RIGHT TO APPEAL DECISION Persons who are dissatisfied with a decision of the City Council may have the right to a review of that decision by a court. The City has adopted Section 1094.6 of the California Code of Civil Procedure, which generally limits to ninety days (90) the time within which the decision of the City Boards and Agencies may be judicially challenged. Mayor Read 7. CONSENT CALENDAR The following items listed are considered routine and will be enacted by a single motion and roll call vote by the City Council. Items may be removed from the Consent Calendar upon request of a Councilmember or a citizen in which event the item will be considered at the completion of all other items on the agenda. The motion by the City Council on the Consent Calendar will approve and make findings in accordance with Administrative Staff and/or Planning Commission recommendations. Award of Bid for Purchase of Five Detective Vehicles in the Amount of $85,065 to Northlake Ford-Mercury e. Award Professional Consulting Services Agreement on a Time-And-Expense Basis, to Rau and Associates, Inc., to Verify the In-Place Condition of the Existing Foundation Layer at the Ukiah Solid Waste Disposal Site Authorization of Sole Source Procurement by Execution of Amendment to Consulting Services Agreement With T. M. Herman and Associates, in the Amount Not to Exceed $10,000, to Provide Professional Land Surveying Services Mayor Read 8. Adoption of Resolution Adjusting Fees for the Ukiah Municipal Golf Course M/RC (4-1) Adopting Resolution 2002-11 adjusting fees for the Ukiah Municipal Golf Course 11:50 p.m. 14. 10. NEW BUSINESS a. Adopt Resolution Amending Transfer Station Contract With Solid Waste Systems M/RC (5-0) directing Staff to prepare an amended contract and resolution for Council's consideration b. Discussion of City Policy Regarding Annexation and Delivery of Water Outside The City Limits M/RC (3-2) determining that property owners must annex into the City prior to obtaining water service outside the City limits in the Brush Street Triangle c. Presentation of Programs Eligible to Utilize Money in the Public Benefits Fund Consensus of Council approved Scenario//2 for the C.A.R.E.S. Proqram, with the Emergency Assistance maximum level set at $300, placing a cap of $180,000 for the photovoltaic Pro_qram, and reducing the Conservation Program to $50,000 per year d. Request for Funding of Park Design Trip to Redding and Chico, California and Ashland, Oregon (Vice-Mayor Baldwin) Consensus of Council approved $2,000 in funding for field trips for the purpose of reviewin_~ -- park system design and associated operations e. Approval of Conflict Waiver Under Rules of Professional Responsibility M/RC (4-1) approving waiver for David Rapport under Rules of Professional Responsibility and authorize the Mayor to sign the letter waivinq the conflict. 11.
