PROJECT DESCRIPTION An application has been received from Greg Martyn on behalf of Redwood Tree Car Wash for approval of a Site Development Permit to allow the renovation of the existing 1,152 square foot car wash located at 859 South State Street, APN 002-091-17, within a (C-2) Heavy Commercial zoned area). The Project includes: ■ removal of 540 square foot north bay wash and equipment room; ■ saving and reusing the existing 540 square foot south bay structure, and increasing the bay by 360 square feet; ■ addition of 400 square foot equipment room; ■ addition of wash lane entrance with stacking space for 7 cars; ■ addition of wash lane exit; ■ new landscaping The Design Review Board is required by the City Code to review and make a recommendation on all Site Development Permit applications. STAFF ANALYSIS GENERAL PLAN The General Plan land use designation of the parcel is Commercial. This land use designation identifies lands where commerce and business may occur. Commercial lands are more precisely defined through the uses allowed in the individual zoning districts. The project site is located within an area identified in the Community Design element as a second level gateway in the City's General Plan. Projects located on general plan gateways are subject to a higher standard of design since the gateways provide the first impression of the community as one enters and then travels through the main corridors of the City. UKIAH MUNICIPAL AIRPORT MASTER PLAN The Project parcel is located outside the boundaries of the Ukiah Municipal Airport Master Plan and, therefore, is not subject to the compatibility requirements of the applicable airport compatibility zone. ZONING The parcel is located within the Heavy Commercial (C2) zoning district. In the C2 zone, car washing facilities are an allowed use; however, a site development permit is required for exterior modification of existing commercial structures. Vehicle Parking: The table below includes parking requirements that apply to the Project. The project includes new landscaping as shown in the Project Plans (Landscaping Plan attachments 4). Parking lot areas would be required to comply with the landscaping requirements unless granted relief by the Planning Commission.The landscaping requirements include the following: a. Landscaping shall be proportional to the building elevations. b. Landscape plantings shall be those which grow well in Ukiah's climate without extensive irrigation. Native species are strongly encouraged. c. All landscape plantings shall be of sufficient size, health and intensity so that a viable and mature appearance can be attained in a reasonably short amount of time. Deciduous trees shall constitute the majority of the trees proposed along the south and west building exposures; nondeciduous street species shall be restricted to areas that do not inhibit solar access. e. Parking lots with twelve (12) or more parking stalls shall have a tree placed between every four (4) parking stalls within a continuous linear planting strip, rather than individual planting wells, unless clearly infeasible. Parking lot trees shall primarily be deciduous species, and shall be designed to provide a tree canopy coverage of fifty percent (50%) over all paved areas within ten (15) years of planting. Based upon the design of the parking lot, a reduced number of trees may be approved through the discretionary review process. f. Parking lots shall have a perimeter planting strip with both trees and shrubs. g. Parking lots with twelve (12) or more parking stalls shall have defined pedestrian sidewalks or marked pedestrian facilities within landscaped areas and/or separated from automobile travel lanes. Based upon the design of the parking lot, and the use that it is serving, relief from this requirement may be approved through the discretionary review process. h. Street trees may be placed on the property proposed for development instead of within the public right of way if the location is approved by the city engineer, based upon safety and maintenance factors. i.All new developments shall include a landscaping coverage of twenty percent (20%) of the gross area of the parcel, unless based upon the small size of a parcel, it would be unreasonable and illogical. A minimum of fifty percent (50%) of the landscaped area shall be dedicated to live plantings. j. Landscaping plans shall include an automatic irrigation system and lighting plan. k.All required landscaping for commercial development projects shall be adequately maintained in a viable condition. Lighting: No new lighting is proposed SIGN ORDINANCE The project includes new signage as shown in section 6 of the Projects Plans. Information for existing signs has been requested from the applicant; however the information was not received in time to include in the staff report. One and one-half(1 1/2)square feet of sign area for every ground level linear foot of parcel frontage. No more than two-thirds(2/3J of this allowed signage to be freestanding. 2. In no case shall the total square footage of signs on a building frontage exceed the number of linear feet in the frontage or five hundred(S00)square feet, whichever is the lesser figure. 3. Signs in commercial and industrial zones shall not overhang the public right of way in excess of four feet(4'). 4. Regardless of any other provisions to this section, no sign attached to a building shall exceed the roof height of the main building on a parcel. Freestanding signs may exceed the roof height of the main building, providing the sign is thirty feet(30') or less and subject to a site development permit. 5. Signs in commercial and industrial zones, if illuminated, shall be indirectly illuminated, i.e., shall not have directly exposed bulbs, lamps, tubes or other illumination devices. 6. Signs in commercial and industrial zones shall not flash, revolve, move or be animated in any way. 7. Placement of signing shall be limited to street frontages and business frontages except sign orientation to parking areas, freeways, pedestrian malls, internal courts or sign programs may be allowed subject to a site development permit. DESIGN GUIDELINES The project site is located within the boundaries of the Downtown Design District. Therefore, the project would be subject to the Design Guidelines for Projects located within the Downtown Design District. Attachment 3 is the Checklist for Projects located within the Downtown Design District. SITE DEVELOPMENT PERMIT In order to approve a Site Development Permit, the following findings are required to be made and supported by information included as part of the application and public record. As part of its review of the proposed Project, staff requests the DRB also consider the required findings. 1. The proposal is consistent with the goals, objectives, and policies of the City General Plan. 2. The location, size, and intensity of the proposed project will not create a hazardous or inconvenient vehicular or pedestrian traffic pattern. 3. The accessibility of off-street parking areas and the relation of parking areas with respect to traffic on adjacent streets will not create a hazardous or inconvenient condition to adjacent or surrounding uses. Sufficient landscaped areas have been reserved for purposes of separating or screening the proposed structure(s)from the street and adjoining building sites, and breaking up and screening large expanses of paved areas. 5. The proposed development will not restrict or cut out light and air on the property,or on the property in the neighborhood; nor will it hinder the development or use of buildings in the neighborhood, or impair the value thereof. 6. The improvement of any commercial or industrial structure will not have a substantial detrimental impact on the character or value of an adjacent residential zoning district. 7. The proposed development will not excessively damage or destroy natural features, including trees,shrubs, creeks, and the natural grade of the site. 8. There is sufficient variety, creativity, and articulation to the architecture and design of the structure(s) and grounds to avoid monotony and/or a box-like uninteresting external appearance. CONCLUSION Staff requests the Design Review Board review the proposed project and make a recommendation to the Planning Commission on the site layout and design. ATTACH M ENTS 1. For over 35 years the Site has provided the community wirh a carwash, full-service auto-detailing, and vehicle maintenance. Commercial operations have incl�ded typical vehicle-orienred products and services, � including fuel and fluids, maintenance (e,g, tires sales and installation, oil and lube, wash and fu1] detail), window tinting and glass, convenience food ifiems, souvenir sales, and vehicle sales. The commercial � operations are set separatefy from a museum depicting the history of the Site as known as the "UJorid's Largest"Redwood Tree Service Station and Museum since 1936, A portion of Site is undergoing underground site environmental remediat+on under the review and authority of the State of California, North Coast Regional Water 9uality Control Board. EXPLAINATION The intentional car handling design of this project is much different than the current car handlin� policy at Redwood Tree Carwash. Typically at Conventional full serve washes, customers will enter onto the site pull into a receiving line and exit the vehide leavin� it in park with en�ine running and �o to the waitin� area. The employees then will reposition the vehicle to the wash pad area and wash the vehicle then drive through the final wash process then proceed to the detail area. The vehicle remains idlin� until the detail process be�ins. The new proposed configuration provide service to the customers while staying inside the vehicle throu�h the payment and wash process. This minimizes vehicle driver transitions , unoccupied vehicle idling as well as introducin� a new experience in stayin� with the vehicle through the wash process. The customer exits the wash process and delivers the vehicle to the detail area at which time the vehicle is turned off. Through the process the car is moved forward by the customer a car at a time which is in motion , not always stopped and idling. The wash process takes between one and two minutes to load depending on the vehicles condition. If the vehicle is a car with no extra heavy soils , the wash process can start in less than one minute. If the vehicle is a four door long bed pickup with mud on the rocker panels it will take 2 minutes or more. Typically the average number of pickups with and without extra soils are approximately 10% of the wash day totals. If the seventh car enters the stacking he or she would anticipate a wait of seven to fourteen minutes and within that time concludin� a payment transaction. Our estimate is that idle time will be reduced 30-40% from the current Vehicle idling time. 2. Traffic a. On avera�e how many customers do you serve on a daily basis? b.
