RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
SUPPORTING THE UKIAH VALLEY-WIDE TASK FORCE REPORT
WHEREAS, the County of Mendocino and the City of Ukiah established
the Ukiah Valley-Wide Task Force in April, 1990; and
WHEREAS, the original charge given to the Ukiah Valley-Wide Task
Force by both agencies was to initiate a long overdue study of possible
consideration of services, and consolidation of interests in providing
services and/or meeting future service needs in the areas of water, sewer,
emergency services and development standards; and
WHEREAS, the Ukiah Valley-Wide Task Force fulfilled their charge by
developing a series of findings and recommendations that while recognized
by the Task Force as long term goals and objectives, are also viewed as
being politically realistic and feasible; and
WHEREAS, the Ukiah City Council while supporting the Findings and
Recommendations of the Task Force Report, does wish to offer to the Task
Force the following advisory comments, suggestions and clarifications:
1. Water Recommendations No. 1 needs to more clearly state that it
is the reconstituted Russian River Flood Control and Water
Conservation District, and not the presently constituted
District that assumes the "lead agency" role and responsibility.
The insertion of the word "reconstituted" in the third sentence
would satisfy this suggestion.
2. Water Recommendations Nos. 1 and 2 should more clearly define
what is meant by the lead agency being responsible for water
treatment. The intent of the Task Force was for the lead agency
to be responsible for facilitating and coordinating the
development of future water treatment ~n the Valley, but a
distinction needs to be made that present water treatment
operations, and their state required enhancements, remain the
responsibility of the existing individual water systems.
Be
Sewer Finding No. 2 requires further clarification. Except for
a small sewer system in Calpella, there is no duplication and
fragmentation of sewer service in the Valley. Perhaps this
finding should be in the context of avoiding the possibility of
future fragmentation and duplication.

Sewer Recommendation No.1 needs to specifically define the
City's joint powers role within the newly constituted district.
The manner in which the Sanitation District is presently funded
and staffed is one of the primary reasons why citizen-customers
in the District enjoy the lowest monthly sewer service charges
and hook-up fees in the north bay region. No mention or
acknowledgement of this fact is made in the Findings and
Recommendations of the Report. We would want to make absolutely

certain that any newly elected Board is committed to preserving
this important cooperative working relationship, and not
jeopardize the delicate balance that insures low service rates
for our citizens.
5. Fire Service Recommendation No. 1 needs to be further amended in
order to identify the average desirable emergency response times
for the urban areas in our Valley as three (3) minutes and the
rural areas as ten (10) minutes.
6. Implementation Plan No. 3 should include a City of Ukiah
representative on the Sewer Task Force.
WHEREAS, the City Council of the City of Ukiah submits these advisory
comments, clarifications and suggestions to the Ukiah Valley-Wide Task
Force for their consideration; and
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City of Ukiah City
Council does hereby commend the Ukiah Valley-Wide Task Force, and its
individual members for this report and their significant accomplishment in
achieving the beginning of a Valley-wide perspective and approach to
addressing future challenges in the Ukiah Valley.

roll call vote:
