RESOLUTION NO. 87-2R
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH ADOPTING GENERAL PLAN AMENDMENT 1986-C
WHEREAS, the Planning Commission conducted a public hearing on October
8, 1986 at which time the documentation changes comprising General Plan
Amendment 1986-C were considered and recommended for action to the City
Council, and
WHEREAS, the City Council has held a public hearing on November 5, 1986
and found the changes appropriate.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Ukiah adopts General Plan Amendment 1986-C modifying the General Plan as
follows:
1. Page ii, is as presented in Exhibit A, and
2. The Table of Contents, List of Figures and List of Tables are
amended to reflect the necessary revisions, and
3. All maps are updated to reflect annexations through November 1986,
and
4. Tables I,II and III are as presented in Exhibits B, C and D
respectively, and
5. "Acknowledgments" as presented in Exhibit E is added, and
6. "Past Actions" as presented in Exhibit F is added.
PASSED AND ADOPTED this 5th day of November, 1986 by the following roll
call vote:
AYES: Councilmembers Schneiter, Shoemaker, and Mayor Henderson

SUBJECT: GENERAL PLAN AMENDMENT 1986-C (GPA86C)
RECOMMENDATION: Approve General Plan Amendment 1986-C.
PROPOSAL: Consideration of third General Plan Amendment for 1986.
ANALYSIS: General Plan Amendment 1986-C (GPA86C) consists of very minor
documentation changes. There are no land use change proposals or major
element reviews/modifications. Because these changes are so minor, staff does
not believe there is a necessity to have two public hearing sessions. Action
at this meeting is appropriate.
The changes are:
1. Page ii - Acknowledgements
The existing listing of past participants will be modified and placed at
the end of the document. A new title page with only the current City
Council, Planning commission and staff listed will replace it.
2. Table of Contents, Lists of Figures and Tables
Each of these has been updated to reflect the changes made since 1984
(particularly the 1985 revisions to the Housing Element).
3. Maps
Ail of the maps have been updated to reflect the annexations approved to
date. The new maps are not attached.
4. Typos and grammatical errors
Yes, there were some. The ones we've found have been corrected. The
pages are not attached as they are not significant.
5. Population and Land Use Tables
Table I, Projected Ultimate Population, Table II, Summary of Land Uses in
Gross Acres, and Table III, Projected Residential Acreages by Neighbor-
hoods, have all been changed to reflect the amendments and annexations
approved through October 1 of this year.
6. Past Actions
To provide a method of tracking the General Plan changes since the 1981
Comprehensive Amendment a new section is proposed. This will include all
of the adopted resolutions and discussion of the actions to date. It
appears worthwhile to have these contained in a single document for
continuity.
As noted before, these changes are very minor but since the document is
modified, action through the amendment process is required. Approval of the
changes is recommended. When this amendment is approved by the Council, the
General Plan will be final typed and a new complete copy provided each
Commissioner.
Attached for your information is a copy of:
1. Revised title-page (page ii).
2. Tables I, II and III.
3. New acknowledgement page.
4. New section entitled "Past Actions".

XV. Past Actions
The basis for the current City of Ukiah General Plan was developed in the early
1970's and adopted in June 1974. A complete comprehensive amendment in the format
the document now has including the environmental evaluation was adopted in November
1981. Since that time amendments to the'Land Use Map and Land Use Element and other
documentation changes have occurred. The City has generally utilized three
amendments per year as permitted by State law. In 1984 a fourth amendment was
considered as allowed by statute. The changes specified by all of the amendments
and any necessary calculations reflecting land use statistical figures have been
made to the plan. There were no applications for General Plan Amendments 1985-B and
1986-A. A brief description of each Amendment is presented below. The Resolutions
documenting the City Council's actions are included for historical reference. The
General Plan Amendments are numbered by year, i.e. GPA 83-A is the first General
Plan Amendment of 1983 and GPA 85-C is the third amendment of 1985.
