Regular Meeting of May 15, 2002 1 RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City's Boards and Agencies may be judicially challenged. 6. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Adoption of Resolution Approving and Authorizing the Execution of Program Supplement No. M003 to Administering Agency - State Agreement for Federal Aid Projects No. 01-5049 b. Approval of Budget Amendment Authorizing $2,000 Expenditure of Building Inspector Equipment Replacement Funds for Computer Replacement c. Adoption of Resolution Restoring 62 Feet of On-Street Parking Along North Oak Street d. Award of Bid for Purchase of Patrol Vehicle in the Amount of $24,667.50 to Downtown Ford Sales e. Award of Contract to Ferranti Construction, Inc. for Sidewalk Construction Along the North Side of Mendocino Drive, Specification No. 00-06, in the Estimated Amount of $60,834 f. Award Time and Expense Consultant Service Agreement to Winzler & Kelly for Design Services Related to the Construction of Orchard Ave. Bridge at Orr Creek and Associated Street Improvements, in an Amount Not to Exceed $100,054, and Authorize the City Manager to Execute the Agreement g. Award of Contract to Lee Howard Construction Co. for the Construction of Half Street Improvements Along a Portion of the West Side of Waugh Lane, in the Estimated Amount Not to Exceed $23,000 and Approval of Budget Amendment Authorizing the Expenditure h. Rejection of Claim for Damages Received From Kenneth Joseph Mabery and Referral to Joint Powers Authority, Redwood Empire Municipal Insurance Fund i. Approval of Agreement for Services as Fiscal Agent with the North Coast Railroad Authority Depot Renovation Grant j. Report to Council Regarding Contract with B.C. Schmidt Construction Inc. for Installation of Ace Aerial Hangar Door in the Amount of $6,500 7. AUDIENCE COMMENTS ON NON-AGENDA ITEMS The City Council welcomes input from the audience. If there is a matter of business on the agenda that you are interested in, you may address the Council when this matter is considered. If you wish to speak on a matter that is not on this agenda, you may do so at this time. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject.
