HomeMy WebLinkAbout90-17 6 7 8 9 10 11 14 15 16 17 18 19 ~,0 21 26 27 RESOLUTION NO. 90-17 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH SUPPORTING JTPA AMENDMENTS OF 1989 WHEREAS, Congress and the Administration are considering significant changes in the Job Training Partnership Act (JTPA) to better target funds to those most in need (e.g. school dropouts, teen parents, long-term welfare clients, those deficient in reading and math skills, and older workers): and WHEREAS, such changes would significantly impact: the amount of funds that may be authorized; local flexibility in the implementation of a separate youth program; equitable distribution of funds to rural, suburban and urban areas; composition of the private industry council; demonstration grants; and performance-based contracts in local service delivery areas; and WHEREAS, JTPA funds have played a major role in the development and support of Local Economic Development Business Assistance Programs resulting in significant job creation and retention; and WHEREAS, the City of Ukiah is very concerned with the ability of local development corporations and related organization to continue assisting businesses to create new and retain existing jobs. NOW, THEREFORE BE IT RESOLVED that the City of Ukiah urges Congress and the Administration to support the following principles in developing amendments to the Job Training Partnership Act: That no maximum limit be set on authorization of funds; That local flexibility be maintained in designing and implementing job training programs at the local level; 1 4 5 6 7 8 9 10 11 13 14 15 16 17 18 19 20 9.1 25 26 :27 28 That support allowances for administration expenditures be increased from 15% to 20% to assist Service Delivery Areas in dealing with rising administration costs; That the current distribution formula for funds be maintained for state and local areas; and That the use of JTPA funds for Employment Generating Activities (Section 204), which have historically resulted in job creation and retention, be continued as an eligible activity.
