CIVIL ENGINEERS•LAND SURVEYORS m CATHY A.McKEON,P.E. November 4, 2014 City of Ukiah Attn: Shannon Riley 300 Seminary Avenue Ukiah, CA 95482 Job No. R11003.3 RE: AMENDMENT TO PROPOSAL TO PREPARE SCHEMATIC DESIGN TASKS (PHASE 1 ENGINEERING) FOR THE RAILROAD CENTER PROPERTY AT 309 EAST PERKINS STREET; CLAY STREET CONCEPTUAL PLAN Dear Ms. Riley: This is to respond to your request for an amendment to our proposal to provide some conceptual engineering for infrastructure to support the proposed development of the Railroad Center Property at 309 East Perkins Street. The City Council gave direction to include the block of East Clay Street between Main Street and the Railroad Right-of-Way. Project Understanding The redevelopment of the railroad property will require the development of infrastructure along East Clay Street, including improvements for pedestrian traffic, possible upgrades to storm drainage facilities, and possible undergrounding of power, telephone, and communication utilities. The improved roadway would include curb, gutter, sidewalks, bicycle lanes, and street -- •Fees. Summary of Conceptual Engineering Tasks We will use the schematic design layout by GHD, Inc. for the new street railroad crossing to develop a conceptual plan of improvements to the East Clay Street infrastructure to serve the Courthouse Parcel. The components to the conceptual plan include improvement to the street layout, bicycle lane intersection with the Rail with Trail Project being constructed in the current Railroad Right-of-Way, and a study to estimate the cost of a joint trench from Main Street easterly to the Railroad Right of Way. Drainage is a particular challenge in this area west of the railroad. The evaluation of runoff to try to minimize or reduce the amount of storm water generated will be done at a conceptual level. Site LID (Low Impact Development) design parameters will be summarized in a brief drainage letter report. Scope of Services 1. Develop conceptual utility extensions by meeting with City of Ukiah Staff and reviewing infrastructure records for sanitary sewer, water, and power. Make initial contact with 100 NORTH PINE STREET • UKIAH,CALIFORNIA 95482 • 707-462-6536 • FAX 707-463-2729 www.rauandassoc.com CONTRACT ATTACHMENT A - 1415-149 PAGE 9 OF 11 Shannon Riley,November 4,2014 Page 2 other utilities such as AT&T, PG&E, and Comcast for conceptual point of connection information to the extent possible. Review infrastructure records and document nearby connections. Extensions are to be in the street easements for access to the site. 2. Provide supplemental survey mapping to include the buildings and utilities in the East Clay Street Corridor. 3. Develop a conceptual street cross-section and plan of the East Clay Street from the western boundary of the NCRA property to the western edge of Main Street. fi. Develop a conceptual approach to stormwater disposal using LID principles in conceptual design and preliminary calculations to address State Stormwater General Permit Requirements. 5_ Preparation of a brief Technical Memorandum to summarize the results of the drainage analysis and conceptual LID improvements. 6. Develop an "Opinion of Probable Construction Costs" for the infrastructure works described. Deliverables: Supplement the existing topographic mapping, which will then be used as a basis for developing the conceptual plans discussed above, The level of planning is intended to be conceptual only, which will provide a reasonable basis for the estimate of probable construction costs and document the alignments which form the basis for such costs. `rlie street outlines will include curbs, gutters, and sidewalks and planter areas, together with an alignment for each underground utility. The conceptual location of LID features and any hydraulic improvements which appears to have a potential for development will be included in the conceptual plan Tile conceptual design drawing will be a single 24" by 36" sheet at a scale of 1" r 20' or 1-=30'. It will be suitable for reduction to 11" by 17" half scale. It will be supplied in hard copy and as a pdf electronic submittal. The opinion of probable construction costs will break down the various construction items in sufficient detail to provide an order of magnitude of costs, to which a 20% contingency will be added to provide for the details which will not be included. Components related to the cost of IZID features will bE included as a suction of the estiniate piepaied foi- the entiie pioject, so that the entire estimate is in one document. The estimate will be submitted in hard copy and as a pdf electronic file. A Technical Memorandum will summarize the results of the drainage analysis and conceptual LID improvements. Proposed Maximum Not-to-Exceed Fee We propose to complete the tasks included in the amended scope of engineering services described for an additional Not-To-Exceed Fee of$4,420, which will amend the agreed Not-To- Exceed Fee of$26,420 to a total Not-To-Exceed Fee of$30,840. The schedule of fees and the basis for estimating the engineering costs for this amendment is attached at the end of this letter proposal. Proposed Schedule I CONTRACT 1415-149 ATTACHMENT A- PAGE 10 OF 11 Shannon Riley,November 4,2014 Page 3 With the understanding of the urgency of this project, we propose to begin the work within two working days of receiving written authorization to proceed, with the expectation that an executed agreement will follow within a reasonable time period. It is anticipated that it will take us approximately 2 working days to complete the supplemental topographic mapping. We anticipate completing the remaining deliverables within approximately three weeks. Assumptions and Exclusions: This proposal is based upon the following assumptions: • We will be authorized to proceed in time to include East Clay Street infrastructure in the meetings with the Dry Utility Agencies to review infrastructure points of connection and capacity. • There will be only one review and comment process, involving the City of Ukiah Staff and a representative of the NCRA, before the work product is final. Thank you for this opportunity to be of service. Very truly yours, i George C. Rau, President Rau and Associates, Inc.
