RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure which generally limits to ninety (90) days the time within which the decision of the City Boards and Agencies may be judicially challenged. 7. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request by a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Approval of Payroll and General Warrants of June 3, 1992 b. Claim for Damages, Deny and Refer to Insurance Carrier i. Bill Hudson ii. State Farm Insurance for Carol Houps c. Adoption of Ordinance Amending Building Code Regulations Allowing Efficiency Units to be a Minimum 150 Sq. Ft., Subject to Certain Criteria d. Adoption of Resolution Updating Disadvantaged Business Program e. Adoption of Resolution Establishing Interim Four Way Stop at Intersection of Gobbi and Orchard Avenue f. Authorize City Manager to Send Letter of Support for Community Development Commission's Application for Housing Assistance g. Authorize Demoltion Permit as Requested by Trinity School for Structure Located at 200 South Barnes Street h. Authorize Notice of Completion - South State Street Improvements and Signalization i. Adoption of Policy of Intention Regarding Civic Center j. Approval of Notice of Completion - City Water Treatment Plant Construction k. Authorize City Clerk to Request Proposal for Legal Publishing Fees for Fiscal Year 1992-93 1. Receive Request from Charles Pittman for Abandonment of Alley - 205 Clara Avenue 8. AUDIENCE COMMENTS ON NON-AGENDA ITEMS The City Council welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments. 9. NEW BUSINESS a. Authorize Approval of Joint Powers Agreement to Continue the Mendocino County Youth Project b.
