HomeMy WebLinkAbout90-09 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 RESOLUTION NO. 90-9 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ADOPTING WAGE AND SALARY AGREEMENT BETWEEN THE CITY OF UKIAH AND THE NON-REPRESENTED MANAGEMENT EMPLOYEES WHEREAS, the City Council has considered the Non-Represented Management employees, and WHEREAS, an Agreement of Understanding has been arrived at for and with represented Management employees, and, WHEREAS, said Memorandum of Understanding has been presented to the City Council for its consideration and approval, NOW, THEREFORE, BE IT RESOLVED that the represented Management Employees Memorandum of Understanding including Attachment A to this Resolution and the Classification List is also to be effective for the Non-Represented Management Employees, for the fiscal years, 1989-90 and 1990-91. PASSED AND ADOPTED this 2nd day of August, 1989, by the following roll call vote: AYES: Councilmembers Wattenburger, Shoemaker, Schneiter, Hickey and Mayor Henderson NOES: None ABSENT: None ATTEST' R~sTiT~C~ERK ' MEMORANDUM OF UNDERSTANDING 1989-91 This Memorandum of Understanding is entered into pursuant to the Meyers-Millias-Brown Act (California Government Code Section 3500 et. seq.) and applicable ordinances and resolutions of the City of Ukiah between the City of Ukiah (hereinafter City) and the Ukiah Management Unit (hereinafter Unit). As a result of meet and confer sessions, the City and Unit have agreed to the following understandings: Term The term of this agreement shall be two years, effective July 9, 1989 through June 30, 1991. First Year 1. Salary Effective July 9, 1989 there shall be a 3.25% increase to the Management base rate salary schedule (Attachment A). Currently public safety members of the Unit contribute 10% of their monthly salary to PERS. Other management members contribute 7%. Effective July 9, 1989, the City will pay 4% of the members salary to PERS on behalf of such members. 2. Health and Fitness Incentive Program Effective July 9, 1989, the three elements of the health and fitness incentive program and associated compensation shall be eliminated. 3. Health and Welfare The City shall pay for the actual amount of the monthly employee group health and welfare insurance premium up to a maximum of $220.50 per month, per employee. Any premium amount in excess of $220.50 shall be paid by the employee. 4. Dues Check-Off The City and Unit agree that upon formal acceptance of this proposal by the Unit and the City, as a courtesy to members of the Unit, the City will deduct from their wages the regular monthly unit membership dues. Such dues shall be deducted and transmitted to the Unit's chosen representative organization upon voluntary, revocable written authorization of the Unit member in a manner complying with legal requirements. Written authorization forms will be provided by the City. The Unit agrees to indemnify, defend, and hold the City harmless against any claims of any nature whatsoever and against any suit instituted against the City arising from its deductions for dues, pursuant to this paragraph. Second Year 1. Administrative Leave The City and Unit agree that as of June 30, 1990, the Administrative Leave of 13 days for department heads and 10 days for the other Unit members shall be included in the Management base rate salary schedule. The Administrative Leave benefit of cash out or vacation thereafter will be eliminated. 2. Salary Effective the payroll period nearest to July 1, 1990, there shall be an increase in the Management base rate salary schedule equal to 75% of the average of the categories, Ail Urban Consumers and Urban Wage Earners and Clerical Workers, San Francisco/Oakland, California, Consumer Price Index, April 1989 to April 1990, with a 4½% minimum and a 6% maximum. Also effective at this payroll period the City shall contribute an additional 3% of salary to PERS on behalf of the members. 3. Health and Welfare Plan Effective July 9, 1990 or August 1, 1990, depending upon the effective date of the health plan chosen by the employee, the City shall pay 50% of the lowest increase between the health and welfare plan premiums if such an increase occurs. 4. Continuation The City and the Unit agree that all conditions of employment, including all conditions affecting wages, hours and working conditions that are not specifically addressed int his Memorandum of Understanding shall continue in effect and shall not be affected by the terms of this Memorandum of Understanding. This Memorandum of Understanding is ratified and adopted pursuant to the recommendations of the following representatives this day of , 1989.
