RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
ADOPTING REVISED SCHEDULE OF WATER RATES: EFFECTIVE
TIME; REPEAL OF PRIOR SCHEDULE

The City Council of the City of Ukiah does hereby RESOLVE:
That the schedule of water rates attached hereto entitled, "City of
Ukiah Water Rates Schedule," be and the same is hereby adopted as the
applicable schedule of water rates for the City of Ukiah.
Said schedule shall become effective with the billing made on and after
September 1, 1987 , and shall continue until modified, amended, or
repealed by the City Council. Ail prior rate schedules in conflict herewith
are repealed by the City Council. Ail prior rate schedules in conflict
herewith are repealed upon the effective date of the new schedule.
PASSED AND ADOPTED this 19th day of August , 1987, by the
following roll call vote;
AYES: Councilmembers Schneiter, Shoemaker, Hickey, Kier, and Mayor
Henderson

NOTICE OF PUBLIC HEARING
WATER RATE INCREASE
NOTICE IS HEREBY GIVEN that the City Council of the City of Ukiah will hold a
public hearing on August 19, 1987 at 7:00 p.m., or as soon thereafter as may
be heard, in the Public Room of the Grace Hudson Museum, 431 S. Main Street,
Ukiah, to consider a revised schedule of water rates. The revisions are
proposed to bring the water fund financial condition into conformance with
current economic demands while also maintaining minimum operating and capital
improvement reserves. Rates proposed for revision apply to all residential
and commercial water users on the City system. Effective date is proposed to
be September 1, 1987. A copy of the City Manager's report and recommendation
is on file with the City Clerk and is available for review by interested
persons. The proposed increase is published as follows:
Inside City Limits
Minimum monthly fee to be increased $2.00, applicable to all domestic,
commercial, industrial, irrigation, agricultural, fire protection, and
municipally owned services. The proposed $2.00 increase shall also apply
individually to all dwelling units served by master meters such as
apartments and mobile home parks.
Outside City Limits
Minimum monthly charge to be increased $4.00, applicable to all domestic,
commercial, industrial, irrigation, agricultural, fire protection, and
municipally owned services. The proposed $4.00 increase shall also apply
individually to all dwelling units served by master meters such as
apartments and mobile home parks.

CITY MANAGER'S REPORT AND RECOMMENDATION
ON
WATER RATES
As pointed out in the recently adopted 1987/88 City Water Fund Budget, rising
costs of operation and maintenance, particularly in the area of energy costs
for pumping, coupled with the need to investigate certain State required water
source improvements at the Ranney Collector, necessitates an adjustment in
water rates. The Budget as adopted specifies that approximately $140,000.00
must be generated from a general water rate increase applicable to all
classifications of customers within the City Water System beginning early in
the budget year. The increase translates into a $2.00 per month, per customer
increase. As stated above, most of the revenue derived from the increase will
be needed for operation and maintenance expenses. The balance will be set
aside in a reserve fund to be made available as needed for future major
improvements of the City's water supply and storage facilities and other
system upgrading projects.
The City water rates were last increased in September of 1984. At that time
it was recognized the approved increase was only a stop gap measure and would
not be adequate to sustain the operation indefinitely. Neither would it
permit enhancement of reserve fund accounts.
The attached schedule demonstrates the impact of the proposed rate increase
upon typical water users.
