CALL TO ORDER 23 Chair Turner called the Traffic Engineering Committee meeting to order at 3:04 p.m. 24 25 2. APPROVAL OF MINUTES - February 12, 2013 26 27 M/S Lampi/Taylor to approve the minutes of February 12, 2013, as presented. Motion carried by an all 28 AYE voice vote. 29 30 3. AUDIENCE COMMENTS ON NON-AGENDA ITEMS 31 32 4. OLD BUSINESS 33 34 None 35 36 37 5. NEW BUSINESS 38 a. Discussion and Possible Action regarding Outdoor Dining Structure Program for Downtown 39 Ukiah (report attached) 40 41 Shannon Riley, Project and Program Analyst for the City presented the item. The deck currently at Patrona 42 was used as a pilot project for this program. After a year of evaluation, this project was deemed a success. 43 City Staff has drafted guidelines and boundaries for the program. The boundaries would be from Clay 44 Street to Henry Street and Main Street to Oak Street. The guidelines were also included in the packet. 45 46 Member Whitaker entered the meeting at 3:09pm 47 48 The areas outside of the restaurant would be considered as part of the restaurant and not open to the 49 general public unless they are dining there. 50 51 Design, drainage, traffic circulation and distractions to drivers were considered. Recommendations for 52 surface include a non-slippery surface, as reviewed by the design review board. The preferred surface 53 TEC March 12, 2013 Page 2 of 3 from the DRB is a tile and stone surface. It would be considered a temporary installation and the 1 restaurants are not allowed to damage any of the city right of way including street surfaces, sidewalk, curb 2 and gutter. Safety and traffic concerns will also be addressed. The restaurant will only be allowed to take 3 the parking space immediately adjacent to their business. As they would take up parking spaces, the 4 maximum number of spaces would be 26 spaces but no more than 25% of parking will be removed per 5 block. 6 7 Chair Turner inquired with Member Taylor if the parking study was adopted. 8 9 Member Taylor said it was adopted in 2009. He expressed concern with being able to get competing 10 interests of businesses and have them not feel slighted. He explained that a restaurant with a non-11 restaurant neighbor may not like the parking to be removed from their block. 12 13 Member Taylor inquired if they would be charged an encroachment fee. 14 15 Project & Program Analyst Riley said a permit fee would be charged and a square foot charge would 16 apply. She said a stakeholders meeting is scheduled for next Thursday the 21st of March. 17 18 Chair Turner inquired if there was enough sidewalk space. 19 20 Project & Program Analyst Riley said that State Street has plenty but School Street could be close. 21 22 Member Whitaker commented that the speed of traffic was the only concern on State Street. 23 24 Member Taylor commented that line of sight from inside the restaurant will be important as it pertains to 25 the Department of ABC. 26 27 Vice-Chair Baxter inquired if where the parking spaces were removed if signage could be put in directing 28 cars to public parking. 29 30 Member Taylor commented that he didn’t feel people noticed the public parking signs. 31 32 Project & Program Analyst Riley also commented that reflectors would be required on the corners as 33 well as a concrete wheel stop.. Also, a buffer would be required when a car parks next to the structures. 34 35 Member Kageyama requested a buffer for parallel parking as well. In addition he requested to keep the 36 gutter pan clear. 37 38 Member Taylor also commented that the perimeter walls would have to be see-through. 39 40 Project & Program Analyst Riley said it was written in to be at least 50% open. 41 42 Member Kageyama suggested taking out the “at least” language and say “see through” material. In the 43 maintenance section they need to include language requiring the restaurant to clear their leaves and debris 44 from around the dining area 45 46 Member Seanor commented that a couple of businesses are corner businesses and either side street 47 could be used. 48 49 Project & Program Analyst Riley said that the restaurant could choose which street they wanted to locate 50 on. Currently the TEC is required to authorize the removal of parking spaces. The TEC could authorize the 51 removal of all spaces as included in the Outdoor Dining Guidelines so each individual parking space to be 52 removed will not need to be heard by the TEC and City Council. 53 54 Member Taylor asked if the number of parking spaces could be limited to a maximum. 55 56 TEC March 12, 2013 Page 3 of 3 Project & Program Analyst Riley said the committee could limit it to whatever the number should be and 1 that the program was a first come, first serve basis. 2 3 M/S: Taylor/Baxter to bring the guidelines back to the TEC after implementation, City Council and 4 Stakeholder input is received. Motion carried with an all AYE vote of the committee. 5 6 7 B. Discussion and Possible Action regarding request for no parking for specific hours on South 8 School Street from Stephenson Street to Seminary Avenue (report attached) 9 10 Member Seanor presented the item. No parking hours would be from 6am to 9am on School Street from 11 Seminary Avenue to Stephenson Street. 12 13 Member Taylor commented that it would need to be clearly signed and that ticketing a vehicle will not 14 necessarily move them. 15 16 Vice-Chair Baxter commented that the item should be deferred until Mr. Cratty could be present 17 18 M/S: Baxter/Taylor to defer this item until Mr. Cratty can attend. Motion carried with an all AYE vote of the 19 committee 20 21 Member Whitaker left the meeting at 4:30pm 22 23 24 C. Discussion and Possible Action regarding request for no parking except by permit on Commerce 25 Drive east of Airport Park Boulevard (report attached) 26 27 Member Seanor presented the item with Member Taylor preparing the permit portion of the request. 28 29 Member Taylor commented that about a year ago No Overnight Parking signs were posted. Truckers still 30 park there when they stay at one of the nearby hotels. He also commented that he could develop a permit 31 specific for the hotels to issue to the trucks. 32 33 M/S: Turner/Baxter to approve the concept to take to City Council. Motion carried with an all AYE vote of 34 the committee 35 36 37 6. COMMITTEE MEMBER REPORTS 38 Vice-Chair Baxter commented that MTA discussed the turnaround near the Costco site with them and was 39 satisfied with the resolution. 40 41 Member Kageyama commented that the Rail Trail design is moving forward and it is being presented to 42 the NCRA Board tomorrow. 43 44 Chair Turner commented that MCOE proposed a broadband study to MCOG. 45 46 7. DISCUSSION: Staff obtained funding for preparation of the Safe Routes to School Plan from the Mendocino Council of Governments. Through a Request for Proposal process, the City selected Alta Planning + Design as its consultant to prepare the Safe Routes to School Plan (Plan). The Plan is now complete in a draft version and is presented to the TEC for review and comment. Due to the length of the document, the report is not being photocopied for distribution to the TEC.
