HomeMy WebLinkAbout90-44RESOLUTION NO. 90-44 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING RECYCLING TASK FORCE WHEREAS, 1. The City of Ukiah (City) has adopted a curbside recycling and anti-scavenging ordinance and implemented a curbside recy- cling program with provision for expanding the program in the fu- ture; and 2. The City must modify its rates for garbage collection to pay for the curbside recycling program; and 3. The City has commenced other programs, including recy- cling at its solid waste disposal site to further reduce the amount of waste entering the landfill; and 4. It is in the long-term best interest of the City and its residents to prolong the useful life of the landfill by further reducing the amount of waste entering the landfill; and 5. The success of the various City programs designed to reduce the amount of waste buried in the landfill depends to a large extent on widespread community acceptance of those programs and effective community education about the need for and value of such programs; and 6. A task force composed of city residents and other repre- sentatives interested in and knowledgeable about these issues can assist in the development of programs acceptable to the community and can assist in educating the community about the need for and value of these programs; NOW, THEREFORE, BE IT RESOLVED that a Recycling and Waste Diver- sion Task Force shall be established as follows: 1. Purpose: The task force is hereby established to: a. Advise the City Council on the curbside recycling program, including rate changes to pay for the program, expansion of the program and methods to increase participation in the program and community acceptance of the program; b. Advise the City Council about other means of reduc- ing sol id waste entering the landfill; c. Advise the City Council generally on means of in- creasing public support and acceptance of programs to reduce the amount of solid waste entering the landfill; and d. Assist in community education efforts related to recycling and waste diversion or reduction. 2. Recommendations to City Council: The Task Force shall make periodic written reports to the City Council containing its r ecomme nda t ion s. 3. Membership: a. The task force shall have the following members: See Attachment "A" which is incorporated herein by reference. b. In the event any of the members appointed in this resolution resign, fail to attend three consecutive scheduled meetings of the task force without prior permission of the task force or otherwise cease to act as a member, the City Council shall declare a vacancy and appoint a successor. The City Council may appoint any person who has demonstrated to its satisfaction an interest in and/or special knowledge or expertise regarding recycling and waste diversion or reduction. Task force members need not be residents of the City. 4. Term: The task force is created for a period of one year commencing upon the adoption of this resolution and terminating on Apr il 4, 19 91. 5. Use of City resources: Task force members shall serve without compensation and shall not be entitled to reimbursement for expenses incurred in conducting task force business without the prior approval of the City Council. Task force members may use City facilities, staff or equippment only with the prior ap- proval of the City Manager. 6. Rules for the conduct of business: The task force shall adopt such rules and designate such officers as it deems neces- sary to govern the conduct of its business.
