RESOLUTION NO. 2016-30
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH ESTABLISHING UPDATED
FEES FOR PLANNING AND BUILDING PERMITS AND SERVICES PURSUANT TO CITY
ADOPTED ORDINANCE 880
WHEREAS,
1. Planning and Building Permit and service fees in the City of Ukiah have not been
updated since 2007; and
2. Based on the increase in costs since 2007 (salary, benefits, legal ads, postage, etc.) the
existing $1000.00 deposit for 100% cost recovery major planning permits is quickly
depleted and the City has determined that collecting a range of between $1000.00 and
$3,000.00 is reasonable and appropriate; and
3. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the range of fees for minor planning permits from $150.00-
$450.00 to $200.00-$600.00; and
4. Due to streamlining modifications to the Boundary Line Adjustment review process, the
cost to process these applications is less than before and a reduction from $450.00 to
$350.00 is reasonable and appropriate; and
5. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the fees for appeals from $100.00 deposit to $500.00 deposit
(applicants) and from $100.00 flat fee to $150.00 (public); and
6. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the fees for pre -application review (staff) from $100.00 to
$200.00; and
7. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the fees for pre -application review (Planning Commission) from
$200.00 to $300.00; and
8. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the fees for level 2 zoning and planning research from $100.00
to $200.00; and
9. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the fees for County Airport Land Use Commission referral from
$150.00 to $300.00; and
10. Due to increased costs (salary, benefits, legal ads, postage, etc.), it is reasonable and
appropriate to increase the fees for minor sign permits from $25.00 to $50.00 and for
major sign permits from $50.00 to $150.00; and
11. Based on the amount of time it typically takes for staff to process certain planning
permits and services it has not charged for in the past, it is reasonable and appropriate
to establish new fees for these permits and services. These permits and services
include the following: Certificates of Compliance $150.00; Determinations of Appropriate

Use $200.00; Special Planning Commission Meetings (applicant) $300.00; and
Demolition Permit Historical Review $350.00; and
12. Based on the amount of time it typically takes for staff to process certain building permits
and services it has not charged for in the past, it is reasonable and appropriate to
establish new fees for these permits and services. These permits and services include
the following: 60 -day Temporary Certificates of Occupancy $500.00 to $1,000.00
depending upon the size of the project; Requests for Alternate materials and Methods
Review $85.00 per hour — 100% cost recovery; Appeals to the Building Regulations
Appeal Board $170.00; Postage for Structural Plan Check — actual cost/100% cost
recovery; Technology and Records Management Surcharge 3% on all building permits;
and Mandatory Training and Certification Surcharge 4% on all building permits; and
13. The City has determined that fee reductions for projects that promote/provide economic
development, energy conservation and public benefits is reasonable and appropriate.
These include the following:

14. The City Council conducted duly noticed public hearings on April 20, 2016 and June 1,
2016 to discuss and received public comments on the proposed fees; and

15. Interested parties, stakeholders and frequent applicants for Planning and Building Permit
fees were duly noticed and invited to attend and participate in the public hearings; and
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopts the
updated fee schedule for planning and building permits and services as listed on the attached
Exhibit A.

Current and New Fees
Planning Services Fees: The following Table shows the current and recommended fees for
Planning and Building Permits and Services. The fee modifications include establishing a
deposit fee "range" for major planning permits, increasing the flat fees for minor permits,
changing the fees for appeals, increasing the fees for zoning research, address changes, and
sign permits. A reduction in the fee for Lot Line Adjustment and Lot Merger applications is
suggested, and a number of potential fee reductions are suggested as a means of providing
incentives for projects that benefit the public and/or contribute to the City's strategic planning
goals.

Building Permits: Many jurisdictions impose miscellaneous fees on Building Permits to fund
such things as mandatory ongoing certification training, technology, and records management.
Many jurisdictions also charge for services unrelated to the review and processing of Building
Permits. Staff recommends that the following new fees be adopted:
