Minutes of March 10, 2016, a Special Meeting. b. Minutes of April 6, 2016, a Regular Meeting. 6. RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City Boards and Agencies may be judicially challenged. 7. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. a. Report of Disbursements for the Month of March. b. Approve Notice of Completion for Construction of Improvements to the Oak Manor Park, Specification 15-18. Page 1 of 3 c. Authorize City Manager to Negotiate and Execute a Property Access Agreement Between the City of Ukiah and Rural Communities Housing Development Corporation for Access to Two City - owned Parcels Along Orr Creek. d. Award Professional Services Agreement to the Labor Compliance Managers for Labor Compliance Services for the Ukiah Valley -Redwood Valley Water Supply Reliability Intertie and Well Development Project. e. Notification of Acquisition of Professional Services from Alpha Laboratories in the Amount of $16,536 for Wastewater Sampling. f. Authorize the City Manager to Negotiate and Execute an Agreement with the Community Development Commission of Mendocino County (CDC) for Grant Administration and Implementation in the Areas of Housing, Economic Development, and Sustainability. 8. AUDIENCE COMMENTS ON NON -AGENDA ITEMS The City Council welcomes input from the audience. If there is a matter of business on the agenda that you are interested in, you may address the Council when this matter is considered. If you wish to speak on a matter that is not on this agenda, you may do so at this time. In order for everyone to be heard, please limit your comments to three (3) minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be taken on audience comments in which the subject is not listed on the agenda. 9. COUNCIL REPORTS 10. CITY MANAGER/CITY CLERK REPORTS 11. Conduct Public Hearing on Proposed Adoption of Water Rates for the Period of June 2016 to January 2020 and Consider Adoption of Resolution Approving the Rates as Shown in the Resolution. 12. UNFINISHED BUSINESS a. Review of the Draft Request for Proposals for a Feasibility Analysis for a Downtown Hotel. b. Approval of Contract with Sierra West Consultants, Inc. to Provide Oversight Consulting Services for the Installation of Well #9 and the Replacement of Well #4 in the Amount not to Exceed $38,624. c. Receive Report on the 2016 Regional Transportation Improvement Program Funding. 13. NEW BUSINESS a. Conduct Discussion and Provide Direction Concerning the Fee Schedule for Planning and Building Services. b. Receive Status Report and Approve the 2015/2016 Capital Improvement Plan for the Ukiah Municipal Golf Course Operated by Tayman Park Golf Group, Inc. c. Consideration and Possible Adoption of Resolution Adopting the Ukiah Bicycle and Pedestrian Master Plan. Page 2 of 3 d. Adoption of Resolution Approving Memoranda of Understanding for Employee Bargaining Units — Police Unit, Fire and Fire Management Unit, and Police Chief Employment Contract. 14.
