INVOCATION 3. PLEDGE OF'ALLEGIANCE e SPECIAL ORDER OF BUSINESS a. Commendation to Barbara Wanderer 5. APPROVAL/CORRECTION OF MINUTES a. August 5, 1992 e RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure which generally limits to ninety (90) days the time within which the decision of the City Boards and Agencies may be judicially challenged. 7. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request by a Councilmember or a citizen, in which event the item will be considered at the completion of all other items on the agenda. The motion'by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Approval of Payroll and General Warrants i. August 19, 1992 ii. September 2, 1992 b. Claims for Damages, Deny and Refer to Insurance Carrier i. William L. Nash ii. Shasta Dam Area Public Utility District c. Authorize the City Clerk to Advertise Vacancy of City Library Board Representative d. Award of Bid to Peterson Tractor Company for Caterpillar Tractor Undercarriage Components in the Amount of $16,645.18 e. Authorize Purchase of Two Police Vehicles through the State of California Office of Procurement and the Low Bidder, Downtown Ford, in the Amount of $33,442.97 f. Adoption of Resolution Appointing Mayor Fred Schneiter to the Redwood Empire Municipal Insurance Fund Board of Directors 8. AUDIENCE COMMENTS ON NON-AGENDA ITEMS The City Council welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments. 9. PUBLIC HEARING a. Consideration of Preliminary Draft Source Reduction and Recycling Element (SRRE) and Household Hazardous Waste Element (HHWE), dated May, 1992 b. Planned Development Amendment Application No. 92-40 and Subdivision Application No. 92-39*, as filed by Sonoma Valley Homes, to develop a 38-unit single-family subdivision located on that 3.11 acre site on the west side of Mulberry Street, approximately 265 feet north of Washington Avenue i. Adoption of Resolution Finding Negative Declaration Adequate and Complete. ii. Introduction of Ordinance Approving Planned Development iii. Adoption of Resolution Approving Tentative Subdivision Map *THIS IS A QUASI-JUDICIAL HEARING. ALL COUNCILMEMBERS ARE REQUIRED TO VISIT THE SITE PRIOR TO THE MEETING. 10. UNFINISHED BUSINESS · a. Approval of Agreement to Implement Conditions of Approval for Planned Development Amendment No. 90-77, Gary Akerstrom and Redwood Business Park b.
