RESOLUTION NO. 88-1~
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH ADOPTING GENERAL PLAN AMENDMENT 1987-A
WHEREAS, the Planning Commission conducted public hearings on April 8,
June 10 and July 8, 1987, at which time the Circulation-Transportation and
Scenic Highways Element and the Community Facilities, Recreation and
Community Design Element comprising General Plan Amendment 1987-A were
considered and changes recommended to the City Council, and
WHEREAS, the City Council has held a public hearing on August 19 and
September 2, 1987, and found the changes appropriate and made additional
minor modifications not requiring further Planning Commission review.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Ukiah adopts General Plan Amendment 1987-A modifying the General Plan as
follows:
1. Pages 23, 24, 25, 28, 31, 32, and 35 are as presented in Exhibits
A, B, C, D, E, F, and G respectively.
PASSED AND ADOPTED this 2nd day of September, 1987 by the following
roll call vote:

Arterial circulation facilities are generally dependent upon development
occurring in its proximity. If a development will contribute to a traffic
flow, the developer will be required to participate in mitigating measures.
If any proposed street is encompassed by a development or is close to it, the
developer will be responsible for its completion to City acceptance.
As street and utility improvements occur, all sidewalks shall be made
accessible to the handicapped.

COMMUNITY FACILITIES, RECREATION AND COMMUNITY DESIGN
EDUCATION
The Ukiah Unified School District has imposed a School Impact Fee on
residential development to fund school facilities expansion in anticipation of
increased school enrollment. There is no designated sunset date for this
program. The Mendocino-Lake Community College District provides two year
community college program for portions of Mendocino and Lake Counties. The
College is developing its permanent location near Hensley Creek, west of the
freeway.
PUBLIC SAFETY
Existing City Public Safety facilities include the police station located at
300 Seminary Avenue and two fire stations, one located at 300 Seminary Avenue
and the other on North State Street, northerly of the State Street/U.S. 101
Freeway interchange. Other emergency services in the form of the Sheriff's
office, hospitals and private ambulance services and California Division of
Forestry are located within the valley although not under the jurisdiction of
the City. The existing police station is adequate for this plan.
CEMETERY
The Russian River Cemetery District operates a 47-acre burial ground on Low
Gap Road in Ukiah. Sixty-three percent of the land, 30 of the 47 acres, is
now in use. In order to more~ efficiently utilize the available land, the
former density of 500 plots per acre has been increased to 1,200 plots per
acre. Since the State prohibits above ground burial in its cemetery dis-
tricts, additional acreage is in order for the Russian River Cemetery Dis-
trict.
FAIRGROUNDS
The Twelfth District Agricultural Association runs the Redwood Empire Fair,
located on a 49.8 acre site.
SUN HOUSE
The City of Ukiah owns the structure and surrounding grounds of the Grace
Carpenter Hudson residence. Known as the Sun House, the facility is a regis-
tered State Historical Landmark and is listed in the Federal Register. A
museum has been built in conjunction with preservation of the house and
immediate environ§. A significant collection of paintings and early Pomo
Indian artifacts is housed at the site.
AIRPORT
The City of Ukiah owns and operates a municipal airport encompassing
approximately 165 + acres. The FAA has a pilot service station available at
the site. There is no scheduled air carrier operating from the airport,
though there is significant private and charter aircraft activity. Commuter
bus service is operated from the airport to Santa Rosa and San Francisco
Airport.

SANITARY LANDFILL
The City of Ukiah owns and operates a 200 + acre sanitary landfill located
outside of the City, east of the Russian River. Franchise City service and
individual hauling are accommodated. The landfill site has a limited capacity
which should be preserved for use by the City of Ukiah residents.
This facility represents a substantial public financial and service commitment
in both initial land purchase and on-going operation and maintenance. Dis-
posal of waste in an economic manner requires the sanitary landfill to remain
in close proximity to urban areas and maintain compatibility with adjacent
land uses. Increasing encroachment by residential, commercial or industrial
development must be mitigated to insure the full life of the facility and the
continued opportunities for solid waste disposal for the City of Ukiah. The
City landfill is a major element in the Mendocino County Solid Waste
Management Plan.

In addition to those neighborhood and community facilities outlined above,
regional recreation facilities exist at Lake Mendocino (1,670 acres), Low Gap
Regional Park (80 acres), the 12th District Fairgrounds (48.7 acres), the
Municipal Golf Course (130 acres) and Mill Creek Park. The municipal Golf
Course is operated by the City of Ukiah and though serving a regional popu-
lation is considered a Community Recreational Facility within the confines of
the City Limit.
DEFICIENCY ANALYSIS
To prevent deficiencies from occurring through future development, the City
has adopted an ordinance requiring land dedication or in-lieu fees for park
purposes. The dedication requirement (5.0 acres per 1,000 population) meets
the needs for neighborhood, community and regional parks.
The area bounded on the north by Gobbi Street, on the east by U.S. 101, on the
south by Talmage and on the west by the City boundary does not include
adequate park, open space or recreational facilities to accommodate the
residential uses in this locale. Future development within this area shall be
required to provide land or in-lieu fees to meet this need. Emphasis shall be
placed on providing useable open space integrated with each particular
development.
The utilization of the Park Dedication Ordinance shall be to improve existing
or purchase new property which would provide recreational facilities for the
subdivision from which these fees are paid. Standards for the utilization of
these funds will be determined on an individual basis depending upon the needs
of the particular subdivision. The plans for Planned Developments are neces-
sary as part of the development to insure the best design possible.
TRAILS/LINKAGES
Trails provide recreation to the hiker, jogger, bicyclist, or equestrian; and
they allow the linkage of other recreation/open space/cultural sites. The
specific location and design of the trails shall be compatible with adjacent
uses. Coordination with Mendocino County to implement a trail system is
necessary. Bike trails may be used for purposes of transportation as well as
recreation and may be of two types; bike trail or bike route.
ACTION PROGRAM
1. Maintain coordination between the City and schools, so that each can be
aware of mutual problems and planned activities. The City Council should
consider school needs in all planning activities.
2. Pursue an agreement with the School District for neighborhood recreation.
3. Well planned hillside development is encouraged. The hillsides are a
prime component of Ukiah's image and the view of them should be protected
and enhanced. High rising construction that interferes with a satisfying
vista should be prohibited; ascending development that eats into the
scrub covered slopes should be controlled. This involves careful
