HomeMy WebLinkAboutEBA Wastechnologies 1992-11-12; Amendment 2 1994-09-15 ActiveGL- Air CITY OF UKIAH AMENDMENT TO MASTER AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES DATED NOVEMBER 12, 1992 TERMS AND CONDITIONS All terms and conditions of Master Agreement for Professional Consulting Services between City of Ukiah and EBA Wastechnologies dated November 12, 1992 shall remain in force and effect except as modified by this and previous executed amendments. AUTHORIZATION Upon execution of this amendment, consultant is authorized to perform the work described under "Scope -of- Work" of this amendment, on a time and expense basis not to exceed the total amount of compensation indicated for the work task. SCOPE -OF -WORK Work Task 111 of Amendment to Master Agreement is hereby amended by the addition of the following: Task 111 - Perform a groundwater monitoring well installation to be installed in the area southeast of the landfill in order to further characterize the extent of groundwater contamination and to aid in the determination of groundwater gradient of the aquifer monitored at Well 90 -8 and 92 -4. Works includes preparation of report documenting the well installation procedures, boring logs, applicable maps and drawings. Reference is made to consultants proposal dated December 8, 1993. Rough, Jr. City Manager 47/z -7q DATE CITY OF UKIAH AMENDMENT TO MASTER AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES DATED NOVEMBER 12, 1992 TERMS AND CONDITIONS All terms and conditions of Master Agreement for Professional Consulting Services between City of Ukiah and EBA Wastechnologies dated November 12, 1992 shall remain in force and effect except as modified by this and previous executed amendments. Consultant is advised that the City is acquiring this service under special procedures provided in its Municipal Code. The City is required to have a completed work plan for landfill gas migration remediation within the operating record within sixty (60) days from detection. The City is utilizing the date of the report (August 18, 1994) for Landfill Gas Migration Monitoring Results as the date of detection. It is imperative and paramount that the Work Plan for Landfill Gas Migration Remediation be submitted in final form to the City no later than October 17, 1994. AUTHORIZATION Upon execution of this amendment, consultant is authorized to perform the work described under "Scope -of- Work" of this amendment, on a time and expense basis not to exceed the total amount of compensation indicated for each work task. It is estimated that the installation of each gas monitoring well will be in the range of $15,000 and that the cost of the Landfill Gas Remediation Work Plan is $10,000, for a not -to- exceed total of $70,000. However, the cost for installation of monitoring wells is likely to vary due to field conditions, with the consequent need for additional effort or level of detail in the Landfill Gas Remediation Work Plan. Therefore, it is agreed that the cost for each work task is intended to guide the budgeting and performance of the work, but that funds may be shifted between tasks in order to complete the project, provided that the total cost shall not exceed $70,000 without prior written approval by the City. SCOPE -OF -WORK Work Task II of Amendment to Master Agreement dated February 10, 1994 is hereby amended by the addition of the following: Task II - Perform gas monitoring well installation, field evaluation and gas testing related to City's effort in determining the extent of any gas migration along the south boundary line of the landfill. Consultant shall install Gas Wells GAS -1, GAS -2, GAS -3 and GAS -5 pursuant to the Landfill Gas Monitoring System Proposal Work Plan (August, 1994). All work shall conform to applicable sections of 14 CCR and Subtitle D. Perform initial reporting, monitoring and other required work as identified in the Landfill Gas Monitoring System Proposal, Appendix C (August, 1994). Develop work plan describing the extent of the gas migration problem and how it can be remediated. Total compensation for the additions to this Task shall not exceed $70,000.
