RESOLUTION NO. 86-46
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH MAKING APPLICATION TO THE MENDOCINO
COUNTY LOCAL AGENCY FORMATION COMMISSION FOR THE
AIRPORT SOUTH REORGANIZATION
WHEREAS, Government Code Section 56800 requires a resolution of applica-
tion to the Local Agency Formation Commission (LAFCO) for proposed annexation
to an extstin§ City and detachment of area from a District, and
WHEREAS, Government Code Section 56700 specifies the contents of such
resolution, and
WHEREAS, the City of Ukiah is the sole property owner in the subject
area to be annexed,
NOW THEREFORE BE IT RESOLVED:
1. The City of Ukiah applies for annexation of the area known as "Airport
South", and
2. This proposal is made pursuant to Division 3 of Title 6 of the
Government Code titled "Cortese-Knox Local Government Act of 1985", and
3, The proposed "Airport South Reor§anization" encompasses five acres
adjacent on the south to the City of Ukiah, includtn§ Mendocino County
Assessor Parcel Numbers 184-061-12, 15, 16 and 17; 184-062-09, 10, 12,
13, 14 and 16; 184-070-02, 03, 04, 05, 06 and 07; and a portion of
Norgard Lane as illustrated by Exhibit A (map) and Exhibit B (legal
description), and
4. The City of Ukiah proposes to provide the appropriate urban services to
the subject area as specified in Exhibit C (Plan for Services) which has
been prepared pursuant to Government Code Section 56653, and
5. This proposal is made because the City of Ukiah owns all of the property
within the annexation area and it is a legitimate extension of City
boundaries, and
6. The subject properties have been prezoned from Mendocino County "Il",
Limited Industrial, to City of Ukiah "M", Manufacturing and

7. The entire area is proposed to be detached from the Ukiah Valley Fire

Protection District as fire service will be provided by the City of
Ukiah upon annexation, and
8. The area is uninhabited and vacant, the property having been purchased
for airport clearzone, and
9. Pursuant to the California Environment Quality Act the action of reorga-
nization is determined categorically exempt, Class 19, Annexation of
Existing Facilities and Lots for Exempt Facilities, and
10. The City of Ukiah requests that proceedings be initiated by the
Mendocino County Local Agency Formation Commission pursuant to Govern-
ment Code Section 56000 et sq. for reorganization of the area including
annexation to the City of Ukiah and detachment from the Ukiah Valley
Fire Protection District, and pursuant to code sections 56836 and 56937,
that this action be done without notice and hearing since 100% of the
property owners (all properties owned by the City of Ukiah) consent to
the proposal, and
11. The City Clerk is hereby directed to forward seven certified copies of
this Resolution of Application, including Exhibits A, B and C and all
other documents required by said Commission to the Executive Officer of
the Mendocino County Local Agency Formation Commission.

DESCRIPTION
Beginning at a point in the existing boundary of the City of Ukiah as
established by Resolution No. 72-37, as adopted by the City Council of
the City of Ukiah on June 7, 1972, as shown upon a map recorded June
26, 1972 in File 5, Book 5, Mendocino County Records, said point being
the Southwesterly corner of Parcel 4 as shown upon said map, said point
also being the Northwesterly corner of that tract of land, Gandee to
the City of Ukiah, as recorded May 23, 1979 in Official Records of
Mendocino County in Book 1208, Page 190; thence leaving said point of
beginning and continuing along the Westerly line of said tract of land
with the following courses; thence S 18°49'46'' E 264.63 feet; thence

EXHIBIT C
PLAN FOR PROVISION OF URBAN SERVICES;
AIRPORT SOUTH REORGANIZATION
MAY 12, 1986
Pursuant to Section 56653 of the State of California Government Code, a plan for
the provision of urban services to a newly annexed area must accompany an
application for annexation. This plan is prepared in conjunction with the
annexation application to the Mendocino County Local Agency Formation Commis-
sion for the acreage encompassed in the Airport South Reorganization to the
City of Ukiah.
The area to be annexed is to the south of the City of Ukiah and includes a
portion of Norgard Lane. Existing land uses in the area are roadway and
vacant. The total area to be annexed is approximately five acres, 0.4 of
which is public right-of-way.
Existing services to the area are provided by the County of Mendocino in the
General government functions, Administration, Planning, Building Inspection,
Public Health, Public Works and Sheriff. Electricity is provided by Pacific
Gas & Electric Company; sewerage services by Ukiah Valley Sanitation District;
water is provided on an individual basis. Fire prevention and protection is
provided through the Ukiah Valley Fire Protection District (a special district on
contract with the City of Ukiah). Telephone, gas and cable television are the
responsibility of Pacific Bell, P.G.&.E. and Group W respectively.
The proposal is annexation to the City of Ukiah which is a full service
municipality. In addition to general administrative activities, the City of
Ukiah provides police and fire services, its own water production and dis-
tribution system, its own electric distribution system, a sewage treatment
plant in conjunction with the Sanitation District and Public Works services
including street maintenance and capital improvements. Solid waste disposal
is through City franchise with a private hauling company.
Since the properties are vacant and will remain such as long as the airport is
in operation, the only City services required in the area will be Police, Fire
and Public Works (airport and street maintenance).
The level and range of these services would be the same as currently provided
within City boundaries. The necessary services are already provided to the
properties since they are City owned. Airport staff administer the land.
Presented here is documentation related to the specific services which are
provided to the annexed area. Utilities are not noted because the properties are
vacant.
SERVICES
PUBLIC SAFETY
FIRE
A. Service to be extended: Fire protection and prevention.
B. Level and range of service: This area is currently served by the
Ukiah Valley Fire Protection District whose services are provided
under contract by the City of Ukiah. The City Fire Department is
staffed by 17 full time firefighters with 29 volunteers. Minimum
manning is four firefighters operating out of two stations, one
located at Clay and School Streets in downtown Ukiah and the other
at Lovers Lane and North State Street, immediately north of the
Freeway/State Street interchange. The Fire Chief states that no new
personnel would be required to provide service to this area, though
annexation will result in less reimbursement from the Fire District.
C. When available: Immediately
D. Improvements Required: None
E. Conditions to be imposed by City:

POLICE
A. Service to be extended: Police protection and assistance.
B. Level and range of service: The area is currently served by the
Mendocino County Sheriff with the City of Ukiah Police Department also
participating in enforcement or investigation since it is City property.
The City Department has 24 sworn personnel and 13 reserves. Minimum
staffing is three sworn personnel operating out of the police station at
Mason and Standley. The Police Chief states that no new personnel would
be required for this annexation.
C. When available: Immediately
D. Improvements required: None
E. Conditions to be imposed by City: None
F. How Financed: City General Fund revenues.

GENERAL GOVERNMENT
A. Service to be extended: General administration and miscellaneous
services.
B. Level and range of service: The area is currently served by the
County of Mendocino in the functions of administration (including
Personnel, Planning, Building, etc.) and Public Works. The City is
a full service municipality, encompassing the functions of City
Manager, City Attorney, City Clerk, City Council, Treasurer, Person-
nel, Finance (including Purchasing and Warehousing), Community
Development (including Planning Commission, Planning and Building),
Parks and Recreation, Fire, Police, and Public Works, operating
street maintenance and engineering, weed abatement, municipal garage
and corporation yard. The annexation area can be serviced at
existing service levels with existing staff. County-wide programs,
such as public health, social services, etc., would continue to be
the responsibility of the County.

E. Conditions to be imposed by the City: None.
F. How financed: City General Fund revenue.

Presented here are approximate savings and expenses for this annexation. These
calculations reflect the existing vacant nature of the properties and approxi-
mately 430 feet of street.

SUMMARY: As a full service municipality, the City of Ukiah will be providing
