Approval/Correction of Minutes of Meeting, May 19, 1993 3. RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure which generally limits to ninety (90) days the time within which the decision of the City Boards and Agencies may be judicially challenged. 4. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request by a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Award of Bid to J.H. Baxter & Co. for Wood Poles in the Amount of $14,672.87, tax and freight included b. Approving Addition of Exhibit "C" to Resolution No. 93-67, Declaring Items Determined to be Surplus or Obsolete as Surplus Items 5. AUDIENCE COMMENTS ON NON-AGENDA ITEMS The City Council welcomes input from the audience. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments. 6. NEW BUSINESS a. Workshop Devoted to the Presentation and Discussion of EBA Wastechnologies Report of Waste Discharge, Report of Disposal Site Information, Proposed Article 5 Detection Monitoring Program and Financial Assurance Provisions, and Storm Water Pollution Prevention Plan i. Presentation and Discussion of Submitted Reports ii. Accept Reports as Submitted and Authorize Staff to Submit Them Together with Comments, if any, to the Appropriate Regulatory Agencies for Their Review iii. Authorize Staff to Issue Request for Proposals for the Selection of an Environmental Consultant to Conduct the Necessary Environmental Review and Documentation in Accordance with the Provisions of the California Environmental Quality Act 7.
