PROFESSIONAL CONSULTING SERVICES
This Agreement, made and entered into this Z %'rday of /-t pr l , 2006, by and between CITY OF
UKIAH, CALIFORNIA, hereinafter referred to as "City" and Whitlock and Weinberger Transportation, Inc., a
California Corporation, hereinafter referred to as "Consultant ".
RECITALS
This Agreement is predicated on the following facts:
a. City requires consulting services related to the preparation of an update of the City's speed zone
surveys.
b. Consultant represents that it has the qualifications, skills, and experience to provide these services, and
is willing to provide them according to the terms of this Agreement.
c. City and Consultant agree upon the Scope -of -Work and Work Schedule attached hereto as Attachment
"A ", describing contract provisions for the project and setting forth the completion dates for the various
services to be provided pursuant to this Agreement.
TERMS OF AGREEMENT
1.0 DESCRIPTION OF PROJECT
1.1 The Project is described in detail in the attached Scope -of -Work (Attachment "A ").
2.0 SCOPE OF SERVICES
2.1 As set forth in Attachment "A ".
2.2. Additional Services. Additional services, if any, shall only proceed upon written agreement between
City and Consultant. The written Agreement shall be in the form of an Amendment to this Agreement.
3.0 CONDUCT OF WORK
3.1 Time of Completion. Consultant shall commence performance of services as required by the Scope -of-
Work upon receipt of a Notice to Proceed from City and shall complete such services by no later than
June 14, 2006. Consultant shall complete the work to the City's reasonable satisfaction, even if contract
disputes arise or Consultant contends it is entitled to further compensation.
4.0 COMPENSATION FOR SERVICES
4.1 Basis for Compensation. For the performance of the professional services of this Agreement,
Consultant shall be compensated on a time and expense basis not to exceed a guaranteed maximum
dollar amount of $29,500. Labor charges shall be based upon Consultant's standard hourly billing rates
for the various classifications of personnel in effect as of the date of this contract which shall include all

indirect costs and expenses of every kind or nature, except direct expenses. The direct expenses and the
fees to be charged for same shall be customary and reasonable.
4.2 Changes. Should changes in compensation be required because of changes to the Scope -of -Work of this
Agreement, the parties shall agree in writing to any changes in compensation. "Changes to the Scope -
of- Work" means different activities than those described in Attachment "A" and not additional time to
complete those activities than the parties anticipate on the date they entered this Agreement.
4.3 Sub - contractor Payment. The use of sub - consultants or other services to perform a portion of the work
of this Agreement shall be approved by City prior to commencement of work. The cost of sub -
consultants shall be included within the $29,500 provided in Section 4.1.
4.4 Terms of Payment. Payment to Consultant for services rendered in accordance with this contract shall
be based upon submission of monthly invoices for the work satisfactorily performed prior to the date of
invoice less any amount already paid to consultant, which amounts shall be due and payable upon
receipt by City. Invoices shall be accompanied by documentation sufficient to enable City to determine
progress made.
5.0 ASSURANCES OF CONSULTANT
5.1 Independent Contractor. Consultant is an independent contractor and is solely responsible for its acts or
omissions. Consultant (including its agents, servants, and employees) is not City's agent, employee, or
representative for any purpose.
5.2 Conflict of Interest. Consultant understands that its professional responsibility is solely to City.
Consultant has no interest and will not acquire any direct or indirect interest that would conflict with its
performance of the Agreement. Consultant shall not in the performance of this Agreement employ a
person having such an interest.
6.0 INDEMNIFICATION
6.1 Insurance Liability. Without limiting Consultant's obligations arising under Paragraph 6.2 Consultant
shall not begin work under this Agreement until it procures and maintains for the duration of this
Agreement insurance against claims for injuries to persons or damages to property, which may arise
from or in connection with its performance under this Agreement.
A. Minimum Scope of Insurance
Coverage shall be at least as broad as:
1. Insurance Services Office ( "ISO ") Commercial General Liability Coverage Form No.
CG 00 01 11 85.
2. ISO Form No. CA 0001 (Ed. 1/78) covering Automobile Liability, Code 1 "any auto" or
Code 8, 9 if no owned autos and endorsement CA 0025.
3. Worker's Compensation Insurance as required by the Labor Code of the State of
California and Employers Liability Insurance.
4. Professional Liability Insurance covering damages which may result from errors,
omissions, or acts of professional negligence by Consultant.

B. Minimum Limits of Insurance
Consultant shall maintain limits no less than:
1. General Liability: $1,000,000 combined single limit per occurrence for bodily injury,
personal injury and property damage. If Commercial General Liability Insurance or
other form with a general aggregate limit is used, the general aggregate limit shall apply
separately to the work performed under this Agreement, or the aggregate limit shall be
twice the prescribed per occurrence limit.
2. Automobile Liability: $1,000,000 combined single limit per accident for bodily injury
and property damage.
3. Worker's Compensation and Employers Liability: Worker's compensation limits as
required by the Labor Code of the State of California and Employers Liability limits of
$1,000,000 per accident.
4. Professional Liability Coverage: $1,00,000 combined single limit per occurrence. If
the coverage is an aggregate limit, the aggregate limit must apply separately to the work
performed under this Agreement, or the aggregate limit shall be twice the per
occurrence limit.
C. Deductibles and Self- Insured Retentions
Any deductibles or self - insured retentions must be declared to and approved by the City. At the
option of the City, either the insurer shall reduce or eliminate such deductibles or self - insured
retentions as respects to the City, its officers, officials, employees and volunteers; or the
Consultant shall procure a bond guaranteeing payment of losses and related investigations,
claim administration and defense expenses.
D. Other Insurance Provisions
The policies are to contain, or be endorsed to contain, the following provisions:
1. General Liability and Automobile Liability Coverages
a. The City, it officers, officials, employees and volunteers are to be covered as
additional insureds as respects; liability arising out of activities performed by or
on behalf of the Consultant, products and completed operations of the
Consultant, premises owned, occupied or used by the Consultant, or
automobiles owned, hired or borrowed by the Consultant. The coverage shall
contain no special limitations on the scope -of- protection afforded to the City,
its officers, officials, employees or volunteers.
b. The Consultant's insurance coverage shall be primary insurance as respects to
the City, its officers, officials, employees and volunteers. Any insurance or
self - insurance maintained by the City, its officers, officials, employees or
volunteers shall be excess of the Consultant's insurance and shall not contribute
with it.

c. Any failure to comply with reporting provisions of the policies shall not affect
coverage provided to the City, its officers, officials, employees or volunteers.
d. The Consultant's insurance shall apply separately to each insured against whom
claim is made or suit is brought, except with respect to the limits of the insurer's
liability.
2. Worker's Compensation and Employers Liability Coverage
The insurer shall agree to waive all rights of subrogation against the City, its officers,
officials, employees and volunteers for losses arising from Consultant's performance of
the work, pursuant to this Agreement.
3. Professional Liability Coverage
If written on a claims -made basis, the retroactivity date shall be the effective date of this
Agreement.
4. All Coverages
Each Insurance policy required by this clause shall be endorsed to state that coverage
shall not be suspended, voided, canceled by either party, reduced in coverage or in
limits except after thirty (30) days prior written notice by certified mail, return receipt
requested, has been given to the City.
E. Acceptability of Insurers
Except for professional liability insurance, insurance is to be placed with insurers with a Best's
rating of no less than A:VII and who are admitted insurers in the State of California.
Professional liability insurance may be underwritten by Lloyds of London.
F. Verification of Coverage
Consultant shall furnish the City with certificates of Insurance and with original Endorsements
effecting coverage required by this Agreement. The Certificates and Endorsements for each
insurance policy are to be signed by a person authorized by that insurer to bind coverage on its
behalf. The Certificates and Endorsements are to be on forms provided or approved by the City.
Where by statute, the City's Workers' Compensation - related forms cannot be used, equivalent
forms approved by the Insurance Commissioner are to be substituted. All Certificates and
Endorsements are to be received and approved by the City before Consultant begins the work of
this Agreement. The City reserves the right to require complete, certified copies of all required
insurance policies, at any time. If Consultant fails to provide the coverages required herein, the
City shall have the right, but not the obligation, to purchase any or all of them. In that event, the
cost of insurance becomes part of the compensation due the contractor after notice to Consultant
that City has paid the premium.

G. Subcontractors
If Consultant uses subcontractors or sub - consultants, it shall cover them under its polices or
require them to separately comply with the insurance requirements set forth in this Paragraph
6.1.
6.2 Indemnification. Notwithstanding the foregoing insurance requirements, and in addition thereto,
Consultant shall indemnify, defend and hold harmless City officers, agents and employees from and
against any and all claims, demands, liability, costs and expenses, including court costs and counsel
fees, arising out of the injury to or death of any person or loss of or physical damage to any property
resulting from any negligent or wrongful act or omission committed by Consultant or it's officers,
agents or employees while performing services under this Agreement. Consultant's liability for
professional negligence shall be limited to $1,000,000.
As to events which occur during Consultant's performance of this Agreement, City shall hold Consultant
harmless from and defend Consultant against all claims, liability, damage, or loss arising out of any
injury or death of any person or damage to or destruction of property attributable to the negligent or
willfully wrongful act or omission of City or its officers and employees, where the injury, death or
damage is caused by the sole and active negligence or willful misconduct of City or City's employees.
7.0 CONTRACT PROVISIONS
7.1 Ownership of Work. All documents furnished to Consultant by City and all reports and supportive data
prepared by Consultant under this Agreement are City's property and shall be given to City at the
completion of Consultant's services at no additional cost to City. Deliverables are identified in the
Scope -of -Work, Attachment "A ".
7.2 Governing Law. Consultant shall comply with the laws and regulations of the United States, the State
of California, and all local governments having jurisdiction over this Agreement. The interpretation and
enforcement of this Agreement shall be governed by California law and any action arising under or in
connection with this Agreement must be filed in a Court of competent jurisdiction in Mendocino
County.
7.3 Entire Agreement. This Agreement plus its Attachment(s) and executed Amendments set forth the
entire understanding between the parties.
7.4 Severability. If any term of this Agreement is held invalid by a court of competent jurisdiction, the
remainder of this Agreement shall remain in effect.
7.5 Modification. No modification of this Agreement is valid unless made with the agreement of both
parties in writing.
7.6 Assignment. Consultant's services are considered unique and personal. Consultant shall not assign,
transfer, or sub - contract its interest or obligation under all or any portion of this Agreement without
City's prior written consent.
7.7 Waiver. No waiver of a breach of any covenant, term, or condition of this Agreement shall be a waiver
of any other or subsequent breach of the same or any other covenant, term or condition or a waiver of
the covenant, term or condition itself.

7.8 Litigation. In the event a suit or action is instituted to enforce any of the terms and conditions of this
Agreement, the prevailing party shall collect, in addition to the costs and disbursements allowed by
statutes, such sums as the court may adjudge reasonable as attorney's fees in such suit or action in both
trial and appellate courts.
7.9 Termination. This Agreement may only be terminated by either party: 1) for breach of the Agreement;
2) because funds are no longer available to pay Consultant for services provided under this Agreement;
or 3) City has abandoned and does not wish to complete the project for which Consultant was retained.
A party shall notify the other party of any alleged breach of the Agreement and of the action required to
cure the breach. If the non - breaching fails to cure the breach within the time specified in the notice, the
contract shall be terminated as of that time. If terminated for lack of funds or abandonment of the
project, the contract shall terminate on the date notice of termination is given to Consultant. City shall
pay the Consultant only for services performed and expenses incurred as of the effective termination
date. In such event, as a condition to payment, Consultant shall provide to City all finished or
unfinished documents, data, studies, surveys, drawings, maps, models, photographs and reports prepared
by the Consultant under this Agreement. Consultant shall be entitled to receive just and equitable
compensation for any work satisfactorily completed hereunder, subject to off -set for any direct or
consequential damages City may incur as a result of Consultant's breach of contract.
7.10 Duplicate Originals. This Agreement may be executed in duplicate originals, each bearing the original
signature of the parties. When so signed, each such document shall be admissible in administrative or
judicial proceedings as proof of the terms of the Agreement between the parties.
8.0 NOTICES
Any notice given under this Agreement shall be in writing and deemed given when personally delivered
or deposited in the mail (certified or registered) addressed to the parties as follows:

Whitlock & Weinberger Transportation, Inc. (W- Trans) is pleased to present this proposal to update the
City of Ukiah's Speed Zone Surveys. The proposal that follows responds to your Request for Proposal
dated February 23, 2006, and the subsequent Addendum No. 1, based on our knowledge of the City of
Ukiah and experience preparing speed zone surveys for literally hundreds of streets segments in numerous
jurisdictions in northern California.
The approach we propose to use in updating the City's speed zone surveys is similar to that applied in
previous projects, and includes participation by several staff members in order to bring the appropriate level
of expertise as well as sufficient manpower to the project to meet the requested schedule. I will serve as
the project's Principal -in- Charge, overseeing the work effort and ensuring both the quality and timeliness
of our product. Allan Tilton will rely upon his considerable public- sector experience as he assists with the
review of the data and development of recommended speed limits. Under our direction Becky Simon and
Scott Robertson will each take a portion of the street segments and prepare the analyses simultaneously
to expedite our process. Our data collection effort will be conducted by our field technicians, with
assistance from Marks Traffic Data Services to perform the machine counts.
Because this type of project is data intensive, it is anticipated that many trips to Ukiah will be necessary in
order to perform all of the field reviews and data collection. Our proximity to the City of Ukiah will allow
W -Trans to provide you with more hours of actual review time by our professional staff rather than relying
on field technicians to collect information on the street configurations and conditions. We believe that the
level of involvement by professional staff is key to achieving surveys that are accurate and, more
importantly, defensible.

Project Approach and Schedule
The following specific tasks are suggested in order to achieve a final Speed Survey Report containing
Engineering & Traffic Surveys for all 49 segments identified in the City of Ukiah.
1. The project manager will meet with staff to obtain a copy of the surveys adopted in 2000 and discuss
any changes in traffic patterns, road geometrics or other conditions which have taken place since then
and which might affect the new surveys, as well as any desires to modify segments from those included
in 2000.
2. The project manager will drive all of the road segments to gain a general idea of the geometrics and
operational characteristics, particularly those elements that might affect the safe and reasonable speed
for the roadway but that might not be obvious to the casual observer.
3. Based on the preliminary review of the street segments, the project manager will provide feedback to
the City regarding any streets that could potentially be radar - enforced under prima facie speed limits,
and without the need for an Engineering & Traffic Survey. If segments are identified that meet the
criteria for radar enforcement with a survey, and the City concurs with this finding, this information will
be documented for the report and no further data will be collected, resulting in a cost savings for the
City.
4. The project engineers will perform more detailed surveys of all of the street segments to document the
characteristics such as lane configuration, existence or lack of a sidewalk, parking conditions, bicycle
facilities and traffic, terrain, etc. Visual records using video and /or digital photos will be collected for
each of the segments.
5. W- Trans' sub - consultant, Marks Traffic Data Service, will conduct traffic counts by machine for 24 hours
on all 49 road segments.
6. Radar speed surveys will be performed during off -peak periods, avoiding the morning, noon and evening
traffic peaks. At least 100 vehicles will be sampled for each segment using standard data collection
techniques. The potential of using machines to collect speeds on segments that are likely to require
more than two hours to obtain the desired sample size will be discussed with City staff, and both speeds
and volumes obtained by machine if approved.
7. The collision records will be reviewed to determine the number of collisions on each of the survey
segments during the most recent 3 -year period available. W -Trans maintains an electronic database of
collision records for the City of Ukiah utilizing data available from the California Highway Patrol. The
collision data will be searched using the Crossroads software, which allows production of collision
summary reports based on user - specified parameters. (Note that 2005 records are expected to be
available later this year, but are unlikely to be ready prior to completion of this work, so the review will
likely be based on 2002 -2004 data.)
8. All of the pertinent information will be entered in an Excel spreadsheet form. This form includes all of
the information indicated on the City's sample form (Attachment "C" of the RFP), but condenses it to
a single page. It would be modified as necessary to meet the specific needs of the City of Ukiah. Draft

surveys will be submitted to City staff for review, and any recommended changes from the existing
speed limits will be discussed with City staff for any local insight which might affect the recommendation.
A copy of the form is provided as Exhibit A.
9. A draft report will be prepared that details all of the methods, assumptions, and results of the data
collection and survey preparation, and which recommends speed limits for each of the survey segments.
Copies of all of the surveys as well as forms documenting that the existing prima facie speed limit is
radar - enforceable without a survey will be provided in appendices.
10. A meeting will be held with City staff to discuss the draft report and obtain comments.
11. The report will be finalized based on comments from City staff and 12 bound copies and one unbound
copy provided. Additionally, an electronic version in pdf format will be supplied. Two original copies
of each E &TS will be provided, both with wet signature and seal of a Professional Traffic Engineer and
a space for the City Engineer to sign.

igher than might be expected based on average rates statewide on similar facilities. indicating that the prevailing speed of 28
mph may be higher than is reasonable for this roadway. It is therefore recommended that the 25 mph speed limit be retained.
RECOMMENDATION

Schedule
The City has established a preliminary schedule that is indicated in Addendum No. 1 to the Request for
Proposals. This schedule allows for about eight weeks to collect all data and prepare the draft speed zone
survey report. We accept the schedule as proposed provided that if the anticipated start date of April 5
slips, the schedule will be pushed back accordingly. Following is a schedule for the work on a task basis
based on the April 5 start date.

Dalene J. Whitlock and Stephen Weinberger, the principals of W- Trans, opened the firm in January of 1995.

engineering expertise to solve the traffic and transportation problems that face communities.

In 1995, Dalene Whitlock and Steve Weinberger formed W -Trans based on a team structure that allows
their involvement on every project undertaken and takes advantage of their distinctly different backgrounds
and styles. We believe that the extensive principal participation that we provide on every project is one
of our greatest strengths. In addition to the high level of experience gained by the client, it allows us to
guide and train our younger staff members so that they can be productive members of the engineering and
planning community sooner than they would be otherwise. Being a relatively small firm with a single office
allows easy and frequent communication among our staff.
The staff members have a broad range of experience providing traffic engineering support to local agencies,
and their complementary skills provide different perspectives, which leads to a better overall solution to
any given problem or analysis. Professional staff at W -Trans has extensive public and private sector
experience with registration in traffic and civil engineering by the State of California or certification by the
American Institute of Certified Planners.
Dalene J. Whitlock, P.E., PTOE, Principal. Ms. Whitlock has expertise in the areas of traffic operation,
safety analysis and transportation facility design as well as the various facets of transportation planning. She
has gained substantial experience in traffic operation through previous public agency positions as well as
through providing staff services to many of our current clients. Her attention to detail is unmatched, which
is why Dalene reviews all W -Trans products before they are forwarded to our clients. She is currently
serving District 6 of the Institute of Transportation Engineers as its Vice - President, and has in the passed
assisted the Board of Registration in preparing the traffic engineering exam. She will be the primary contact
and principal -in- charge for the speed survey project.
Allan Tilton, P.E., Senior Associate. Mr. Tilton has been employed in both public and private sector traffic
engineering positions since 1982. He has significant experience with traffic collision analysis, traffic
operation, signal design, neighborhood traffic issues, transportation planning, and planning for alternative
modes of transportation. Allan played a key role in the concept, design and construction of the first modern
roundabout to be built in Sonoma County. In 2000, he received the Office of Traffic Safety's "Outstanding
Achievement Award" for linking collisions and citations to a GIS database. Mr. Tilton was the first to use
passive and video detection of pedestrians with in- roadway pedestrian warning devices. Because of his
previous experience as traffic engineer at the City of Petaluma, Allan provides staff services to many of W-
Trans' public agency clients as well as providing valuable insight into our public agency projects. Allan will
provide assistance on the speed survey project.
Becky Simon, EIT, Assistant Engineer. Ms. Simon is a graduate of the University of California at Berkeley.
Becky provides support on projects which need to bridge the gap between planning and engineering. Her
undergraduate training in Environmental Engineering and her technical writing skills are effective for EIR
work as well as multi - discipline projects. Becky will assist in the preparation of the surveys and report
Scott Robertson, EIT, Assistant Engineer. Mr. Robertson graduated from California State Polytechnic
University at San Luis Obispo, and has gained experience through preparing numerous traffic impact studies
as well as assisting on operational studies, and will assist in the completion of the survey forms.

Marks Traffic Data Service (MTDS) will subcontract to W -Trans to provide the machine counts. We
have worked with MTDS staff for more than 15 years. In addition to providing machine counts, such as will
be needed on this project, their data collection experience includes performing the radar speed surveys, so
their staff could be called upon to assist in this effort and support our staff. MTDS also performs turning
movement counts, classification counts, gap studies, and numerous of engineering data collection tasks.

School Safety Evaluations
Over the last ten years, W -Trans has conducted dozens of traffic circulation and safety studies for many
schools in the North Bay. These evaluations generally include consideration of conflicts between bicycle
and pedestrian access, drop -off areas and parking.
Safe Routes to School, City of Petaluma: W -Trans recently submitted a report detailing Safe Routes to School
plans for all twelve elementary schools in the City of Petaluma. For this project Becky Simon performed
site reviews at all twelve schools to identify existing traffic controls and pedestrian facilities and prepare
recommendations for needed improvements.
Context Sensitive Traffic Engineering
Livable streets /context sensitive design is a collaborative, interdisciplinary approach that involves all
stakeholders to develop a transportation facility that fits its physical setting and preserves scenic, aesthetic,
historic, and environmental resources, while maintaining safety and mobility. It is an approach that considers
the total context within which a transportation improvement project will exist.
W -Trans has experience with a variety of traffic operational issues that should be considered in livable street
projects, including vehicular capacity and conflicts, pedestrian safety, parking demand and maneuvers, transit

stop activity and bicycle facilities. We utilize our creativity to envision innovative transportation solutions
while also being well - grounded in technical traffic engineering theories and analyses. We are also
comfortable interfacing with urban design professionals, landscape architects, economic consultants,
community organizations and any other parties who may be involved in a street redesign project.
Danville Boulevard Traffic Improvements: Steve Weinberger, Zack Matley and Allan Tilton have completed a
traffic improvement plan for the County of Contra Costa Department of Public Works that Don Costa has
subsequently provided design plans to implement. The focus of the streetscape plan was to reduce travel
speeds and increase pedestrian safety while providing capacity for shopping traffic in this core areas of the
unincorporated area of Alamo.
Walkable Cotati Phase I Planning and Design: Steve Weinberger and Allan Tilton provided traffic engineering
services to the City of Cotati to implement the first phase of a walkable vision plan. Phase I addressed
improvements to traffic circulation and pedestrian safety for a downtown street segment. Recommended
measures include a roundabout gateway and midblock in- pavement flashing crosswalks.
Cloverdale Boulevard Redesign: Steve Weinberger was the project manger for the circulation and parking
portion of the project to redesign Cloverdale Boulevard in the City of Cloverdale. The project included
the reduction of the street from four lanes to two to accommodate pedestrian activities as well as the
creation of alternating diagonal parking /parallel parking which allowed wider sidewalks and a meandering
effect to the street. A midblock pedestrian crossing median was also designed by W -Trans with an offset
"fenced in" treatment.
Bicycle and Pedestrian Facilities
Marin County Bicycle and Pedestrian Master Plan: Josh Abrams managed this major plan for Marin County.
The Plan included extensive public workshops, needs analysis, surveys of bicyclists, pedestrians, and school
children, and field review. Unique aspects of the study included review of several old railroad tunnels for
possible conversion into public multi -use pathways. Adding to the complexity of these tunnels is proposed
shared use with future rail transit. Other improvements included sidewalk and educational programs,
colored bike lanes, and shoulder improvements in rural areas.
San Diego Pedestrian Design Guidelines: In association with Community Design + Architecture of Oakland,
W -Trans provide traffic engineering assistance in the development of model pedestrian- design guidelines
for the San Diego Association of Governments (SANDAG). The document provides a coherent set of
guidelines for creating an environment conducive to walking that local communities can adopt and tailor for
their specific conditions. The focus of the guidelines is placed on the design of the entire street right -of -way,
balancing the needs of motorized traffic and bicyclists with those of the pedestrian. Recommendations for
the design of the `pedestrian realm' are presented, identifying appropriate dimensions, amenities, lighting,
etc. and the design of the buildings fronting the pedestrian path.
University Area Pedestrian Safety Design: In response to the City of San Jose's priorities to address pedestrian
safety and create a walkable, pedestrian - friendly downtown in the Civic Plaza- University Area, W -Trans
completed a pedestrian safety study which identified issues related to intersection operations within the
study area and proposed measures that enhance pedestrian orientation. Following completion of the study,
Steve Weinberger participated in a training course for approximately 40 City staff on the approach to

identify pedestrian issues and tools available for pedestrian safety.
San Francisco Intersection Pedestrian Facility Improvements: The focus of this study was to evaluate conditions
which contribute to a high rate of pedestrian - vehicle collisions and to develop recommendations focused
on reducing the number of pedestrian collisions at the most severe pedestrian collision locations in the City
of San Francisco. The study included eleven locations which were ranked based on the severity of collisions
as well as the several types of collision rates. The majority of these improvements were low to medium
cost solutions which typically cost $2,000 to $3,000 per item.
City of Santa Rosa Bicycle Master Plan Update: W -Trans performed the role as local liaison in the update of
the Bicycle Master Plan for the City of Santa Rosa.
Staff Services
Dalene Whitlock, Steve Weinberger and Allan Tilton have gained substantial experience in traffic operation
and neighborhood traffic issues through positions with public entities or providing staff services. These
assignments have given them exposure to similar but distinct issues and how various communities react to
these issues, as well as allowing them to provide each jurisdiction with insights on how other communities
have handled similar situations. W -Trans staff members make use of their extensive library of multi -modal
references when assisting communities with specific traffic problems. Services typically include signal
retiming, collision review and remediation, neighborhood traffic management, responding to citizen requests
and general field review.
Innovative Traffic Design Features to Control Traffic Flow
W -Trans actively pursues and suggests design features intended to control traffic flow for the benefit of local
traffic, bicyclists and pedestrians. These features, which are generally not "standard," employ concepts that
are increasingly being discussed and promoted at traffic engineering conferences. Design ideas such as
narrow street widths, medians, bulbouts, traffic circles, roundabouts, chicanes, etc., can be used to slow
traffic and make public streets more desirable for use by pedestrians and bicyclists while still serving the
traffic flow, especially in downtown areas.

Traffic Engineering - During six years of public employment, performed all aspects of City and County Traffic Engineering by
overseeing daily traffic operations efforts. This work included analysis of high accident locations and review of accident reports for
potential trends. Supervised technicians in gathering data such as existing conditions and controls, traffic counts, radar speed
surveys, accident histories, time and delay, and other data as needed for analysis. Assisted in the development of traffic engineering

Traffic Signals - Completed designs for installation of numerous new traffic signals, modification to existing traffic signals, and

Traffic Operations - During tenure with both the City of Santa Rosa and County of Marin, provided daily traffic engineering
including investigating and responding to citizen concerns, determining appropriate location and message for regulatory, warning,
guide and construction signing; preparing Engineering and Traffic Surveys for establishing and retaining speed limits; determining
appropriate crosswalk locations and striping configurations, including addition of turn pockets and bicycle lanes; reviewing
development and construction plans for operational concerns; determining street lighting needs on existing streets; and preparing
