HomeMy WebLinkAbout86-11 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 2'3 24 25 2(~ 27 RESOLUTION NO. gfi-ll RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ADOPTING MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF UKIAH AND THE UKIAH MANAGEMENT UNIT WHEREAS, the Employee/Employer Relations Officer has met and conferred in good faith with representatives of the Ukiah Management Unit, which represents positions in the attached Classification List, and WHEREAS, a Memorandum of Understanding has been arrived at, and WHEREAS, said Memorandum of Understanding has been presented to the City Council for its consideration NOW, THEREFORE be it resolved that this Memorandum of Understanding is hereby adopted and the Employee/Employer Relations Officer is authorized to enter into this agreement for the fiscal years 1985-86 and 1986-87. PASSED AND ADOPTED this !Rt_h day of Septe,nher , 1985, by the following roll call vote: AYES: Councilmembers Henderson, Kier and Mayor Myers NOES: None ABSENT: Councilmembers Hickey and Kelley MAYOR ATTEST: MEMORANDUM OF UNDERSTANDING 1985-87 This Memorandum of Understanding is entered into pursuant to the Meyers-Millias-Brown Act (California Government Code Section 3500 et. ~q.) and applicable ordinances and resolutions of the City of Ukiah bet--~een the City of Ukiah (hereinafter City) and the Ukiah Management Unit (hereinafter Unit). As a result of meet and confer sessions, the City and Unit have agreed to the following understandings: 1. Term The City and the Unit agree the term of this agreement shall be two years, effective July 1, 1985 through June 30, 1987. 2. Salary a) The City and the Unit agree there shall be a four (4%) percent increase to the Management base rate salary schedule effective June 30, 1985. (Attachment A) b) The City and the Unit agree there shall be an increase to the Management Unit base rate salary schedule of seventy-five (75%) percent of the average of the categories Ail Urban Consumers and Urban Wage Earners and Clerical Workers San Francisco/Oakland California Consumer Price Index April 1985 to April 1986, with a four (4%) percent minimum and a nine (9%) percent maximum, effective June 29, 1986. 3. Deferred Compensation The City and the Unit agree that the City shall deposit the equivalent of two (2%) percent of each represented employee's monthly salary into an approved deferred compensation account monthly, beginning September 1, 1985. 4. Health and Welfare The City and the Unit agree there shall be up to a $10 per month per employee enhancement towards health and welfare premiums, effective August 1, 1985. Effective July 1, 1986 or August 1, 1986, with the effective date of the health plan chosed by the employee, the City shall pay fifty (50%) percent of any increase to the health and welfare premi- um, providing that in no event shall the total premium paid by the City be more than ninety (90%) percent of the lowest health care program available (including service charges for computation purposes) for full family coverage. Costs for service fees are not included. 5. Civil Service Ordinance The City and the Unit agree to discuss revision of the Civil Service Ordinance over the course of the 1985-87 M.O.U. 6. Continuation The City and the Unit agree to continuation language as follows: Ail existing rules, regulations and past practices followed in wages, hours and working conditions shall continue in full force unless specif- ically addressed in the 1985-87 M.O.U.
