HomeMy WebLinkAbout96-281 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 96-28 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH DECLARING ITEMS DETERMINED TO BE SURPLUS OR OBSOLETE AS SURPLUS ITEMS WHEREAS, Uklah City Code Section 1533 authorizes and requires departments to report surplus property to the Purchasing Officer; and WHEREAS, Ukiah City Code Section 1533 is supplemented by a City Council approved procedure statement for the disposal of surplus property; and WHEREAS, the City Departments have reported to the Purchasing Officer that items listed on Exhibit A, attached hereto, are obsolete or unusable, and are surplus equipment or supplies no longer usable by those departments; and WHEREAS, Section 1533 and the 'Procedures for Sales of Surplus or Obsolete Materials, Used Equipment, and Supplies" Statement (Surplus Property Procedure Statement) Statement authorizes the Purchasing Officer to dispose of such items. NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby declare the items listed in Exhibit A as surplus and further authorizes the City Purchasing Officer to dispose of said surplus items as provided in Ukiah City Code Section 1533 and the Surplus Property Procedure Statement. PASSED AND ADOPTED this 6th day of December, 1995, by the following roll call vote: AYES: Councilmembers Malone, Wattenburger, Shoemaker, and Mayor Schneiter. NOES: None. Sandelin, Operations Commander SALE OF SURPLUS FIRE ENGINE (ENGINE 5) The Fire Department intends to sell a surplus fire engine. This vehicle became excess with the arrival of our newest engine, a 1995 Pierce triple combination pumper. Normal practice for the sale of used vehicles in the City of Ukiah is to announce the vehicle for sale, state a minimum bid, and then open bids on a specified date. Because fire engines are rather specialized types of equipment it is very difficult to assess what might be the market value at a given point in time. Funding availability, especially for the small rural departments that buy this type of apparatus, may require special handling to complete the sale of such a vehicle. Finding an interested buyer willing to pay a fair price can take time. We want to create a situation that results in securing a sale that maximizes the return to the City. To that end it is requested the Fire Department be allowed to sell the vehicle under the following guidelines: 1. Initially, advertise the vehicle throughout Mendocino County. This would provide an opportunity for fire agencies most likely to provide mutual aid assistance to the City of Ukiah to bid on the vehicle. It is in the City's interests for it's neighbors to have good firefighting equipment. 2. Establish an "asking price" of $12,500 for the vehicle and a limited compliment of equipment. Establish a minimum price of $10,000. 3. Authorize staff to make all reasonable efforts to negotiate the highest possible sale that falls within the established price range. It is the opinion of Fire Department staff that a higher sale price may be achieved utilizing the method outlined herein. The North Fire Station, with it's very high volume of drive-by traffic, offers an excellent location for display of the engine during business hours. The Fire/Police maintenance facility is located there, so the Maintenance Supervisor is available to speak to the mechanical condition of the engine should there be inquiries. And, quite frankly, he is a very capable negotiator when it comes to selling "pre-owned" emergency vehicles.
