The Traffic Engineering Committee welcomes input from the audience. In order for everyone to be heard,
please limit your comments to three (3) minutes per person and not more than 10 minutes per subject. The
Brown Act regulations do not allow action to be taken on non -agenda items.

Glen Donalson gav ����/�/ mment and said that he uses Mill Street instead of Gobbi Street as it is less
busy and there is a sign ;/P allow for easier crossing of State Street to the East. He has noticed that a
truck and trailer both park on the street and are 8 feet wide and vehicles commonly cross the center line to
pass the truck and trailer. The owner of the trailer had been asked to move the trailer and has done so but
the truck is still too wide and creates a hazard.
Member Whitaker brought photos from this morning to show the committee where vehicles were parked.
He also commented that if the vehicle owner on the south side of the street is required to move his vehicle,
the owner of the vehicle on the north side should be required to move theirs as well.
Member Taylor commented that when this item was heard in May the owner was present and he moved it
to Mill Street from Carolyn Street because residents on Carolyn Street complained about it being located

I there. He also commented that if parking is removed on that street, it would have to be for the whole

Regarding Speeding Vehicles along West Standley Street
Member Seanor preserff€d the item and said he received a request from a resident on West Standley
regarding speeding vehicles. He included the recent speed zone study and that the 25 mph limit is
appropriate.
Member Taylor said he would put it on the directed enforcement list. The committee agreed by consensus.

SUBJECT: Discussion and Possible Action regarding request for perpendicular parking
at 798 South Spring Street
Agenda Item 4a.
REQUEST: Staff received a copy of an email from Darca Nicholson requesting the option to
park perpendicular, rather than parallel, to the curb in the vicinity of 798 South Spring Street (see
Attachment "A").
DISCUSSION: A photo map of the area is included for reference as Attachment "B". Staff drove
to 798 S. Spring St. and parked a City vehicle parallel to the curb. As shown in the photos,
Attachment "C", staff was able to parallel park legally with both tires within 18 inches of the curb.
As a demonstration of perpendicular parking a City pickup parked at the subject location (see
photo, Attachment "C"). As shown, the front end of the vehicle extends over the sidewalk. In this
example, the sidewalk width is effectively reduced to the point where ADA access is not
available. In addition, perpendicular parking restricts access for fire and ambulance vehicles.
California Vehicle Code section 22502 requires vehicles to park in areas with curbs '_with the
right-hand wheels of the vehicle parallel with and within 18 inches of the right-hand curb..." (see
attached excerpt from section 22502, Attachment "D").
RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC.
Staff has provided the following options for consideration:
1. Deny the request for perpendicular parking at 798 South Spring Street.
2. Take no action.
3. Refer to staff for further analysis.

Subject: Another request for the TEC agenda
TEC,
I received this email from this lady today requesting a change in the parking rules to allow residents there to
park nose in to the curb on this inside corner. I had a discussion with another resident earlier in the year about
this issue. The vehicle code and our city code state that all vehicles must park with any portion of the right side
tires (front and rear) no more than 18" from the curb. We have a number of situations like this one in the City
and we also have an issue with them parking nose in, in those areas. One of the main concerns with them
parking nose in is access for fire equipment when there is a fire or medical aid.
Please put this on the agenda and provide notification to the requesting party.

Historical circumstances
I purchased 798 South Spring in August, 1989. At that time, cars parked by my neighbors, Joye & Dave
Sperry, as well as Flory Delacruz M.D., owner, parked nose in towards curb. I continued the practice, nose
towards curb, 2 front wheels no more than 18 inches from the curb. Monday, April 9, 2012 at 3:30 AM,
. ry current neighbor Joe Scriven, got a parking ticket for not having right wheels 18 inches from the curb. I
sent out emails to friends & clients, informing them that they had to `parallel" park on a curve. For a
number of vehicles, it is physically impossible to have 18 inches from the curb for both front & back
tires. Would you like me to drop off an actual drawing of the curve, designed to accommodate a 90 degree
turn from the end of S Spring to Pomolita Way, a 2 block long street on the north & a one block long street
on the south? Also, I started to gather signatures from people about the parellel parking' impossible
situation. Today, November 27th, I cannot put my hands on the petition but I will, if you would like to see it.
I believe Terry Gross, Esq. had also had a phone conversation with you the week of April 12th.
Please advise.

22502. (a) Except as otherwise provided in this chapter, a vehicle
stopped or parked upon a roadway where there are adjacent curbs shall Attachment # l/
be stopped or parked with the right-hand wheels of the vehicle
parallel with and within 18 inches of the right-hand curb, except
that a motorcycle shall be parked with at least one wheel or fender
touching the right-hand curb. Where no curbs or barriers bound a
two-way roadway_, right-hand parallel parking is required_ unless
_
otherwise indicated.
(b) (1) The provisions of subdivision (a) or (e) do not apply to a
commercial vehicle if a variation from the requirements of
subdivision (a) or (e) is reasonably necessary to accomplish the
loading or unloading of merchandise or passengers on, or from, a
vehicle and while anything connected with the loading, or unloading,
is being executed.
(2) This subdivision does not permit a vehicle to stop or park
upon a roadway in a direction opposite to that in which traffic
normally moves upon that half of the roadway on which the vehicle is
stopped or parked.
(c) Notwithstanding subdivision (b), a local authority may, by
ordinance, prohibit a commercial vehicle from stopping, parking, or
standing on one side of a roadway in a business district with the
wheels of the vehicle more than 18 inches from the curb. The
ordinance shall be effective only if signs are placed in the areas to
which it is applicable clearly indicating the prohibition.
(d) This section does not apply to vehicles of a public utility
when the vehicles are being used in connection with the operation,
maintenance, or repair of facilities of the public utility or are
being used in connection with providing public utility service.
(e) (1) Upon a one-way roadway, a vehicle may be stopped or parked
as provided in subdivision (a) or with the left-hand wheels parallel
to and within 18 inches of the left-hand curb, except that a
motorcycle, if parked on the left-hand side, shall have either one
wheel or one fender touching the curb. Where no curb or barriers
bound a one-way roadway, parallel parking on either side is required
unless otherwise indicated.
(2) This subdivision does not apply upon a roadway of a divided
highway.
