HomeMy WebLinkAbout89-04 1 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 25, 26! 27 28 RESOLUTION NO. 89-4 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AUTHORIZING EXECUTION OF AGREEMENT WITH THE COUNTY OF MENDOCINO FOR THE PROVISION OF ELECTION SERVICES AT THE CITY ELECTION TO BE CONSOLIDATED WITH THE REGULAR STATEWIDE PRESIDENTIAL ELECTION WHEREAS, the City of Ukiah has determined to call a special election on a proposed ordinance establishing Ukiah as a Nuclear Weapons Free Zone and to set the date for said special election to be held on the same day as the next statewide presidential election. NOW, THEREFORE, BE IT RESOLVED that a special election shall be called; that a special City election shall be consolidated with the statewide presidential election for any measures which shall be submitted in a timely manner, and any and all other required election matters, and that the County Clerk be authorized to provide the election services as set forth on the proposed agreement attached hereto as Exhibit "A" and that said agreement be entered into by the Mayor of the City of Ukiah and the Chairman of the Board of Supervisors of the County of Mendocino. City C AGREEMENT BETWEEN THE CITY OF UKIAH AND MENDOCINO COUNTY FOR ELECTION SERVICES WHEREAS, a special municipal election has been set for November 8 , 1988, the same day as the statewide presidential election, and the City Council of the City of Ukiah desires that the County Clerk shall conduct the Election of November 8 , 1988, for any measures to be submitted at said election. · The County Clerk shall provide the following services in connection with conducting the November 8 , 1988 municipal election on the City's behalf: a· Perform the functions of the City Clerk relative to arguments concerning City measures as set forth in Article 4, Chapter 3, Division 5 (Sec. 5012) of the Elections Code, including filing and accepting notices required. b· Establish precinct boundaries to coincide with Statewide Election. c. Designate polling places and appoint election officers. d· Notify election officers of their appointment and instruct inspectors concerning their duties. e· Hire and pay election officers subject only to City Council approval as required by law. f· Arrange for the availability of polling places, all supplies necessary for casting ballots, and setting up of voting booths. g· Publish lists of precincts, election officers, polling places and hours polls will be open. he Verify signatures appearing on candidates nomination papers and supply precinct on nomination papers. i. Provide sample ballots to each voter. j · Receive absent voter applications; supply absent voter ballots to applicants; accept absent voter ballot returns; retain custody of absent voter ballots; county absent voter ballots. k. Provide a count of ballots for official canvas by City Council. 2. The City Clerk shall be responsible for: a. Publication of the Notice of Election. b. Publication of Candidates as required by law. c. Distribution and receipt of nomination papers. d. Receipt of Candidate's Statement.
