RESOLUTION NO. 88-1
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
APPROVING FINAL MAPS FOR VINEYARD VIEW, UNIT FOUR - PHASES I AND II
WHEREAS, on June 24, 1987 the Planning Commission considered and
recommended approval of the Final Maps for Vineyard View, Unit Four - Phases
I and II with conditions consistent with the adopted Tentative Map, and
WHEREAS, the Director of Public Works reports that the City of Ukiah
has sufficient wastewater treatment capacity to handle wastewater from this
project without violation of the Water Quality Control Board standards.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the Final Maps (Exhibit A)
for the aforesaid project are approved subject to the conditions noted in
this Resolution and on the maps, conditions of Resolution No. 87-5 approving
the Sierra Sunset Planned Development and conditions of Resolution No. 87-48
approving the tentative map, and the Mayor and City Clerk are authorized to
sign said maps at such time as Subdivider signs and fulfills all the
requirements of an Agreement for Subdivision Improvements to be entered into
between the Subdivider and the City of Ukiah. The Mayor and City Clerk are
hereby authorized to sign said Agreement for Subdivision Improvements for
Vineyard View, Unit Four. Conditions for development include:
1. In-lieu park fees in the amount of $23,199.83 shall be paid as required
by City Code (Article 21, Sections 8400-8410).
2. The developer shall dedicate with each building permit an easement on
each property for the purpose of assuring that each parcel or unit in
this subdivision shall have solar access for reasonably placed solar
energy systems. All applicable building codes relating to energy
conservation and the appropriate provisions of the California Solar
Rights Act of 1979 shall be complied with by the developer.

3. Hours of construction are limited to 7:00 a.m. to dark, Monday through
Saturday.
4. Dust control measures be instituted during construction.
5. Single family detached units shall meet the standard R-1 site require-
ments including 20 foot front setbacks to garages, five foot side Yard
setbacks and 15 foot rear yard setbacks.
6. A fee of $22,158.85 shall be paid for the cost of traffic signalization
at North Bush Street and Low Gap Road prior to recordation of this Map.
Said fee is based upon $40,625, 25% of the signalization costs, and
applied on a per unit amount of~$167.87.
7. Developer shall purchase, install, and maintain for one year, City
specified street trees to be planted in the planter strip between the
sidewalk and the curb at locations determined by the City throughout
the subdivision according to a street tree program approved by staff.
8. If the City adopts an ordinance to mitigate impacts on Ukiah Unified
School District schools, any development under this subdivision under-
taken pursuant to building permits issued more than 30 days after the
effective date of the ordinance will be subject to that ordinance.
9. The developer shall provide to Rural Communities Housing Development
Corporation (RCHDC) six single family parcels for RCHDC's Self Help
Home Ownership Program. Said transaction to finalize low and moderate
income housing density bonus granted for Sierra Sunset Planned
Development pursuant to Government Code Section 65915.
10. Bicycle lanes shall be constructed on Despina Drive the length of this
subdivision to the approval of the City Engineer.
11. The driveways for lots 5 and 12 shall be on to Capps Lane, no vehicular
access is permitted on to Despina.

12. One common driveway each shall be provided to lots 1/2, 3/4, 13/14 and
15/16 to the approval of City staff. Developer shall provide adequate
easements on these subject parcels to insure that common use of said
driveways and marketable title to said lots is assured.
13. A Site Development Permit shall be secured for the apartments to be
constructed on lot 85. The Permit shall be approved and building
permits issued prior to sale of the single family dwellings, and
specific notice shall be given to the home purchasers of the location,
layout and number of apartments to be built.
14. A six foot wooden fence shall be constructed joining the existing fence
across the southerly boundary line of the project (contiguous to
Russian River Cemetery District property).
15. Said fence and the adjacent cyclone fence shall be closed at both the
easterly and westerly ends to prevent children from squeezing in
between the two fences.
