ROLL CALL 2. PLEDGE OF ALLEGIANCE Ukiah City Council met at a Regular Meeting on October 19, 2016, having been legally noticed on October 13, 2016. Mayor Scalmanini called the meeting to order at 6:03 p.m. Roll was taken with the following Councilmembers Present: Douglas F. Crane, Maureen Mulheren, Kevin Doble, Jim O. Brown, and Stephen G. Scalmanini. Councilmembers Absent: None. Staff Present: Sage Sangiacomo, City Manager; David Rapport, City Attorney; and Ashley Cocco, Deputy City Clerk. MAYOR SCALMANINI PRESIDING. 3. Status Report on the Ukiah Airport Runway/Taxiway Rehabilitation/Realignment Project and Approve Resolution Authorizing the Submittal of an Application, Acceptance of Allocation of Funds, and Execution of a Grant Agreement with the California Department of Transportation for an Airport Matching Grant to Complete Runway 15-33 Pavement Rehabilitation and Taxiway Realignment Design. Motion/Second: Crane/Mulheren to receive status report and approve by resolution (Resolution No. 2016-60) the submittal of an application, acceptance of an allocation of funds, and execution of a grant agreement with the California Department of Transportation, for an Airport Improvement Program (AIP) matching grant. Discussion and Introduction of an Ordinance by Title Only, Amending Division 6, Chapter 3, Articles 1, 2, and 3 of the Ukiah City Code and Adopting the 2016 California Fire Code; and Adoption of a Resolution Establishing Findings of Fact and Need for Modifications to the State Building Standards Code Because of Local Conditions. Presenter: Kevin P. Jennings, Division Chief / Prevention Officer. Motion/Second: Doble/Brown to introduce ordinance by title only, amending Division 6, Chapter 3, Articles 1, 2, and 3 and adopting the 2016 California Fire Code. Motion/Second: Crane/Dobie to introduce ordinance, by title only, amending portions of the Ukiah City Code (UCC) Division 3, Chapters 1 and 2 pertaining to the building regulations. Motion/Second: Doble/Crane to authorize the City Manager to negotiate and execute an amendment no. 1 (COU No. 1516-210-A1) to the existing agreement with Syblon Reid, General Engineering Contractors, for conducting critical repairs to the Lake Mendocino Hydroelectric Plant turbines discharge gates in an amount up to $210,000 and authorize a budget amendment in the amount of $50,000.
