bicycle safety for addfs end children in the inland corridor including the Ukiah and Willits School
Districts and the outlying q� munities:". The primary outreach is bicycle rodeos, bicycle safety checks
and free,bidvcle helmets.

Road (Report Attached)%%
Member Seanor commented this is a follow-up item from last month. Community Services Officer
Brian Webb provided a report on parking issues in the Talmage Frontage Road area.
Member Taylor stated the police have cleaned up abandoned cars in this area. CSO Webb talked to
neighbors and property owners about putting up no overnight parking signs and no one had a problem
with this. He is willing to try signing the area for no overnight parking to investigate if that is what is
needed.
M/S: Taylor/Jordan to go to council to request no overnight parking signs on the Talmage Frontage
Road from 10 pm to 6 am. Motion carried by an all AYE voice vote of the members present.

5 Member Seanor received an email from Yokayo Elementary School Principal Dana Milani requesting
6 pedestrian crossing signs for two crosswalks near the school at the intersections of S. Dora Street and
7 W. Gobbi Street and S. Dora Street and Mendocino Drive. Member Seanor provided a map showing
8 proposed sign locations. There was a discussion on this issue at the August 20, 2013 meeting. At
9 that time, Member Whitaker gave Principal Milani the information on how to purchase signs.

Crosswalks on Perkins Street
Agenda Item 5a.
BACKGROUND: Staff received a letter from Ms. Gwen Matthews, President/CEO of
Ukiah Valley Medical Center (Attachment "A") regarding pedestrian crosswalks on Perkins
Street. Please see Attachment "B", a photomap showing the crosswalk locations.
DISCUSSION:
On Perkins Street at Warren Drive there is a diagonally hatched crosswalk with an in -street
pedestrian crossing sign. On Perkins Street at Leslie Street there is a diagonally hatched
crosswalk. Lastly, on Perkins Street at Hospital Drive there is a crosswalk at a traffic
signal.
The signal controlled intersection at Perkins Street and Hospital Drive is the recommended
crossing location since pedestrians have pedestrian signals which can be activated to
cross the street.
The City currently has contracted with a consultant to prepare a Perkins Street Gateway
Streetscape Study. Staff will review with the consultant the concerns of crossing at
uncontrolled intersections.
RECOMMENDATION: Discuss and provide direction to staff regarding crosswalks on
Perkins Street.

The crosswalks on Perkins Street present a safety issue for those crossing the street - not just for
UVMC staff, but for the general public. Unfortunately, many drivers do not stop for people waiting
to cross in that area. The traffic is often moving faster than the speed limit, which presents
another hazard. Cars that do stop for pedestrians are frequently passed by other cars causing
close calls when the pedestrian walks in front of the stopped car. There is a crosswalk at the
Hospital Drive intersection, which would appear to be the safest place to cross; however, cars
making the turn onto Hospital Drive oftentimes do not see people crossing in the crosswalk,
leading to many close calls.
The placement of the green crosswalk signs has helped the situation, but we would like to request
your consideration of lights in the crosswalks or roughening of the asphalt in some manner to alert
drivers to the possibility of pedestrians crossing the street. We realize that our Police Department
is very busy and extra patrols may not be possible so we would appreciate the Traffic Committee's
discussion of other potential solutions.

SUBJECT: Discussion and Possible Action Regarding Yellow Loading Zone on
Church Street between S. Oak St. and S. School St.

BACKGROUND: Staff received a letter from Mr. Edward Stamelos (Attachment "A")
regarding the loading zone on Church Street between S. Oak St. and S. School St. Please
see Attachment "B", a photomap showing the loading zone location.
DISCUSSION:
Mr. Stamelos' letter provides a thorough explanation of the situation. When cars are
parked along the south side of Church Street and when a vehicle is parked in the yellow
loading zone on the north side of Church Street, there is insufficient width for through traffic
to pass.
Within a one -block range from the Church Street loading zone there are a total of 7 loading
zones (6 yellow and 1 white — passenger). In staff's opinion, there are more than enough
loading zones in this area. For reference on loading zones, the Ukiah City Code, Sections
7180 - 7189 is provided as Attachment "C".
RECOMMENDATION: Rather than eliminate parking spaces to relocate the loading zone
on Church Street, staff proposes that the yellow loading zone at this location be eliminated.
Delivery vehicles have several other options for loading and unloading nearby.

RE: Traffic Hazard, 200 BIk. W. Church Street west of the
intersection of South School Street.
Dear Sirs or Madams:
I wish to bring to your attention a traffic and safety hazard that exists on the 200 block of West
Church Street just west of the intersection of South School Street.
Details:
On Wednesday, May 14, 2014, approximately 2:30PM, I was traveling east on the 200 block of
West Church Street. The area is a one-way eastbound traffic street with a No Parking This Side
sign on the north side of the street. There is non -metered -parking on the south side.
At the north west corner of West Church and South School Street there is a fire hydrant with a
painted red zone, and west of that is a yellow painted curb indicating it to be a loading zone.
As I approached the intersection of South State Street, and when I reached a point approximately
sixty (60) feet from the intersection of South School Street, I noticed an approximate forty (40)
foot tractor and semi -trailer parked in the loading zone on the north side of the roadway. I
noticed also there were three (3) passenger vehicles parked legally on the south side of Church
Street in the spaces directly across from the loading zone.
As I drove closer, I became aware there was not enough room for a full sized vehicle to pass. I
contacted the driver of the semi -truck who stated he was in a valid loading zone and was not
going to move his rig. When I advised him there was not enough room to pass and that he was
blocking the roadway and holding up traffic, he just shrugged and kept unloading. He said he
would be there for a while and suggested that I call the police.

After calling, a parking regulation employee responded. She said there was nothing she could do
as the City of Ukiah has dedicated that space as a loading zone. She was aware of the problem
and stated, for the same reason, she has been called to that area on other occasions.
Shortly thereafter, I believe it was the owner of the business located on the north west corner of
West Church Street and South School Street (a baby store), who also joined in the conversation.
He said he has been through this before and (in essence) it was too bad.
The parking regulator said that I would have to back my vehicle to Oak Street because she had
no authority to direct the driver of the truck to move. By this time, however another vehicle was
behind my vehicle and it would have been a difficult maneuver to have both vehicles back up
safely.
The problem:
At the location, Church Street is a narrow, one way street, with traffic traveling only eastbound.
I would estimate the width of the roadway to be approximately twenty-four (24) feet. The
general area is in an area of one-way streets both traveling east and west bound.
On the north and south side of West Church Street, there are sidewalks. In addition, on the north
side of the street there is a fire hydrant with an approximate twenty five (25) foot red painted
curb indication it to be a no parking zone. West of the red zone, there is an approximate forty
(40) foot yellow painted curb indicating the location is a loading zone. Directly across from the
red and yellow painted curbs are three (3) non -metered parking spaces.
When a commercial vehicle is parked and unloading, and all three parking spaces across the
street are occupied there is not enough room for a full sized vehicle to pass. That would include
another large size tractor/trailer combination. Having to back that size vehicle to Oak Street
would be most hazardous.
There is no regulation that a public service agency such as a fire department, or an ambulance
services be notified when parking spaces are full, and a commercial vehicle is unloading.
Because they could not pass, that in itself presents a hazardous traffic situation.
In my opinion, and more importantly, when this situation exists, an ambulance or fire vehicle
traveling that section of the roadway is prevented from continuing its response.

Notwithstanding possible litigation against the City of Ukiah for knowingly allowing this kind of
traffic hazard to exist, it is possible that an emergency vehicle delay could literally mean the
difference between a life and death situation.
The Suggested Solution:
Placing the loading zone that is currently on the north side of the street to the south side of West
Church Street would eliminate the traffic dilemma. It would allow for large vehicles such as fire,
ambulance and large vehicles to pass without conflict. To do this would merely take the yellow
paint off that side of the street and painting the south side.
I am attaching a diagram (not drawn to scale) of the location and the suggested solution. I ask
that you review and .agree with this recommendation and forward your response to the Ukiah
City Council.

§7180: CITY TRAFFIC ENGINEER DELEGATED AUTHORITY TO ESTABLISH
LOADING ZONES:
A. The City Traffic Engineer is hereby authorized to determine and ,to mark loading
zones and passenger loading zones as follows:
1. At any place in the central traffic district or in any business district.
2. Elsewhere in front of the entrance to any place of business or in front of any
hall or place used for the purpose of public assembly.
B. Loading zones shall be indicated by yellow paint line upon the top of all curbs
within such zones.

C. Passenger loading zones shall be indicated by white paint upon the top of all
curbs in said zones. (Ord. 553, §1, adopted 1963; amd. by Ord. No. 650, §2,
adopted 1973)
§7181: CURB MARKINGS' TO INDICATE PARKING RESTRICTIONS: The City
Traffic Engineer is hereby authorized, subject to the provisions and
limitations of this Chapter to place, and when required herein shall place, the following
curb markings to indicate parking or standing regulations, and said curb markings
colors shall have the meanings as herein set forth:
A. Red shall mean no stopping, standing or parking at any time except as
permitted by the Vehicle Code, and except that a bus may stop in a red zone or
signed as a bus zone.
B. Yellow shall mean no stopping, standing or parking at any time between seven
o'clock (7:00) A.M. and six o'clock (6:00) P:M. of any day except Sundays and
Holidays for any purpose other than the loading or unloading of passenger .or
materials, provided that the loading or unloading of passengers shall not
consume more than three (3) minutes nor the loading or unloading of materials
more than twenty (20) minutes.
C. White shall mean no stopping, standing or parking for any purpose other than
loading or unloading of passengers, or for the purpose of depositing mail in an
adjacent mail box, which shall not exceed three (3) minutes. Such restrictions
shall apply between seven o'clock (7:00) A.M. and six o'clock (6:00) P.M. of any
day except Sundays and holidays and except as follows:
1. When such zone is in front of a hotel or in front of a mailbox the restrictions
shall apply at all times.
2. When such zone is in front of a theater the restrictions shall apply at all
times except when such theater is closed. When such zone is in front of a
theater and/or a library, the restrictions shall apply at all times except when
such theater or library is closed. (Ord. 553, §1, adopted 1963; amd. by Ord.
641, §1, adopted 1973)
§7182: PARKING IN VIOLATION OF RESTRICTED ZONES PROHIBITED: When
the City Traffic Engineer as authorized under this Chapter has caused curb
markings to be placed, no person shall stop, stand or park a vehicle adjacent to any
such legible curb marking in violation of any of the provisions of this Article. (Ord. 553,
§1, adopted 1963)

§7183: EFFECT OF PERMISSION TO LOAD OR UNLOAD:
A. Permission herein granted to stop or stand a vehicle for purposes of loading or
unloading of materials shall apply only to commercial vehicles and shall not
extend beyond the time necessary therefor, and in no event for more than
twenty (20) minutes.
B. The loading or unloading of materials shall apply to commercial deliveries, also
the delivery or pickup of express and parcel post packages and United States
mail.
C. Permission herein granted to stop or park for purposes of loading or unloading
passengers shall include the loading or unloading of personal baggage but shall
not extend beyond the time necessary therefor and in no event for more than
three (3) minutes.
D. Within the total time limits above specified the provisions of this Section shall be
enforced so as to accommodate necessary and reasonable loading or unloading
but without permitting abuse of the privileges hereby granted. (Ord. 553, §1,
adopted 1963)
§7184: STANDING FOR LOADING OR UNLOADING ONLY: No person shall stop,
stand or park a vehicle in any yellow loading zone for any purpose other
than loading or unloading passengers or material for such time as is permitted in
§7183. (Ord. 553, §1, adopted 1963)
§7185: STANDING IN PASSENGER LOADING ZONE: No person shall stop, stand
or park a vehicle in any passenger loading zone for any purpose other than
the loading or unloading of passengers for such time as is specified in §7183. (Ord.
553, §1, adopted 1963)
§7186: STANDING IN ANY ALLEY: No person shall stop, stand or park a vehicle
for any purpose other than the loading or unloading of persons, or materials
in any alley. (Ord. 553, §1, adopted 1963)
§7187: COACH ZONES TO BE ESTABLISHED:
A. The City Traffic Engineer is hereby authorized to establish coach zones opposite
curb space for the loading and unloading of buses or common carriers of
passengers and to determine the locations thereof.

§7188: TAXI ZONES TO BE ESTABLISHED: Whenever any street or portion of a
street has been lawfully designated as a taxicab street stand,' the City
Traffic Engineer shall cause the same to be marked with white paint or other white
material with the words "Taxi Zone" imprinted in black letters thereon. No operator of
any vehicle other than a taxicab or auto for hire shall park such vehicle in such
taxicab stand. (Ord. 553, §4, adopted 1963)
§7189: INFRACTION PENALTY FOR VIOLATING THIS ARTICLE: It shall be
unlawful and constitute an infraction for any person to violate any provision
of this Article. Any such violation shall be punishable by a fine not exceeding fifty
dollars ($50.00) for a first offense, one hundred dollars ($100.0.0) for a second offense
committed within one year and one hundred. ,fifty dollars ($150.00) for each additional
offense committed within one year, except as to continuing offenses as provided in
§7051. As to continuing offenses the fine for each violation deemed to be a separate
violation by §7051 shall not exceed fifty dollars ($50.00). (Ord. 863, §4, adopted 1986)

No Parking Zone at 137 Ford Street
Agenda Item 5c.
BACKGROUND: Staff received a letter from Dixie Myers (Attachment "A") requesting
removal of the No Parking Zone at 137 Ford Street. Please see Attachment "B", a
photomap showing the location of the No Parking Zone.
DISCUSSION: Ford Street at this location is a two way street with curb and gutter along
most of the street. Within the last few years, curb, gutter and sidewalk were constructed
along the frontage of 137 Ford Street. Parking is not restricted along the north side of Ford
Street at this location. The No Parking restriction adjacent to 137 Ford Street was posted
several years ago prior to the completion of the curb, gutter, and sidewalk at 137 Ford
