RESOLUTION NO. 90-13
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH APPROVING FINAL MAP FOR PARKWEST SUBDIVISION
WHEREAS, on July 26, 1989, the Planning Commission considered and
recommended approval of the Final Map for Parkwest Subdivision with
conditions consistent with the adopted Tentative Map, and
WHEREAS, the developer has verified to the City Council his
compliance with conditions regarding site grading and use of an
engineering geologist, and
WHEREAS, the Director of Public Works reports that the City of Ukiah
has sufficient wastewater treatment capacity to handle wastewater from
this project without violation of the Water Quality Control Board
standards.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the Final Map (Exhibit A)
for the aforesaid project is approved subject to the conditions noted in
this Resolution and on the map, conditions of Resolution No. 89-43
approving the tentative map, and the Mayor and City Clerk are authorized
to sign said maps at such time as Subdivider signs and fulfills all the
requirements of an Agreement for Subdivision Improvements to be entered
into between the Subdivider and the City of Ukiah. The Mayor and City
Clerk are hereby authorized to sign said Agreement for Subdivision
Improvements for Parkwest Subdivision. Conditions for development
include:
1. The grade of the driveway to parcels 12 and 13 shall be a maximum of
17%, as recommended by the Fire Department's letter of June 7, 1989.

2. Developer shall install a residential sprinkler system in each
dwelling.
3. Buildings shall be provided with fire resistive roof coverings.
4. Existing hydrant at the entrance to the subdivision be changed from a
Rich 74 to a Rich 76 or its equal.
5. Any cut or fill over four feet shall be designed by a licensed
engineer and approved by Director of Community Development prior to
issuance of a building permit. Soil disturbance on the steeper
slopes shall be kept to a minimum.
6. Street lights may be required to the approval of the Electric Utility
Director.
7. The public and private street improvements must be installed prior to
the recording of the final map or the developer must enter into an
agreement and post a bond to guarantee the installation of these
improvements.
8. Forty foot right-of-way for Park Boulevard cul-de-sac be dedicated to
the City to the approval of the City Engineer; all dedications are to
be offered and accepted on the final map.
9. Street improvements for Park Boulevard extension and cul-de-sac
(curb, gutter, sidewalk, street paving and drainage) shall be
constructed to the approval of the City Engineer. Plans to be
prepared by a registered Civil Engineer and submitted for approval by
the City Engineer.
10. On-site paving in access easement over lots 13 and 14 shall be a
minimum of 2" of asphalt concrete over a 6" aggregate base with a
berm to confine drainage to the roadway or piping system.
11. Public utility easements shall be required to service all parcels.

12. Inspection fees shall be paid prior to start of any construction
within the public right-of-way.
13. Drainage from each lot shall be contained, not discharged onto
abutting lots or adjoining property, and conveyed to streets or drain
systems.
14. Street improvements for parcel B to meet standard City subdivision
improvement standards except for sidewalks. A public utility
easement shall be dedicated to the City.
15. The entire turnaround area and one side of the private cul-de-sac
drive to be red-curbed or signed "No Parking" to the approval of the
Fire Department.
16. Site grading will be inspected and approved by a registered
Engineering Geologist at the developer's expense. The Geologist
shall submit "as graded" report to the Building Department upon
completion.
17. Prior to application for a building permit the Geologist shall submit
a report identifying any potential land or rock slide hazards and/or
make corrections as necessary.
18. Ail existing trees be maintained along Park Boulevard extension
(north property line) and additional trees be planted in any gaps on
the golf course side to further protect the units from miss-directed
golf balls.
19. An 8" water main extend the full length of the private road.
20. Dust control measures be taken during construction.
21. CC & R's and Homeowner Association establishment be approved by the
City of Ukiah City Manager prior to recordation of final map.

22. Ail utilities be undergrounded at developer's expense; removal of
existing pole line on the north side of the property and replacement
of facilities shall be completed by this project as determined by
applicable utilities.
23. Ail conditions of approval of this subdivision and Use Permit No.
89-61 and all improvements be completed before use and occupancy of
the first unit within the subdivision.
24. In-lieu Park Fees in the amount of $10,296.69 shall be paid to the
City at the time the Final Map is recorded as required by Ukiah City
Code Section 8400-8410.

roll call vote:
AYES: Councilmembers Wattenburger, Shoemaker, Hickey and Mayor Henderson
NOES: None
ABSENT: Councilmember Schneiter
