NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council that the Cultural Arts Advisory Board shall be composed of the following persons representing the respective organizations: Nanette Gauthier-Guzzi is hereby appointed as a public member to a term of three years which will expire October 3, 1993. Susan Anne Field is hereby appointed as a public member to a term of three years which will expire October 3, 1993. Barbara Wanderer is hereby appointed as a public member to a term of three years which will expire October 3, 1993. Jan McGourty is hereby appointed as a public member to a term of three years which will expire October 3, 1993. Helena Bell is hereby appointed as the Ukiah Symphony representative to a term of three years which will expire October 3, 1993. Marilyn Smith is hereby appointed as the Sun House Guild representative to a term of three years which will expire October 3, 1993. Penelope Rains is hereby appointed as the Ukiah Civic Light Opera representative to a term of three years which will expire October 3, 1993. Paulette Arnold is hereby appointed as the Ukiah Players representative to a term of three years which will expire October 3, 1993. Gary Nix is hereby appointed as the Museum Endowment Fund representative to a term of three years which will expire October 3, 1993. Oini LaGioia is hereby appointed as the Education representative to a term of three years which will expire October 3, 1993. It is the opinion of this newly established Advisory Board that a. linkag~__~_ education is essential if the Advisory Board- iS-i-6-'-b~'ul~{~a~ely successful in achieving one of its major charges. O_in~ LaGio%a .... has.been highly recommended by various individuals currently involved in cultural arts programming in our sChOOls. She, herself, is an artist hired by the Ukiah Unified School District to teach in the areas of theatre and creative dramatics. She is a multi-talented person involved in many cul~l p~ts and ac.~_v~es. The addition of Ms. LaGioia appears to be a very approp_~_a~e extension of the Cultural Arts Board, which is already a very dynamic and commit~'~:"'~O~p_.~f iq~yi__d_uals~ In order to implement this addition in Board membership, adoption of an amendment to Ordinance No. 911 and a new resolution is required. ,. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING ARTICLE lA, SECTION 1011 OF CHAPTER 4, DIVISION 1, OF THE UKIAH CITY CODE, REGARDING EXPANDING THE SIZE OF THE CULTURAL ARTS ADVISORY BOARD. Section 1011 is hereby amended as follows: The City Council of the City of Ukiah does hereby ordain as follows: SECTION ONE. Article la is hereby added to Chapter 4 of Division 1 of the Ukiah City Code to read as follows: Article la - Cultural Arts Advisory Board Section 1010 - Creation: There is hereby created a Cultural Arts Advisory Board. This advisory body shall report to the City Council for the City of Ukiah, California. Section 1011 - Membership; Appointment: Said Advisory Board shall consist of ten members who shall be appointed by the Mayor with the approval of the City Council. There shall be four members at large with six members representing Education, the Grace Hudson Museum Endowment Fund, Sun House Guild, the Ukiah Civic Light Opera, the Ukiah Symphony, and Ukiah Community Players Theatre. A recommendation for appointment shall be provided by a majority vote of the Board of Directors of each respective entity acting at a duly called meeting according to the Bylaws of the organization. Section 1012 - Term of office; Vacancies: Ail appointments to the Advisory Board shall be for a term of three years. Appointments to fill vacancies during a term of office shall be filled as provided in Section 1011. Reappointments to the Advisory Board 5 7 10 l! 12 20 21 22 23 25 27 25 shall be pursuant to Chapter 4, Article 5, of the Municipal Code of the the City of Ukiah. Section 1013 - Duties and Powers of the Advisory Board: The Cultural Arts Advisory Board shall have the power and duty to recommend and advise on: (a) Policies to be adopted and enforced for the master planning, operation, and management of the Sun House/Grace Hudson Museum. (b) Policies to be adopted and enforced for the operation, use, and management of all cultural arts activities and facilities. (c) Policies for the planning of cultural arts programs for the community, promote and stimulate public interest therein, and to that end, solicit to the fullest extent possible the cooperation of school authorities or other public or private agencies interested therein. (d) Policies for the acquisition, development, and improvement of facilities for cultural arts. Section 1014 - Expenses of members; no compensation: The members of the Advisory Board shall receive no compensation, except such travelling expenses as are authorized by law. Section 1015 - Chairperson; Officers: The Advisory Board shall elect a Chairperson from among its members for a term of one year and may elect such other officers as it may determine. SECTION TWO. This advisory body shall report to the City Council of the City of Ukiah, California. Section 1001 - Membership; appointment: Said Commission shall consist of seven members who shall be residents of the City of Ukiah and shall be appointed by the Mayor with the approval of the City Council. Section 1002 - Term of Office; Vacancies: No members of the Parks and Recreation Commission will lose their term of office by enactment of this ordinance. Ail appointments to this Commission shall be for a term of three years. Reappointments to the Commission shall be pursuant to Chapter 4, Article 5, of the Municipal Code of the City of Ukiah. Section 1003 - Duties and Powers of the Commission: The Parks and Recreation Commission shall have the power and duty to recommend and advise on: (a) Policies to be adopted and enforced for the operation, use, and management of all recreation activities and facilities, parks, and parkways.
