HomeMy WebLinkAbout92-01 5 6 ? 9 10 11 12 15 16 19 2O 21 23 25 26 RESOLUTION NO. 92-1 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH AMENDING RESOLUTION NO. 74-61, ESTABLISHING RATES FOR BUSINESS LICENSES IN THE CITY OF UKIAH WHEREAS: 1. In Resolution No. 74-61, adopted on June 5, 1974, effective July 1, 1974, the City Council established rates for business licenses as authorized by Ukiah City Code ("UCC") Section 2152; and 2. Section 20 of Resolution 74-61 limits the maximum license fee payable by any business pursuant to UCC Section 2152 to $250; and 3. The City Council has determined to remove the limits contained in Section 20 effective July 1, 1991, so that every business will pay their full and fair amount of the fee computed according to the rates established by Resolution No. 74-61; NOW, THEREFORE, BE IT RESOLVED that: 1. Effective July 1, 1991, Resolution No. 74-61 is hereby amended to delete Section 20; 2. Section 21 of Resolution No. 74-61 is renumbered Section 20; and 3. The City Manager is authorized to publish for public use a revised Resolution No. 74-61, reflecting the amendment contained in this resolution, to be headed: "Resolution No. 74-61, as amended by Resolution No. 92-1." In modern city government the City Treasurer performs highly important technical and administrative duties, such as investing considerable sums of City funds in interest bearing accounts, processing bond payments for the City and so forth. Most of the day to day accounting, purchasing, money management and budgeting services are performed for the City by the Finance Department under the Director of Finance, an appointed position. The tasks of the City Treasurer require professional financial and investment skills. It is highly inefficient to use the electoral process to fill this position. The position should be filled from among qualified candidates, using the same time tested competitive techniques used to hire other City staff, which objectively compare candidates based on their qualifications to perform the technical requirements of the job. An elected City Treasurer cannot be as effectively supervised to insure the continued efficient performance of his or her job duties. Under this ballot measure, the City Council would directly appoint the City Treasurer, and provide the necessary "check and balance" supervision for the position. The City Treasurer does not make policy. The City Treasurer does not act as a complete check against the abuse of power by local government. City finances are subject to an independent yearly audit by certified public accountants. Making the City Treasurer an elected position converts what should be a professionally-based technical and administrative job into a political office. Please take advantage of your right to make Ukiah City government more efficient and cost effective by voting for good government. Vote "YES" on Measure B. C~EEN B.
