RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH COMMENDING PUBLIC SERVICES SKILLS,
INC. FOR THE EXCELLANT PERFORMANCE BY RICHARD
WATSON AS INTERIM CITY MANAGER FOR THE CITY
OF UKIAH.
WHEREAS, the City of Ukiah utilized the services of Public
Services Skills, Inc. to recruit an interim City Manager, while
the City recruited a permanent City Manager for the City of
Ukiah; and
WHEREAS, after interviewing candidates recommended by Public
Services Skills, Inc., the City Council selected Richard E. Wat-
son ("Watson") as its interim City Manager; and
WHEREAS, Watson commenced performing the services of interim
City Manager in May 1989; and
WHEREAS, at this time the City was involved in several com-
plex negotiations for which Watson had to assume immediate
responsibility, including the negotiation of collective bargain-
ing agreements with its firefighter and management units, the
separation of City's fire department and the Ukiah Valley Fire
Protection District, and negotiations with Mendocino County, lo-
cal school districts and various special districts in connection
with the adoption of a Redevlopment Plan by the City Council and
the Ukiah Redevelopment Agency; and
WHEREAS, Watson assumed the responsibility for these nego-
tiations as well as the other aspects of city government,
without reservation, exercising mature judgment and skill; and
WHEREAS, the City Council believes that Watson did an excel-
lent job in the performance the services of interim City Manager;
NOW, THEREFORE, BE IT RESOLVED that the City Council com-
mends Richard E. Watson for the excellent work he performed as
interim City Manager and expresses its appreciation to Public
Services Skills, Inc. for assisting in the recruitment and place-
ment of experienced and qualified candidates to fill temporary
positions in city government.
