RESOLUTION NO. 90-4
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UKIAH APPROVING USE PERMIT NO. 89-81, KASSIS INVESTMENT
WHEREAS, the 2.6 acres encompassed by Kassis Investment is zoned PD,
Planned Development, and
WHEREAS, the PD, Planned Development, zone requires a use permit to
be reviewed and approved by the Planning Commission and the City Council
prior to development taking place within that zone, and
WHEREAS, on June 28, 1989, the Planning Commission approved Use
Permit No. 89-81 with 30 conditions, and
WHEREAS, a Negative Declaration for this project was approved by the
Planning Commission on June 28, 1989.
NOW, THEREFORE, BE IT RESOLVED that Use Permit No. 89-81 is approved
subject to the following conditions:
1. Standard Conditions 1 - 9.
2. Approval be contingent upon the continued use of the property as a
primary Senior Citizen Housing complex.
3. A Parcel Map prepared by a licensed land surveyor, or registered
Civil Engineer, to be approved by the City Engineer is required.
4. Street improvements along entire frontage of Washington and Dora
Streets (curb, gutter, sidewalk, street paving, and drainage systems)
shall be constructed. Plans to be prepared by a registered Civil
Engineer and submitted for the approval of the City Engineer.
5. All curb, gutter, sidewalk, and street paving which are broken or
damaged or driveways which will not be used are to be removed and
replaced as required by the City Engineer.
6. All on-site paving shall be a minimum of 2" of asphalt concrete with
a 6" aggregate base.

7. On-site drainage shall be to the approval of the City Engineer.
8. Street trees and tree maintenance easement be provided across
property frontage to the approval of the City Engineer.
9. Driveway curb cut widths shall be approved by the City Engineer.
10. Inspection fees shall be paid prior to start of any construction
within public right-of-way.
11. Ail work within the City right-of-way shall be performed by a
properly licensed Contractor with a current City of Ukiah Business
License. Contractor must submit copies of proper insurance coverage
(Public Liability, $1,000,000; Property Damage, $1,000,000) and
current Workman's Compensation Certificate.
12. An encroachment permit from the Public Works Department is required
to perform all work within the street right-of-way.
13. The engineering of the bridge across Doolan Creek shall be performed
by a licensed engineer or architect.
14. The Creek area shall be dedicated as a drainage easement to the City
if the City is to maintain the Creek. Ail Creek improvements are to
the approval of the City Engineer.
15. The development is to comply with any requirements of the California
Department of Fish and Game relative to maintenance of Doolan Creek.
16. Electric meter must be installed on an outside wall with easy access
to meter reader. An external disconnect must be installed at meter
point to disconnect main breaker.
17. Contractor to provide trenching, backfilling, and sub-structure to
City Specifications.
18. Contractor to pay labor and material for conductor installation.
19. Street lights may be required as determined by the Director of
Electric Utility.
20. Pull ropes to be installed in all conduits.

21. Application must be submitted for electrical permits and costs paid
before construction can begin.
22. Application must be submitted for utility service (meter installed in
owner's or tenant's name).
23. An on-site fire hydrant will be required on the northeast corner of
the parcel or the fire hydrant at the rear of the adjacent parcel may
be used subject to approval of the property owner.
24. Ail water and sewer connections will be made by the City at the
developer's expense.
25. A landscaping plan to be approved by the Director of Planning prior
to installation.
26. Ail landscaping be irrigated by an automated irrigation system.
27. Any outdoor trash collection facilities be aesthetically screened
from public view.
28. Any roof mounted air conditioning apparatus be aesthetically screened
from public view.
29. Ail signing to conform to the City of Ukiah Sign Ordinance.
30. Ail conditions of approval be completed prior to use and occupancy.
