Analyze samples submitted by the City of Ukiah's Water Treatment Plant for TTHM's and
HAA5's. Lab must be approved by USEPA/CDPH, and approved for Standard method
552.2 and 502.2 or 524.2.
The City of Ukiah currently takes four samples per quarter, with one additional sample taken
during the 3rd quarter. The samples are taken in January, April, July and October.
The term of this contract is for a three year period, expiring July 30, 2018.
The lab will be responsible for all reporting of the results to the CDPH, using the EDT reporting
method or other approved method. The lab shall supply all necessary sample bottles, travel
blanks, chain of custody forms, ice packs or coolant to preserve the sample temperature
at 4 deg C during transit, packing and cooler as required for each period. Costs shown
shall include the expense for delivery and pick -up of sample bottles:

Executive Summary
Enthalpy Analytical, formerly Associated Lab, has been providing reliable and specialty testing of
wastewater, groundwater, drinking water, storm - water, soil, sludge, hazardous waste and air for over
93 years. Associated Lab joined the Montrose Environmental Group in 2012 and as part of
Montrose' nationwide laboratory network, we are proud to adopt Montrose's laboratory brand of
Enthalpy Analytical in July, 2015.
Facility
Located in Orange County, Enthalpy Analytical facilities are comprised of over 20,000 square feet of
laboratory space equipped with state of the art instruments including multiple counts of gas
chromatographs (GC), mass spectrophotometers (MS), ion chromatographs (IC), UV
spectrophotometers, inductive couple plasma (ICP), high performance liquid chromatographs
(HPLC) and many other specialty equipment. We can maintain large sample capacity and able to
meet the rush turnaround time request by having redundancy in our instruments.
Certification
Enthalpy Analytical is certified by the State of California Environmental Laboratory Accreditation
Program (ELAP) and by the NELAC Institute (TNI) through Oregon Department of Health Services.
In addition, we are certified in the states of Nevada and Hawaii. We also hold approval from Center
of Disease Control (CDC) and various counties agencies including Orange County Sanitation District
(OCSD), Los Angeles County Sanitation District (LACSD), USFDA, and Department of Toxic
Substances (DTSC).

Analytical Testing and QA/QC
Enthalpy Analytical's priority focus is to provide quality analytical and customer services to all of our
clients. All of the methods performed by Enthalpy Analytical follow strict conformance with
Environmental Protection Agency (EPA) method guidelines and Enthalpy's Quality Assurance (QA)
Manual. The analytical reports adhere to the standard Level II QC guidelines which include sample
results, method blank, laboratory control standard, sample duplicate, matrix spike, matrix spike
duplicate, and surrogate recovery as applicable to the method being analyzed.
Enthalpy Analytical also participates in the EPA WP and WS Proficiency Testing (PT) programs with
average score above 90% for the last 10 years running. In addition, we participate in numerous
clients' audits to monitor our technical operation and to verify our compliance to the Quality
Assurance Project Plan (QAPP).
Field Services
Enthalpy Analytical provides a full range of sample pickups and sampling services utilizing our in-
house field staff. All of our field technicians are 40 hour HazMat trained and certified. For over 35
years, our field staff have been providing field support on grab samples, 24 -hour industrial waste
composite, as well as sampling of potable water from distribution points and drainage pipes. We
provide sample containers at no cost to our clients and the bottle kits are prepared based on
projects' and /or clients' protocol.

Bid for TTHM and HAAS samples
Analyze samples submitted by the City of Ukiah Water Treatment Plant for
TTHM's and HAA5's per standard method 552.2 and 502.2 or 524.2.
Laboratory will be responsible for all reporting of the results to the SWRCB,
using the EDT reporting method or other State approved method. The lab shall
supply all necessary sample bottles, travel blanks, chain of custody forms, ice
packs or coolant to preserve the sample at the required temperature during
transit, packing and cooler as required for each sample period. The expense of
delivery and shipment of sample bottles will be the responsibility of the
laboratory.
The required sampling schedule is as follows:
First week of October for year 2015, 2016, and 2017, four sites per year.
First week of January for year 2016, 2017, and 2018, four sites per year.
First week of April for year 2016, 2017, and 2018, four sites per year.
First week of July for year 2016, 2017, and 2018, five sites per year.

The City of Ukiah currently takes tour samples per quarter, with one additional sample taken
during the 3rd quarter. The samples are taken in January. Apra, July and October.
