RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH FIXING LIMITATION ON
CITY EXPENDITURES FOR FISCAL YEAR 2015-2016
WHEREAS, the provisions of Proposition 4, (Article XIII B of the California Constitution), the
spending initiative, passed by the voters of the State of California, place a limitation on the
expenditures of governmental agencies; and
WHEREAS, the above referenced legislation requires the City of Ukiah to establish its
appropriation limit for the 2015-2016 fiscal year; and
WHEREAS, the Director of Finance of the City of Ukiah has computed the limitation of the City
of Ukiah for the 2015-2016 fiscal year in accordance with the provisions thereof in the amount of
$36,654,917.
NOW, THEREFORE, BE IT RESOLVED, that the budgetary appropriation limitation of the City
of Ukiah for fiscal year 2015-2016 is hereby fixed at $36,654,917, as set forth on Exhibit "A"
attached hereto and made a part hereof by this reference.

In November, 1979, the voters of the State of California approved Proposition 4, commonly
known as the Gann Initiative. The Proposition created Article XIIIB of the State Constitution
placing limits on the amount of revenue which can be spent by all entities of government
Prop 4 became effective for the 1980181 fiscal year, but the formula for calculating the limits
was based on the 1978179 "base year"revenues.
In order to deal with an increasing number of complaints about the restrictions of Prop 4, and
to increase the accountability of local government in adopting their limits, the voters approved
Prop 111 in June 1990. Among other things, Prop 111 provides new adjustment formulas
which should make the Appropriations Limit more responsive to local growth issues. It also
requires an annual review of Limit calculations.
The Appropriations Limitations imposed by Propositions 4 and 111 creates a restriction on the
amount of revenue which can be appropriated in any fiscal year. The Limit is based on actual
appropriations during the 1978179 fiscal year, and is increased each year using the growth of
population and inflation. Not all revenues are restricted by the Limit, only those which are
referred to as "Proceeds of Taxes."
