6.RIGHT TO APPEAL DECISION
Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court.
The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90)
the time within which the decision of the City Boards and Agencies may be judicially challenged.
7.CONSENT CALENDAR
The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City
Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event
the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the
Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission
recommendations.
a.Report of Disbursements for the Month of December.
b.Adoption of Resolution Amending the Appendix to the Conflict of Interest Code to Reflect a
Current List of Economic Disclosure Filers.
c.Award Three-Year Contract to Evergreen Job and Safety Training in the Amount of $92,098.44
to Provide Job and Safety Training for the Electric Department Line Crew and the Finance
Department Meter Readers (EUD).
d.Award Purchase of One New Foreman Truck for the Electric Utility Department to Altec, Inc., in
the Amount of $74,970.00 (EUD).

The City Council welcomes input from the audience. If there is a matter of business on the agenda that you are
interested in, you may address the Council when this matter is considered. If you wish to speak on a matter that is not
on this agenda, you may do so at this time. In order for everyone to be heard, please limit your comments to three (3)
minutes per person and not more than ten (10) minutes per subject. The Brown Act regulations do not allow action to be
taken on audience comments in which the subject is not listed on the agenda.

Authorizing the California Statewide Communities Development Authority to Accept
Applications from Property Owners, Conduct Special Assessment Proceedings and Levy
Assessments within the Territory of the City of Ukiah; Approving Form of Acquisition
Agreement for Use When Applicable.

a.Award Contract for Grace Hudson Museum Outdoor Classroom and Boardwalk Specification
No. 15-16 to Cupples & Sons Construction in the Amount of $353,441.
b.Approve Plans and Specifications for Grace Hudson Museum Landscape Improvements

c.Authorize Budget Transfer for Museum Roof Repairs as Detailed in the FY 15/16 Capital
Budget.
d.Authorize Staff to Instruct Bond Trustee to Send Notice of Redemption to Bondholders for 2005
Water Bonds.

a.Adopting Resolution Authorizing the City’s Retired Police Captain, to Work on a Temporary
Basis During the Recruitment and Orientation of a Sworn Officer Replacement.
b.In Accordance with the Procedures of the Landmark Tree Program, Consider Removal of up to
Seven Trees from the American Persimmon Grove Located at the Grace Hudson Cultural
Center.
c.Discussion and Direction Regarding City of Ukiah Participation in Property Assessed Clean
Energy Programs.

1. ROLL CALL
Ukiah City Council met at a Regular Meeting on January 6, 2016, having been legally noticed on
December 30, 2015. Mayor Scalmanini called the meeting to order at 6:00 p.m. Roll was taken with
the following Councilmembers Present: Douglas F. Crane, Maureen Mulheren, Kevin Doble, Vice
Mayor Jim O. Brown, and Mayor Stephen G. Scalmanini. Staff Present: Sage Sangiacomo, City
Manager; David Rapport, City Attorney; and Ashley Cocco, Deputy City Clerk.

Capital Project and Authorization to Purchase System and Installation from Gaynor
Telesystems, Inc. in the Amount of $33,453, and Approve Corresponding Budget
Amendment of $18,453 from Building Reserves – Information Technology.
Presenters: Maya Simerson, Community Services Supervisor; Jack Stevenson, Gaynor
Telesystems, Inc.; and Scott Shaver, IT Coordinator.

Motion/Second: Crane/Mulheren to authorize the purchase of a facility security and access control
system and installation from Gaynor Telesystems, Inc. in the amount of $33,453 and approve
corresponding budget amendment of $18,453 from building reserves. Motion carried by the

13. NEW BUSINESS
a. Approve Purchase of Video Storage Hardware for Local Police Archival Video in the
Amount of $89,352 and Cloud Storage which will be Billed per Month at a Capacity
Utilization Rate; Approve Purchase of Additional Storage for Facility Surveillance
System in the Amount of $33,273 and Corresponding Budget Amendments –
Information Technology.

Simerson, Community Services Supervisor.
Motion/Second: Crane/Doble to approve purchase of EMC Isilon “NAS” from EMC Corporation for
local police archival video storage in the amount of $89,352, and Cloud storage from Microsoft Azure
which will be billed monthly based on utilization, and approve purchase of additional storage from
Gaynor Telesystems, Inc., for Pelco Video storage for the facility security surveillance system in the
amount of $33,273. Motion carried by the following roll call votes: AYES: Crane, Mulheren, Doble,
Brown, and Scalmanini. NOES: None. ABSENT: None. ABSTAIN: None.
b. Adoption of Resolution (COU No. 2016-03) Establishing a Special Revenue Fund to
Commit Future Transfer Station Rents; Create Mechanics for Adjustment of Transfer
Station Gate Fee Surcharge; and Use Local Government Assurance Option for
Corrective Action Plan (Cap Reserve) – Finance.
Presenters: Karen Scalabrini, Finance Director and Emmett Jones, Certified Public Accountant.
Motion/Second: Crane/Doble to adopt the Local Government Assurance (Option 1) to fulfill
Corrective Action Plan (CAP) Finance Assurance with Cal Recycle. Motion carried by the following
