AGENDA SUMMARY REPORT
SUBJECT:
CITY COUNCIL - PLANNING COMMISSION JOINT MEETING AT THE
CONFERENCE CENTER TO DISCUSS AND PRIORITIZE GENERAL PLAN
IMPLEMENTATION PROJECTS AND TO DISCUSS LOCAL LAND USE AND
ENVIRONMENTAL PLANNING ISSUES
SUMMARY: Subsequent to the adoption of the General Plan in 1995, the City Council and
Planning Commission met regularly to discuss implementation strategies, and to prioritize
implementation projects. The last joint meeting was conducted in 1998, and after a long
discussion, a list of implementation projects was established. Since that time, the City Council
and Planning Commission have not met to discuss the implementation of the General Plan, or
the land use and environmental planning issues facing our community. The purpose of this
2001 joint meeting is to reestablish the practice of conducting an annual meeting to discuss and
prioritize General Plan implementation projects. Also, the meeting will provide an opportunity
for the Council and Commission to discuss Ukiah's current land use and environmental planning
issues, and to develop a closer working relationship.

RECOMMENDED ACTION: 1) Conduct a joint meeting at the Conference Center with the City
Planning Commission; 2) prioritize General Plan implementation projects; and 3) discuss land
use and environmental planning issues, and provide any direction to staff.

CURRENT GENERAL PLAN IMPLEMENTATION PROJECTS
Planning Staff is currently working on the following General Plan implementation projects:
1. Doolin Creek Habitat Enhancement and Public Access Study
An Request For Proposals (RFP) is being prepared to solicit professional expertise for this
Study. The consultant selection process will follow with an expected starting date in March.
2. Commercial Development Design Guidelines
The Planning Commission has conducted a workshop and an Administrative Draft document
has been completed. The Draft Guidelines document for public review and Planning
Commission/City Council consideration is due in February.
3. Hillside Zoning Regulation Revisions
Staff has determined that we need to seek technical assistance for determining build-out
projections in the Hillside District. A second Planning Commission Workshop will be
conducted once we have this information.
4. Riverside Park Planning and Development
We will be submitting the Phase I Work Program to Coastal Conservancy in February. The
fencing, landscaping, and bank stabilization work will be performed in the spring/summer,
2001.
5. Sphere of Influence Reduction
We are in the process of preparing a Master Services Element and CEQA document
required by the Local Agency Formation Commission (LAFCO) for submittal with the Sphere
reduction application. We expect to make formal application late this spring.
6. Historic Preservation Program/Ordinance
The Draft Historical and Architectural Survey Update has been completed. We are working
on alternative approaches to an Historic Preservation Ordinance to share in a workshop
setting with the Planning Commission during this fiscal year.
7. Bicycle/Pedestrian Plan Implementation: Mendocino County Air Quality Management
District (MCAQMD) Grant
Planning staff is working with the Public Works Department to collect data for the Planning
Commission. After the Planning Commission completes its discussions, we will prepare a
detailed work program for the Air Quality Management District.
8. Orchard Avenue Extension/Orrs Creek Bridge Environmental Impact Report
Processing
The Final EIR has been prepared.
9. Housing Element Update: Data Collection and Research
We are currently collecting data and doing research. We may apply for a technical
assistance grant (State Housing and Community Development - Downtown Rebound
Planning Grant) to evaluate vacant and redevelopable land, and to develop a strategy for
infill housing and mixed-use development. The grant is due in February, and would be
awarded in April 2001.
MODIFYING IMPLEMENTATION PROJECTS
Staff is seeking guidance from the Council and Commission concerning the current General
Plan Implementation Projects. Should any be deleted, timeframes modified, and/or should new
projects be added?

Staff is seeking guidance from the Council and Commission concerning the prioritization of the
General Plan Implementation Projects.
DISCUSSION OF LAND USE AND ENVIRONMENTAL PLANNING ISSUES: The following list
of issues was prepared by staff for discussion purposes. It is not meant to be all-inclusive, but
rather a starting point to initiate a dialog between the Council, Commission, and staff.
