RESOLUTION NO. 90-51
RES~I/3TION OF THE CITY COUNCIL OF THE CITY OF UKIAH
CREATING THE UNREINFORCED MASONRY BUILDING ADVISORY TASK FORCE
WHEREAS, California State statutes require that each city and county
establish a program to address Unreinforced Masonry Buildings (URM); and
WHEREAS, on December 20, 1989, the Ukiah City Council adopted
Ordinance No. 897 specifying the City's URM Program; and
WHEREAS, the City Council has deemed that property owner input and
professional expertise are appropriate to rec~d the implementation
schedule prescribed in the Ordinance; and
WHEREAS, a task force with specific objectives, membership, and
timeframes for completion is the most feasible means of accomplishing this
goal;
NOW, THEREFORE, BE IT RESOLVED as follows:
Section 1. There is hereby created the Unreinforced Masonry Building
Advisory Task Force (Task Force).
Section 2. The Task Force shall consist of twelve members with the
following composition: Four or five owners of property on the City of
Ukiah Unreinforced Masonry Building list amended as of May 1, 1990, one or
two certified architects, one or two licensed building contractors, one or
two certified civil or structural engineers, one insurance representative,
one realtor, and one banking representative. M~mbership on the Task Force
shall be determined through the standard City of Ukiah appointment
process. The ~ity Development Department shall provide staff support
to the Cc~n~ttee.
Section 3. The Task Force shall recc~nend to the City Council an
implementation schedule for compliance with City of Ukiah Ordinance

No. 897 based upon engineering assessment of a building's established
seismic resistance. The implementation schedule shall include: 1) a
multi-tiered system of compliance with timeframes; 2) criteria by which
buildings would apply to the appropriate tier, based upon seismic
resistance to a given Richter Scale level or other relevant measure of
activity determined in the engineering survey; and 3) a seismic resistance
schedule with Richter Scale as a reference for consulting engineers.
Section 4. The Conmtittee shall exist until October 5, 1990, unless,
prior to that date, specific action is taken by the City Council to extend
its effectiveness.
Section 5. Officers to the Task Force, meeting procedures, and rules
of Task Force operation shall be established at the first Task Force
meeting.

call vote:
AYES: Councilmemt~rs Wattenburger, Shoemaker, Schneiter, Hickey, and
Mayor Henderson.
NOES: None.
ABSENT: None.
