WHEREAS, the average American child watches 1023 hours of television each ~
year while spending only 900 hours in school (Nielsen Media Research, 2000); and
WHEREAS, the average American watches four hours of television each day,
which comes out to two months of non-stop watching over one year or nine years in a
65-year lifetime (TV-Turnoff Network); and
WHEREAS, excessive TV-viewing can harm reading and academic performance,
~ lead to obesity and its related illnesses, promote violence, stereotypes, and substance ~
abuse, undermine family and community, and encourage consumerism; and
WHEREAS, participants in W-Turnoff Week engage in a broad range of
substitute activities that foster greater social, physical, academic, and creative
~ development; and
WHEREAS, many individuals and organizations in Ukiah are joining with
people across the country in observing TV-Turnoff Week.
NOW, THEREFORE, I, Philip Baldwin, Vice-Mayor of the City of Ukiah, on ~
behalf of my fellow City Councilmembers, Phillip Ashiku, Kathy Libby, Roy Smith, and
Eric Larson do hereby proclaim the week of May 7-13, 2001, as

APPROVAL OF REVOCABLE LICENSE AGREEMENT WITH SONOMA
COUNTY FOR LIMITED USE OF THE HEALDSBURG TRANSFER
STATION AND AUTHORIZE CITY MANAGER TO SIGN AGREEMENT
The Solid Wastes Systems, Inc., (SWS) Transfer Station on Taylor Road will not be
completed until July or August 2001 due to delayed off-site project construction. In the
meantime, the limited space remaining at the City of Ukiah Landfill prohibits further entry of
City and County garbage to ensure there will be room for self-haulers to deposit their solid
waste until the Transfer Station is completed.
SWS has requested of Sonoma County emergency use of the Healdsburg Transfer Station
for a three month period until the Taylor Drive Transfer Station is complete. In addition, I
asked them to extend the agreement for a seven month period to provide for any other
unanticipated delays or problems after the Transfer Station is open.
The Sonoma Board of Supervisors approved the agreement between the County of
Sonoma and the City of Ukiah on Tuesday, May 1,2001. The agreement is now before
the City Council for approval. The City Attorney has reviewed and approved the content of
the agreement and staff is recommending Council's approval and authorization for the City
Manager to sign the agreement.
RECOMMENDED ACTION: Recommend approval of Revocable License Agreement with
Sonoma County for Limited Use of the Healdsburg Transfer Station and authorize City
Manager to sign Agreement.

,The city ofUldah ("Ukiah") needs a Collection site for its solid waste for a limited time until its new transfer
station is operational. D~c to unforese~ delays, their new transfer station will not be available when their
exisling ~ reaches i~s capacity in hte May. or early June. The city of Uldah has approached the County
requesting approval for an emergency, short term use of the Healdsburg Traasfer Station to consolidate and
transport Ukiah's solid waste' to a disposal site. omside of Sonoma County. None o£Uldah's soI/d waste will
be disposed of within Sonoma CourtW. Ukiah would not deliver more than an average of fifty (50) tons ofsolid
waste per. 'day (250 tons/week) nor have more' than.fit%eh (15) haul outs l~r week from the Healdsburg Transfer
Suttion. The Healdsburg Trandcr StatiOn is permitted to haadle up to 450 tons per day and the additional solid
waste from Ukiah will not be all'owed to. exceed th/s quantity of waste. Ilk/ah w/Il not allow any hazardous
materials to be sent to the Healdsbuxg Transfer Station. Uk/ah antioipates that their new transfe~ station will be
available for use by September 2001. In order to provide some time. for other mianQoipated delays, the proposed
agreemea! will expire on December 31, 2001 with a maximum quantity ofT,000 tons prooess~ during the term
of the' agreement. '
For use of. the Hcaldsburg Transfer Station,. Ukial~ or its authorized hauler, Sol/d Waste Systc-ms, Inc., shall pay
the C0unp/Ten Dollars ($10.00) par tOn of solid waste processed at the transfer station_ These payments
repre.sc~ finan~ impacts associated with the use of th6 Healdsburg Transfer Station and other costs paid for
by Sohoma County residents through local taxes.. Such impacts include, without limitation, the amorfizexi cost
for use of the Healdsburg Transfer Station and the/acreased ma/ntenancc expenses for the Healdsburg Transfer
Station and County roadways.'
The auticipated revenue from ~,/s agreement is approximately '$70,000 for the term ofUldah's usc, based on an
average 250 ton/week x $1 O/ton x 7 months ' $70,000.
