of Ukiah has been requested by a property owner in the
subject area to be annexed,
NOW THEREFORE BE IT RESOLVED:
1. The City of Ukiah applies for annexation of the area known as "Caldwell
Frontage Road", and
2. This proposal is made pursuant to Division 3 of Title 6 of the
Government Code titled "Cortese-Knox Local Government Reorganization Act
of 1985", and
3, The proposed "Caldwell Frontage Road" Reorganization encompasses 6.5
acres to the east of the City of Ukiah, including Mendocino County
Assessor Parcel Numbers 180-040-06, 07, and 08 and 180-060-01, Caldwell
Frontage Road and a portion of Talma§e Road as illustrated by Exhibit A
(map) and Exhibit B (legal description), and
4. The City of Ukiah proposes to provide the appropriate urban services to
the subject area as specified in Exhibit C (Plan for Services) which has
been prepared pursuant to Government Code Section 56653, and
5. This proposal is made because, 1) a property owner in the area has
requested annexation and another has agreed to annex, and 2) it is a
legitimate extension of City boundaries, and
6. The subject properties have been prezoned from Mendocino County
"AG-40-FP" and "C-2, 6,000-FP" to City of Ukiah "C-I", Light Commercial,

established by Resolution No. 82-45, adopted by the City Council of the City
of Ukiah on February 3, 1982, as recorded February 10, 1982, in Official
Records of Mendocino County in Book 1340, Page 171, said point being the
intersection of the Easterly line of Hastings Frontage Road with the Southerly
line of that tract of land Scharffenberger to Oswald as recorded April 16,

EXHIBIT C
PLAN FOR PROVISION OF URBAN SERVICES;
CALDWELL FRONTAGE ROAD REORGANIZATION
MARCH 24, 1986
Pursuant to Section 56653 of the State of California Government Code, a plan
for the provision of urban services to a newly annexed area must accompany an
application.for annexation. This plan is prepared in conjunction with the
annexation application to the Mendocino County Local Agency Formation Commis-
sion for the acreage encompassed in the Caldwell Frontage Road Reorganization
to the City of Ukiah.
The area to be annexed is to the east of the City of Ukiah and includes
Caldwell Frontage Road and a portion of Talmage Road. Existing land uses in
the area are residential, commercial, roadway and vacant. The total area to
be annexed is approximately 6.5 acres, 2.8 of which is public right-of-way.
Existing services to the area are provided by the County of Mendocino in the
General government functions, Administration, Planning, Building Inspection,
Public Health, Public Works and Sheriff. Electricity is provided by Pacific
Gas & Electric Company; sewerage services by Ukiah Valley Sanitation District;
water is provided by individual property owners. Fire prevention and pro-
tect~n is provided through the Ukiah Valley Fire Protection District (a
special district on contract with the City of Ukiah). Telephone, gas and
cable television are currently supplied and would continue to be provided by
Pacific Bell, P.G.&.E. and Group W respectively. Solid waste disposal is on
an individual property owner basis.
The proposal is annexation to the City of Ukiah which is a full service
municipality. In addition to general administrative activities, the City of
Ukiah provides police and fire services, its own water production and dis-
tribution system, its own electric distribution system, a sewage treatment
plant in conjunction with the Sanitation District and Public Works services
including street maintenance and capital improvements. Solid waste disposal
is through City franchise with a private hauling company.
In general, the proposed services to be provided to the annexation area would
be those currently existing in the City of Ukiah which are enumerated in
detail below. The level and range of these services would be the same as
currently provided within City boundaries. Increased demand would not cause a
decrease in the levels of service to either existing City residents or the new
area. The services can feasibly be extended to the affected territory immedi-
ately, as presently the City is adjacent to the properties and some City
services are involved with backup assistance agreements (police and fire) or
are now provided to a portion of the area.
No specific improvements to structures, roads, sewer or electric facilities
are proposed without specific development taking place. P.G.&.E. electrical
facilities would be purchased or replaced by the City and water service would
be extended at property owners cost. Other services to be provided would be
financed through the existing City revenue structure which includes property
taxation, and reimbursement from the State government under various in-lieu
and per capita subvention programs. User fees for electric, water, sewer, and
solid waste will be charged for these respective services.
Presented here is documentation related to the specific services which would
be provided to the annexed area.
SERVICES
PUBLIC SAFETY
FIRE
,,
A. Service to be extended: Fire protection and prevention.
B. Level and range of service: This area is currently served by the
Ukiah Valley Fire Protection District whose services are provided
under contract by the City of Ukiah. The City Fire Department is
staffed by 17 full time firefighters with 29 volunteers. The Fire
Chief states that no new personnel would be required to provide
service to this area, though annexation will result in less
reimbursement from the Fire District.
When available: Immediately
D. Improvements Reauired: None
E. Conditions to be imposed by City: Fire hydrants are currently
located throughout the area.

F. How financed: City General Fund revenues.
POLICE
A. Service to be extended: Police protection and assistance.
B. Level and range of service: The area is currently served by the
Mendocino County Sheriff with the City of Ukiah Police Department
providing back-up assistance as required. The City Department has
24 sworn personnel and 13 reserves. The Police Chief states that no
new personnel would be required for this annexation.
C. When available: Immediately
D. Improvements required: None
E. Conditions to be imposed by City: None
F. How F~nanced: City General Fund reserves

UTILITIES
ELECTRIC
A. Service to be extended: Electricity
B. Level and range of service: Currently the area is provided with
electrical energy through the facilities of P.G.&.E. The City of
Ukiah has its own electric distribution system. Existing electric
f~cilities would be purchased or replaced by the City and then
services furnished through its system. Currently, the City has the
capacity to accommodate additional loads in this area and revenues
anticipated through user fees would pay for any required maintenance
and operation of this system on an annual basis. The City provides
the same levels and range of service as provided by P.G.&.E.,
meeting demands ranging from minimum voltage and amperage in
residential units to large loads in high density residential and
heavy commercial uses. The anticipated demand is minimal. The City
presently has a capacity of 40,000 KW with a current peak demand of
27,000 KW.
C. When available: Immediately
D. Improvements required: Specific improvements would not be necessary
~ immediately other than City purchase of the P.G.&E. facilities
within the area. This would occur through negotiations between the
two entities.
E. Conditions to be imposed by the City: Specific conditions would be
imposed by the City at time of any new, development and include
undergrounding and construction/placement of capital improvements at
that time. No other conditions are necessary.
F. How financed: If the City purchases the P.G.&.E. facilities, the
cost would be financed through current electric revenues with
on-going operation and maintenance covered by user fees.
SEWERAGE
A. Service to be extended: Sewage collection and disposal.
B. Level and range of service: The entire area is currently served by
the Ukiah Valley Sanitation District. There will be no change in
the status of the responsible agency upon annexation as the district
would retain its jurisdiction with current tax and use fee charges.
No extension of service to current users is necessary as facilities
are in. New development would require normal new installations.
C. When available: Immediately
D. ~mprovements required: No immediate improvements are necessary.
E. Conditions to be imposed by the City: None

F. ~ow financed: Property tax levies and user fee charges on a monthly
basis would sustain operation at current levels.
WATER
A. Service to be extended: Water for domestic and fire prevention
uses.
B. Level and range of service: The City of Ukiah provides some system
infrastructure and water delivery within the annexation boundaries.
C. When available: Immediately
D. Improvements required: No improvements are necessary at the present
unless requested by property owner. Those improvements would be
installed at owner's expense.
E. Conditions to be imposed by the City: None
F. How financed: On-going maintenance and operation of the system
would be paid from the monthly use fees and service charges. Any
new hook-ups to existing structures would be charged new service
fees.

SOLID WASTE
A. Service to be extended: Solid waste collection and disposal.
B. Level and range of service: Current service in the County is based
upon individual property owner discretion. Within the City, solid
waste service is provided through contract with Ukiah Solid
Waste. Material is deposited at the City of Ukiah Sanitary Disposal
Site which has satisfactory capacity for the entire valley
population through the year 2000.
C. When available: Immediately
D. Improvements required: None

Conditions to be imposed by the City: Collection by franchised
company is required within City limits.

F. How financed: User fees/service charges. No cost to City because
of franchise with private agency. Revenues are generated through
franchise fee.
GENERAL GOVERNMENT
A.
Service to be extended: General administration and miscellaneous
services.

B. Level and range of service: The area is currently served by the
County of Mendocino in the functions of administration (including
Personnel, Planning, Building, etc.) and Public Works. The City is
a full service municipality, encompassing the functions of City
Manager, City Attorney, City Clerk, City Council, Treasurer, Person-
nel, Finance (including Purchasing and Warehousing), Community
Development (including Planning Commission, Planning and Building),
Parks and Recreation, Fire, Police, and Public Works, operating
street maintenance and engineering, weed abatement, municipal garage
and corporation yard. The annexation area can be serviced at
existing service levels with existing staff. County-wide programs,
such as public health, social services, etc., would continue to be
the responsibility of the County.
C. When available: Immediately
D. Improvements required: None
E. Conditions to be imposed by the City: Applicable building codes.
F. How financed: City General Revenue funds.
FINANCING
As noted previously, other than user fees for water, electricity, sewerage and
solid waste disposal, urban services would be financed through the City of
Ukiah General Fund. Major annual revenues include property tax, sales tax,
per capita subventions from the State, and enterprise fund income.
Presented here are approximate revenues and expenses for the annexation.
These calculations reflect existing activities with two residents, (one
residence), no registered voters, two businesses and approximately 1,100 feet
of street.

ANALYSIS: Annual revenue exceeds costs. One time costs exceed net revenue,
but deficit would be recovered within two years.
SUMMARY
As a full service municipality, the City of Ukiah will be providing all basic
governmental functions and urban services for this area. The level of service
charges and general governmental revenues would be as currently exist. The
availability of services is immediate.
