RESOLUTION NO. 89-43
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
APPROVING TENTATIVE SUBDIVISION MAP NO. 89-62
PARKWEST SUBDIVISION
WHEREAS, the Planning Commission on May 10, 1989 considered and
recommended approval of Tentative Map No. 89-62, Parkwest Subdivision, and
WHEREAS, the Planning Commission also approved Use Permit No. 89-61,
subject to 33 conditions, and
WHEREAS, the Director of Public Works reports that the City of Ukiah
has sufficient wastewater capacity to handle waste waters for this project
without violation of Water Quality Control Board Standards, and
WHEREAS, a Negative Declaration of Environmental Impact for Use
Permit 89-61 was found adequate and complete by the Planning Commission.
NOW, THEREFORE, BE IT RESOLVED that Tentative Map No. 89-62 (Attached
Exhibit A) for Parkwest Subdivision, is approved conditioned upon
compliance with all applicable State Statutes, local ordinances,
conditions of approval of Use Permit No. 89-61 and the following specific
conditions:
1. The grade of the driveway to parcels 12 and 13 shall be a maximum of
17%, as recommended by the Fire Department's letter of June 7, 1989.
2. Developer shall install a residential sprinkler system in each
dwelling, or equip an existing Fire Department pumper with large
diameter hose and fittings to specifications of the Fire Department.
3. Buildings shall be provided with fire resistive roof coverings.
4. Existing hydrant at the entrance to the subdivision be changed from a
Rich 74 to a Rich 76 or its equal.
5. Any cut or fill over four feet shall be designed by a licensed
engineer and approved by Director of Community Development prior to

issuance of a building permit. Soil disturbance on the steeper
slopes shall be kept to a minimum.
6. Street lights may be required to the approval to the Electric Utility
Director.
7. A final map be prepared by a licensed land surveyor or registered
Civil Engineer to be approved by the City Engineer.
8. The public and private street improvements must be installed prior to
the recording of the final map or the developer must enter into an
agreement and post a bond to guarantee the installation of these
improvements.
9. Forty foot right-of-way for Park Blvd. cul-de-sac be dedicated to the
City to the approval to the City Engineer; all dedications are to be
offered and accepted on the final map.
10. Street improvements for Park Blvd. extension and cul-de-sac (curb,
gutter, sidewalk, street paving and drainage) shall be constructed to
the approval of the City Engineer. Plans to be prepared by a
registered Civil Engineer and submitted for approval by the City
Engineer.
11. On-site paving in access easement over lots 13 and 14 shall be a
minimum of 2" of asphalt concrete over a 6" aggregate base with a
berm to confine drainage to the roadway or piping system.
12. Public utility easements shall be required to service all parcels.
13. Inspection fees shall be paid prior to start of any construction
within the public right-of-way.
14. Drainage from each lot shall be contained, not discharged onto
abutting lots or adjoining property, and conveyed to streets or drain
systems.

15. Street improvements for parcel B to meet standard City subdivision
improvement standards except for sidewalks. A public utility
easement shall be dedicated to the City.
16. The entire turnaround area and one side of the private cul-de-sac
drive to be red-curbed, or signed "No Parking" to the approval of the
Fire Department.
17. Site grading will be inspected and approved by a registered
Engineering Geologist at the developer's expense. The Geologist
shall submit "as graded" report to the Building Department upon
completion.
18. Prior to application for a building permit the Geologist shall submit
a report identifying any potential land or rock slide hazards and/or
make corrections as necessary.
19. Ail existing trees be maintained along Park Blvd. extension (north
property line) and additional trees be planted ~n any gaps on the
golf course side to further protect the units from miss-directed golf
balls.
20. An 8" water main extend the full length of the private road.
21. Dust control measures be taken during construction.
22. CC & R's and Homeowner Association establishment be approved by the
City of Ukiah prior to recordation of final map.
23. Ail utilities be undergrounded at developer's expense; removal of
existing pole line on the north side of the property and replacement
of facilities shall be completed by this project as determined by
applicable utilities.
24. Ail conditions of approval of this subdivision and Use Permit No.
89-61 and all improvements be completed before use and occupancy of
the first unit within the subdivision.

25. In-lieu Park Fees in the amount of $10,296.69 shall be paid to the
City at the time the Final Map is recorded as required by Ukiah City
Code Section 8400-8410.
PASSED AND ADOPTED this 7th day of June, 1989, by the following roll
call vote:
AYES:
Councilmembers Wattenburger, Shoemaker, and Vice-Mayor
Schneiter.
NOES: None.
ABSENT:
Councilmember Hickey and Mayor Henderson.
