From: Subject: Chief Dan Grebil Board of Directors, Ukiah Valley Fire District Ukiah Valley Fire District Employees Association (UVFDEA) JPA- Ukiah Firefighters Association (UFA) The members of the UVFDEA, past and present, are proud of the service provided to the greater Ukiah Valley over the past dozen years. The firefighters of the Ukiah Valley Fire District, volunteer and professional, have combined into a cohesive unit that has proven success over a spectrum of emergency responses. The UVFDEA stands in support of a Joint Powers Agreement (JPA) with the Ukiah Fire Department as a means of maintaining current staffing. However, it has come to our attention 100% of the Ukiah Firefighters Association (UFA) at the rank of Captain and below are opposed to the JPA in the form that is described in the document entitled Ad-Hoc Committee Report. While we realize change is often difficult to accept, such opposition has raised concerns among the UVFDEA. These concerns, when combined, center largely on the UFA's total opposition to the JPA and how this opposition may affect the working relationships between UVFDEA and UFA members should the JPA be put into affect. The members of UVFDEA realize they would be the minority in the make up of the JPA, and therefore would be at a disadvantage to predisposed prejudices concerning their individual place in the dynamics of a new working circle. The UVFDEA can only hope that the written communications between the UFA and the Mayor and City Council Members does not preclude the UFA from taking a positive role in the JPA. In closing, the UVFDEA would like to restate its position of support for the JPA as a method of maintaining current staffing levels. However, it is with steadfast convictien that the UVFDEA stands committed to the District and Volunteers status quo, or as a constructive element of the JPA.
