RESOLUTION NO. 88-20
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH ADOPTING GENERAL PLAN AMENDMENT 1987-B
WHEREAS, the Planning Commission conducted public hearings on
August 12, 1987 and August 26, 1987 at which time the land use change area
of "Orchard Avenue Southeast" comprising General Plan Amendment 1987-B was
considered and recommended for approval to the City Council, and
WHEREAS, the City Council has held public hearings on
September 16, 1987 and October 21, 1987 and found the change appropriate,
and
WHEREAS, the City Council found the Negative Declaration for General
Plan Amendment 1987-B adequate and complete.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Ukiah adopts General Plan Amendment 1987-B modifying the General Plan as
follows:

The land use classification for the "Orchard Avenue Southeast"
area shown on Exhibit A, is changed from "Medium High Density
Residential" to "High Density Residential".
PASSED AND ADOPTED this 21st day of October, 1987 by the following roll
call vote:
AYES: Councilmembers Schneiter, Shoemaker, Hickey, Kier, and Mayor
Henderson

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
SEPTEMBER 11, 1987

PROJECT:
General Plan Amendment 1987-B - Modification to General Plan Land
Use Map - Orchard Avenue Sougheast-
In accordance'with the California Environmental Quality Act, an analysis:'has'
been made of possible environmental impacts of the proposed land use change in
General Plan 1987-B by the City of Ukiah Planning Division staff.
DESCRIPTION OF PROPOSAL AND LOCATION:
Change in Land Use Designation from Medium High Density Residential to High
Density Residential for approximately 6.3 acres lying on the west side of
Highway 101 between Gobbi and Marlene Streets within the corporate boundaries
of the City of Ukiah.
EVALUATION OF THE PROPOSAL:
The existing PD zone requires conformance with the General Plan for land use
and density and a use permit prior to any construction. The impact relative
to total potential dwelling units at build out is an increase of 44 in the iow
range and 88 in the high range above that allowed by the Medium High
designation. Any development of this property would necessitate the extension
of Orchard Avenue southerly to accommodate the increased traffic to be
generated. Existing terminology in the Circulation Element stipulates that if
any proposed street is encompassed by a development or is close to it, the
developer will be responsible for its completion to City acceptance.
Attention will be given to the engineering of the drainage in that area as
development occurs. The PD zone will require review of any development
proposal with available, useable open space a major consideration in the
project evaluati~q. Ukiah does have a park dedication ordinance applicable to
all subdivisions.
Urban services are available to accommodate the increased population. The
City has its own water and electricity generation and distribution systems and
the property is within the Ukiah Valley Sanitation District.
With the mitigation measures of Orchard Avenue extended southerly and the park
dedication ordinance, the change from Medium High Density Residential to High
Density Residential will not have significant environmental impacts. The land
use change will provide additional opportunities for affordable housing within
the community. Traffic, drainage and open space concerns are mitigated
through street extension, specific project design and existing City code
requirements.
General Plan Amendment 1987-B will not degrade the quality of the environment,
substantially reduce the habitat of a fish or wildlife species, will not alter
the pattern of behavior of wildlife species or interfere with any breeding or
feeding grounds, will not adversely affect the ground water table of the area.
Utility service facilities are adequate and designed to accommodate the
anticipated increased usage requirements
