RESOLUTION NO. 92-8
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF UKIAH EXPRESSING INTENT TO ESTABLISH UKIAH
LATITUDE OBSERVATORY PROPERTY ON OBSERVATORY
AVENUE AS CITY MAINTAINED HISTORIC PARK
WHEREAS, on July 18, 1991, the General Services Administration,
Region 9, published a Notice of Surplus Property Determination, announcing
that the 2.56 acres of level land located at 432 Observatory Avenue in
Ukiah, California, including a 1,750 square foot residence, a 240 square
foot office, and a 115 square foot observatory, is surplus federal
property subject to disposition under 40 USC Section 484, including
subsections (k)(2) and (3); and
WHEREAS, these two subsections of 42 USC Section 484 allow the
General Services Administration to assign such surplus property to the
Secretary of the Interior for disposal to any State or political
subdivision thereof, including a municipality, for public park~or public
recreational use and authorizes the Administrator to convey without
monetary consideration such property to a municipality when that property
has been determined to be suitable and desirable for use as a historic
monument; and
WHEREAS, the property located on Observatory Avenue has been
identified in the Ukiah General Plan as an ideal site for a public park;
and
WHEREAS, the property has already been nominated for inclusion on the
National Register of Historic Places; and
WHEREAS, the property can and should be appropriately developed so
that the primary value of this property as a h~storic property and a
public park are developed, maintained, and preserved in perpetuity; and
WHEREAS, the establishment of the Observatory property as a historic
public park is strongly supported by the residents of the City of Ukiah,

those residents living in close proximity to the Observatory property, and
the City Council of the City of Ukiah; and
WHEREAS, the City Council strongly supports the approval of the
nomination of the Observatory property for inclusion on the National
Register of Historic Places;
NOW, THEREFORE, BE IT RESOLVED that:
1. The City Council of the City of Ukiah intends to develop the
Ukiah Latitude Observatory Property located at 432 Observatory Avenue as a
public park designed in cooperation with the State Office of Historic
Preservation to insure the preservation of the property as a historic site
and to maintain said properties as a historic public park in perpetuity;
2. The historic nature of the property and the long-standing policy
of the City to develop this parcel as a public park creates a compelling
need to preserve this property for these purposes which outweighs any
competing demands for the use of the property that are incompatible with
the overall preservation of the property as a historic park; and
3. The City Manager is directed to take all steps necessary to
secure this property from the General Services Administration for these
purposes.

following roll call vote:
