CALL TO ORDER The Traffic Engineering Committee meeting was called to order by Chairperson Baxter at 3:04 pm in the Council Chambers, Ukiah Civic Center, 300 Seminary Avenue, Ukiah, California. 2. APPROVAL OF MINUTES – June 9, 2015 Motion/Second: Vincent/Lampi to approve June 9, 2015 minutes as written. Motion carried by an all AYE voice vote of the members present. 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS Neil Davis commented that a bicyclist hit the speed bumps on the Rail Trail at the private driveway at the end of Clay Street. He asked if something is going to be done to make these speed bumps more visible. Member Kageyama stated that those speed bumps will be painted white. 4. OLD BUSINESS none 5. NEW BUSINESS a. Discussion and Possible Action regarding Request for Speed Bumps on Gibson Street. MINUTES of the Traffic Engineering Committee July 14, 2015 Page 2 Member Seanor presented this item. He received a letter from Ms. Camille Schraeder, Redwood Community Services, asking for speed bumps to be installed on Gibson Street between North State Street and North Oak Street to reduce the traffic flow and the speed of the traffic in this area. Gibson Street is approximately 31 feet wide with parking on both sides of the street. There are sidewalks on both sides of Gibson Street except for the properties at the northeast and southeast corners of Gibson Street and North Oak Street. Several residents of Gibson Street attended this meeting to explain that Gibson Street is used as a short cut to avoid the traffic signal at Low Gap Road and North State Street. The residents suggested installing speed bumps to prevent large trucks and speeding motorists from using this street. Several other ideas were presented such as:  Speed platforms which would be less of a tripping hazard than speed bumps;  Making Gibson Street a one-way street;  Painting a line down the middle of the street;  Blocking the street just beyond the businesses on State Street;  Reducing the speed limit;  Increasing police presence on the street;  Posting speed limit signs;  Placing a speed radar trailer on the street to ensure that motorists are aware of the speed limit on Gibson Street; and  Making improvements to the intersection at Low Gap Road and North State Street to include a signaled left turn light from North State Street onto Low Gap Road. The residents were against making one side of Gibson Street a No Parking Zone due to the large number of vehicles belonging to the residents on Gibson Street. Member Taylor of the Ukiah Police Department explained that radar cannot be used to give tickets for speeding on Gibson Street. He encouraged residents to call dispatch when speeding is happening so a patrol can be dispatched as soon as possible. Motion/Second: Thompson/Taylor to have the Police Department provide additional emphasis on driving the speed limit on Gibson Street with increased patrol on the street. The speed radar trailer will be placed on Gibson Street the next time it is available. New 25 mph signs will be posted at both ends of the street along with 25 mph painted on the pavement in proximity to the signs. The TEC Committee will investigate different options for Gibson Street and revisit this issue within 6 months. Motion carried by an all AYE voice vote of the members present. b. Discussion and Possible Action Regarding Request for Removal of No Parking Zone on Waugh Lane near Creekside Village Senior apartments. Member Seanor presented this item. He received a letter from Rosie Santana requesting the removal of the No Parking Zone on the east side of Waugh Lane adjacent to Creekside Village Senior Apartments because the parking lot at Creekside Village Senior Apartments routinely fills up leaving seniors and those visiting the apartments without a space to park. This section of Waugh Lane is 40 MINUTES of the Traffic Engineering Committee July 14, 2015 Page 3 feet wide which is sufficient to allow curbside parking. Several residents of Creekside Village Senior Apartments attended this meeting to explain their reasons to keep the No Parking Zone on Waugh Lane. They explained that of the 46 senior residents, only 22 drive their own vehicles. They did not think that a shortage of parking for residents exists. They explained the No Parking Zone is needed for the residents of Creekside Village Senior Apartments who do not drive to be picked up by buses or taxis. They expressed the fear that if parking is allowed along the east side of Waugh Lane, they would not be able to see on-coming traffic when pulling out of the Creekside driveway. Smoking is not allowed on Creekside property so residents who smoke are forced to smoke on the sidewalk along Waugh Lane. If undesirable vehicles are parked on Waugh Lane, residents of Creekside might be afraid to smoke in that area. Member Taylor explained that buses or taxis could be ticketed for loading passengers in a No Parking Zone. Motion/Second: Taylor/Vincent to have the City perform a study of the area to understand the measurements for a possible Loading Zone and bring this issue back as Old Business at a future meeting. Motion carried by an all AYE voice vote of the members present. 6. COMMITTEE MEMBER REPORTS Nancy Sawyer, CSO stated that the island on Perkins Street that causes a zig-zag when traveling east bound is not overly obvious. Motorists have run into this island. She asked if something can be done to make this jog in the traffic lane more visible. Member Kageyama explained that the median is part of the Rail Trail project to provide pedestrian safety when crossing Perkins Street. Signage will be installed to advise motorists to keep right. Reflectors and yellow stripes will be installed on the pavement to make the island more visible. 7. MISCELLANEOUS ITEMS none 8.
