The proposal is for no overnight parking from 10 pm to 6 a`'O//�/�% Member Taylor stated that had he known this was City of Ukiah property; he would have had officers patrol this area. He questioned the impact this will this have on Police Department if the proposed no overnight parking is passed. Member Jordan didn't see a problem with parking during the day. Member Taylor had not heard of any complaints coming in from citizens. Officers have not reported any problems with camping in this area. Member Vincent asked if we could get input from businesses in the area. Member Seanor summarized info for Assistant City Manager Sangiacomo who just arrived. Member Taylor stated this area has been cleaned up since old business, Beeler's Mufflers, has left area. Member Jordan wanted to know if residents or businesses are parking overnight before a vote goes before Council. Assistant City Manager Sangiacomo stated this area is��t�ved. REQUEST: Staff received a request from Sage Sangiacomo, Assistant City Manager, to post No Parking signs along the south side of Talmage Frontage Road (east end). DISCUSSION: This item was discussed at the January 14, 2014 Traffic Engineering Committee (TEC) meeting. At that meeting the TEC requested additional information. The attached memorandum from CSO Brian Webb provides follow up information on parking in this area. RECOMMENDATION: Staff is submitting this report for review and discussion by the TEC. Parking Issue Chris Dewey Chief of Police On 01/15/2014, 1 contacted Michael Bazzani (550-G Talmage Rd.) the owner of Bazzani's Bitchin Stichin about parking issues and abandoned vehicles at the end of the Talmage Frontage Rd. Bazzani said none of the vehicles parked there were associated with his business or his employee. Bazzani did tell me on the weekends and after 5pm weekdays there are excessive amounts of cars parked in the area. On 01/21/2014, 1 contacted Greg Hoyt owner of Greg Hoyt Construction (741 Talmage Rd.) and inquired about vehicles parked in the area. Hoyt said none of his employee's park in that area of Talmage Rd. Hoyt did tell me there has been a recent accumulation of garbage at the southwest corner of the turnaround. On 01/22/2014, 1 contacted, Kelly Keyes, property manager for Mountanos Property Management Co. who told me she has had numerous complaints from the tenants that occupy the residence at 750 Talmage Rd. Keyes was informed that there are always cars parked there, and has had to remove accumulations of trash and rubbish. CSO B. Dora St. at Yokayo School Agenda Item 5a. BACKGROUND: Staff received an email from Ms. Dana Milani, Principal of Yokayo Elementary School (Attachment "A") requesting pedestrian crossing signs for two crosswalks near the school, S. Dora St. and W. Gobbi St. and S. Dora St. and Mendocino Drive. Please see Attachment "B", a photomap showing the crosswalk locations. DISCUSSION: At the August 20, 2013 Traffic Engineering Committee meeting Ms. Milani expressed an interest in pedestrian signs for crosswalks near Yokayo School. TEC Member Whitaker subsequently provided information to Ms. Milani regarding purchase of portable signs to be used at the crosswalks near Yokayo School. According to Ms. Milani, three of the four portable signs purchased by Yokayo School have been run over and damaged. Ms. Milani is now requesting the City to install the in -street pedestrian crossing signs. At prior TEC meetings in -street pedestrian signs have been a topic of discussion. In December 2012, the TEC recommended to staff at Nokomis School that the school purchase and place portable in -street pedestrian signs. In April 2008, the TEC discussed in -street pedestrian signs at River Oak Charter School. Staff reviewed the California Manual of Uniform Traffic Control Devices (MUTCD) 2012 Edition (see Attachment "C") regarding in -street pedestrian crossing signs. In California, the R1-6 in -street pedestrian crossing sign (YIELD) is approved for use. The proposed sign would provide an additional visible reminder to drivers regarding right-of-way at crosswalks. Guidance: 06 If an island (see Chapter 31) is available, the In -Street Pedestrian Crossing sign, if used, should be placed on the island. Standard: 13 The top of an In -Street Pedestrian Crossing sign shall be a maximum of 4 feet above the pavement surface. The top of an In -Street Pedestrian Crossing sign placed in an island shall be a maximum of 4 feet above the island surface. I Section 2B.13 Speed Limit Sign (R2-1) Support: oo The setting of speed limits can be controversial and requires a rational and defensible determination to maintain public confidence. Speed limits are normally set near the 85th -percentile speed that statistically represents one standard deviation above the average speed and establishes the upper limit of what is considered reasonable and prudent. As with most laws, speed limits need to depend on the voluntary compliance of the greater majority of motorists. Speed limits cannot be set arbitrarily low, as this would create violators of the majority of drivers and would not command the respect of the public. Standard: of Speed zones (other than statutory speed limits) shall only be established on the basis of an engineering and traffic survey (E&TS) study that has been performed in accordance with traffic engineering practices. The engineering study shall include an analysis of the current speed distribution of free-flowing vehicles. 02 The Speed Limit (112-1) sign (see Figure 213-3) shall display the limit established by law, ordinance, regulation, or as adopted by the authorized agency based on the engineering study. The speed limits displayed shall be in multiples of 5 mph. Chapter 2B — Regulatory Signs, Barricades, and Gates January 13, 2012 Part 2 — Signs
